THE CITY COUNCIL OF THE CITY OF ARCADIA DO ORDAIN 3 4 5 AS FOL10\7S: 6 SECTION 1: That Ordinance No. 103 of the City of 7 Arcadia, entitled: IlAn Ordinance of the Board of Trustees of 8 the City of Arcadia providing for the licensing and regulating "the carrying on of certain businesses, professions, trades, call- ings and occupations carried on within said City of Arcadia and repealing Ordinance No. 76 of said City of Arcadiall adopted July 19, 1922, be and the same is hereby repealed. SECTION 2: , " That Ordinance No. 147 of said City of Arcadia, entitled: IlAn Ordinance of the Board of Trustees of the \ City of Arcadia providing for licensing and regulating the carry- \ ing on of certain businesses, professions, trades, callings and occupations carried on within said City of Arcadia and repealing I Ordinance No. 103 of said City of Arcadia, and all other ordinance~ of sa.id City of Arcadia in conflict theret7ithll adopted Novelrber I 17, 1924, be and the same is hereby repealed. SECTION 3: That Ordinance No. 194 of said City of Arcadia, entitled: IIAn Ordinance of the Board of TrusteeD of thol No. 147 of said Board of Truot-I City of ArcadiaJamending Ordinance eea by adding thereto new Sections to be knoml and designated aa Sections 13(a) and Section l3(b)ll, adopted 14a.roh 2, 1927, be end the same is hereby repealed. SECTION 5: It shall bs unlarrful for any person, uhether as principal or agent, clerk ~r employee, either for him- self or for any other person or for any body corporate, or as an officer of any corporation, or otheruiee, to commence or carry on \'1i thin the corporate 11o.i ts of said City of Arcadia any bUEli- I ness, trade, profession or occupation~ in this Ordinance specifiedi uithout first having procured a license from said City of Arcadia I I so to do, and each and eve;y day or fractional part of a day that I said business, trade, profession or occupation in this Ordinance I specified, is conducted or carried on uithout such license shall I I constitute a separate violation of this Ordinance, and any person I uho shall for himself, or for any other person or persons, or for any body, corporate or othtr~~se, commence or carryon any busi- ness, trade, profession or occupation aforesaid, uithout first having procured such a license, shall for each violation of this Ordinance be deemed guilty of a'miedemeanor and upon conviction by any Court having jurisdiotion thereof, shall be fined therefor in a sum not exceeding $300.00 or be imprisoned in the City Jail of said City of Arcadia or in the County Jail of the County of Los Angeles, State of California, at the discretion of the Com- mitting Magistrate, for a term not exceeding three months or by both Eluch fine and imprisonment and the amount of such license shall be deemed a debt due to said City of Arcadia and such person I I shall be liable to an action in the name of the City of Arcadia in any Cour~ of competent jurisdiction for the amount of the li- cense imposed on such business, trade, profession or occupation, as he shall be engaged in, uith costs of suit. Said Chief of Police or License Collector shall proceed at onoe to col- lect the same, and shall on or before the first Monday of each I month, deliver to the said City Clerk, a complete list of all li- I censes collected by him for the previous month, and also a list Of! all persons uhom he believes not to be on the license list and uho should be charged uith the payment of a license; and he shall pay over to the City Treasurer of said City the amount of all licenses I collected by him during the preceding month and shall take the re-I ceipt of the City Treasurer for same, which he shall file uith the City Clerk and shall report the amount thereof together with the amount of delinquencies to said City Council ut ita first regular meeting in each month. No license f~r any of the businesses, trades, pro- fessions or occupations carried on by any person delinquent for the payment of any license fee hereunder, shall be issued to such person, either directly or indirectly, until payment of all li- cense fees due as specified in this Ordinance from ~uch person to- I gether uith all costs. SECTION 7: A separate license must be obtained fo~ each branch establishmen~ or separate place of business, in uhich the business, trade, profession or occupation, is carried on and each license shall authorize the party obtaining it to carryon, pursue or conduct only that business, trade, profession or occu- pation described in such license and only at the location or place of business which is indicated therein. All licenses, unless otheruise expressly stated herein, shall be paid annue.lly in ad- vance in legal curroncy of the United States at the office of the .' All Licenses, unless otherwise expressly stated herein shall be construed to be Annual Licenses and shall be payable upon the date of the issuance thereof and all such Lioenses shall expire at the expiration of one year from and after the date of the issuance thereof. The Daily Licenses in this Ordinanoe pro- vided shall be payable to said City of Arcadia each day in ad- vance and shall be valid only for the day in which such license is issued. No greater or less amounts of money shall be charged or reCeived for any License so issued than is provided in this Ordinance and no License shall be sold or issued for any period of time other than is provided for in this Ordinance. SECTION 8: Every person, firm or corporation having a license under any of the provisions of this Ordinance and carrying on a business, trade, profession or occupation at a particular place of business, shall keep such License posted and exhibited while the same is in force, in some conspicuous part of said place of business. (t) Conducting, managing or carrying on ,as a Con- tractor or Sub-oontractor any of the following businesses or ocoupations: Plastering, lathing, concrete work, cement work, selling or laying hardwood floors, painting, tiling, roofing, interior deoorating, selling or installing shades or awnings. SECTION 17: The sum of Fifty ($50.00) Dollars per annum for every person, firm or oorporation carrying on or en- gaging in the business or oocupation of a plumber, plumbing or gas f1 tt1ng. SECTION 18: The sum of Fifty ($50.00) Dollars per annum for every person, firm or corporation oarrying on or en- gaging in the business or occupation of Eleotrical Contracting or wiring or the installation of Electrical Fixtures. SECTION 19: The sum of $50.00 per annum for every foot peddler of goods, wares or merchandise not otherwise speo- ifically provided for in this Ordinanoe. SECTION 20: The sum of $50.00 per annum for every person, firm or corporation engaged in any of the following businesses: (a) Selling wearing apparel, dry goods, fancy goods or notions where there is no fixed or established place of bus- iness. (b) Selling ice cream, confeotionery, soft drinks and not having a regularly established or fixed place of busines~. SECTION 21: For every person, firm or corporation conducting, managing or carrying on the business of collecting, purchasing, selling or dealing in junk or rubbish, and not hav- ing a regularly established or fixed place of business, the sum of ~36.00 per annum, or if having a regularly established or fixed place of business, the sum of $18.00 per annum, provided that every such person, firm or corporation, before transport- ing any such junk or rubbish from the City of Arcadia, shall file with the said Chief of Police a detailed statement, giving the date, description, person from whom and place from ~hich each of such articles of junk or rubbish shall have been pur- chased or obtained and shall hold such junl or rubbish for a period of twenty-four (24) hours in the City of Arcadia after delivering such statement to said Chief of Police or shall sub- mit such junk or rubbish to the inspection of said Chief of Police and obtain his written consent to the removal thereof from said City of Arcadia. SECTION 22: A lioense of $50.00 per annum for every peddler of goods, wares or merchandiss not otherwise herein specifically provided for, using a wheeled vehicle of any kind and not havingoa regularly established route travelled at least three times a week. SECTION 23: A License of $150.00 per annum for ped- dling medicines or selling on the streets or at public auction any other article or articles where there is music or devices to attract crowds. SECTION 24: A license of $75.00 per annum for ped- I dling medicines or other artioles mentioned in Section 23 here-i of,where no devices for attracting crowds are used. 1 -10- REPEALED ORD. SECTION 36: This Ordinance is urgently required for the immediate preservation of the public peace, health and safety, as there is a conflict in certain Ordinances of said City of Ar- cadia providing for licensing and regulating the carrying on of certain businesses, professions, trades and occupations within saia City of Arcadia and the immediate adoption of this Ordinance is required, not only to remove such conflict but to properly pro- vide for licensing and regulating the carrying on of such busi- nesses, professions, trades and occupations within said City of Arcadia. SECTION 37: The City Clerk shall oertify to the adop- tion of this Ordinance and shall cause the same to be pUblished once in The Arcadia News, a weekly newspaper published and cir- culated in said City of Arcadia and hereby designated for that purpose and thereupon and thereafter the same shall take effect and be in force. SECTION 38: The foregoing Ordinance was adopted at a regular ffieeting of the City Council of said City of Arcadia, held on the 18th. day of December, 1929, by the affirmative vote of at least four Councilmen, to-wit: AYES: Councilmen: Bolz, -.'"
