MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, February 12, 1991 The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 12, 1991, at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry Papay presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Clark, Hedlund, Szany, Papay ABSENT: None MINUTES MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to approve the Minutes of January 22, 1991 as published. The motion passed by voice vote with none dissenting. Third C.H. Construction Consideration of a tentative map for a 5 -unit residential condominium project. The staff report was presented and the public hearing was opened. Al De Renzis, L & D Engineering, 111 N. Melrose, Monrovia, the engineer of the project was present and said that they are in agreement with all of the conditions in the staff report. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public hearig. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to approve TM 50451 subject to the conditions in the staff report. ROLL CALL: AYES: Commissioners Amato, Clark, Hedlund, Szany, Papay NOES: None Chairman Papay noted that there is a ten day appeal. PUBLIC HEARING TPM 91-001 701 N. First Ave. John E. Plount Consideration of a tentative parcel map for a 2 -unit residential condominium project. The staff report was presented. Staff commented that the trash bin location is behind the guest parking. The public hearing was opened. John Plount, 464 S. Cataract, San Dimas, the developer of the project said that they are in agreement with all of the conditions of the staff report. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to approve TPM 91-001 subject to the conditions in the staff report. PUBLIC HEARING TA 91-001 Consideration of a text amendment proposing to change the setback requirements, and, the window restrictions in the C -0, C -1, C -2 and C -M commercial zones. The staff report was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none dissenting. Arcadia City Planning Commission 2/12/91 Page 2 Staff explained that originally the City Council acted in response to the property owners on Laurel Ave. who were concerned with the commercial properties adjacent to their properties. A text amendment was proposed which was denied by the Planning Commission but adopted by the City Council changing the angle from 55° to 45° and added the prohibition of window openings, balconies, decks, etc. A modification could be granted in some cases such s f the building at 800 S. Santa Anita recently obtained a modification for translucent race track) and the owners o g windows. Commissioner Clark said that he was concerned with the angle change and the height of the building which could place the building closer to the property line but had no problems with the change in the window requirements. Commissioner Amato was comfortable with the present regulations, since there is a provision in the Code which allows for modifications. He said that he likes the idea of the Planning Commission having the opportunity to review such modification request. Commissioners Hedlund and Szany agreed and Commissioner Hedlund remarked that in most cases it is acceptable if windows from a house are facing the back yard of another home but having a commercial building looking down would be more bothersome. The Commission made the following recommendations: 1. To maintain the current 55° setback angle. 2. To maintain the prohibition upon window openings, balconies, etc. from facing adjacent residentially zoned properties. Relief from this limitation should be considered on a case -by -case basis though the Modification process. 3. To eliminate the 20' rear setback requirement for commercially zoned properties that abut other commercially or industrially zoned properties. MOTION It was moved by Commissioner Hedlund, seconded by Commissioner Clark to recommend approval of TA 91-001 to the City Council.
