AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AR- CADIA CALLING A SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY OF AROADIA ON TUESDAY, MARCH 11, 1930, AND SUBMITTING TO THE ~UALIFIED VOTERS OF SAID CITY A CERTAIN PROPOSITION FOR THE ISSU- ANCE AND SALE OF BONDS OF SAID CITY OF ARCADIA IN THE AMOUNT AND FOR THE PURPOSES IN SAID ORDINANCE STATED AND PROVIDING FOR THE CONSOLIDATION OF CERTAIN. ELECTION PRECINCTS AND FIXING THE POLLING PLACES FOR THE HOLDING OF SAID ELECTION AND APPOINTING THE OFFICER OF SAID ELECTION AND FIXING THEIR COMPENSATION. WHEREAS, The City Oouncil of the City of Arcadia at a regular meeting of said City Council, held on the 2nd. day of January, 1930, by the unanimous vote of its members, duly passed and adopted a Resolution declaring that the public interest and necessity demand the acquisition and construction by said City of Arcadia of a certain revenue-producing municipal improvement, .. to-wit: Water works for developing, supplying and distribut- ing water for domestic,i~rigatio~ and other purposes to said City of Arcadia and the inhabitants thereof, including the acquisition of pumping plant, booster pumps. motors, machin.ery, apparatus and other property necessary therefor and also including in conjunc- tion with said water works.'..' the acqu1si tion, construction and completion of a well or wells, reservoir or reservoirs, pipes, . . pipe lines, water mains, conduits, laterals, meters and fittings and other works necessary therefor, and WHEREAS, said Resolution was approved by the Mayor of said City of Arcadia on said 2nd. day of January, 1930, and WHEREAS, the estimated cost of such revenue-producing municipal improvement is Tw~ Hundred Thousand ($200,000.00) Dol- lars and such cost is and will be too great to be paid out of the ordinary annual income and revenue of said City, NOW THEREFORE, THE CITY COUNCIL OF SAID CITY OF AR- CADIA DO ORDAIN AS FOLLOWS: SECTION 1: That a Special Municipal Election be and the same is hereby called to be held in said City of Arcadia on Tuesday, March 11, 1930, for the purpose of submitting thereat -1- Cld o?:3r 1 to the qualified voters of said City the proposition of incurring 2 on the part of said City of Arcadia of a certain bonded indebted- 3 ness for the purposes set forth in said Resolution and hereinafter 4 stated.: , 5 SECTION 2: That said proposition to be voted on at said 6 Election so to be held as aforesaid, is as follows: 7 The issuing of bonds of the City of Arcadia in the sum 8 of Two Hundred Thousand ($200,000.00) Dollars in accordance with 9 the provisions of an Act of the Legislature of the State of Cal- 10' Hornia, entitled: IIAn Act authorizing the incurring of Indebted- 11 ness by Cities, Towns and Municipa~ Corporations for municipal 12 improvements and regulating the acquisition, construction or com- 13 pletion thereofll, becoming ~ law February 25, 1901, and all Acts 14 amendatory thereof and supp~ementary thereto and with the Genera~ 15 Incorporation Act of the State of California for Cities of the 16 Sixth Class, for the object and purpose of the acquisition and 17 construction by said City of Arcadia of a certain revenue-produci g 18 municipal improvement, to-wit: 19 Water works for developing, supplying and distributing 20 water for domestic, irrigation and other purposes to said City 21 of Arcadia and the inhabitants thereof, including the acquisition 22 of pumping plant, booster pumps, motors, machinery, apparatus and 23 other property necessary therefor and also including in conjunc- 24 tion with said'water works the acquisition, construction and com- 25 pletion of a well or wells, reservoir or reservoirs, pipes, pipe 26 lines, water mains, conduits, laterals, meters and fittings and 27 other works necessary therefor. 28 That ,if the proposition of incurring the indebtedness 29 for said purpose so submitted at such Election receives the re- 30 quisite number of votes, to-wit: two-thirds of the votes of the 31 qualified voters of said City voting at said Election, bonds of 32 sa~d City of Arcadia in the sum of $200,000.00 shall be issued -2- c--u:/ 023' jY 'I.~ icipal taxes are collected, and be used for no other purpose than the payment of said bonds and accruing interest. SECTION 4: That the polls for said Election must be opened at 6 o'clock A. M. of the day of$id Election and must be kept open until 7 o'clock P. M. of the same day, when the polls shall be closed, provided however, that if at the hour of closing there are any other voters in the polling place, or in line at the . door who are qualified to vote and .have not been able to do so 26 since appearing , the polls shall be kept open a sufficient time 27 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 28 29 30 31 32 and sold for the purpose of acquiring and constructing said mun- icipal improvement. Said bonds shall bear interest at a rate not to ex- ceed six per cent per annum, payable semi-annually and the p~in- cipal and int~rest thereof shall be payable in lawful money of the United States of America. SECTION 3: That for the purpose of paying the prin- cipal and interest of such bonds, the City Council of said City shall at the time of fixing the general tax levy and in the manner for such general tax levy provided, levy and collect annually each year until said bonds are paid, or until there shall be a sum in the Treasury of said City set apart for that purpose, to meet all sums coming due for principal and interest on such bonds, a tax sufficient to pay the annual interest on said bonds and also such part of the principal thereof as shall become due before the time for fixing the next general tax levy. Said tax shall be in ad- di tion to all other taxes levied for municipal purposes and shall be collected at the same time and in the same manner as other mun- to enable them to vote. But no one who shall arrive at the polling place after 7 o'clock in the afternoon, shall be entitled to vote, al- though the polls may be open when he arrives. SECTION 6: That the Election Precincts last es- tablished and designated within said City by the Board of Super- visors of the County of Los Angeles, State of California, for the holding of General Elections and which said County Precincts so established were and are designated as Arcadia City Precincts Nos. 1, 2,3,4,5,6,7, g and 9 respectively, shall for the purpose of said Special Municipal Election referred to in this Ordinance be consolidated, designated and shall embrace all that part of said City of Arcadia as fo1lows:to-wit: A.- Arcadia City Precinct No.1, Arcadia City Pre- cinct No.2 and Arcadia City Precinct No.3 shall be consolidated and designated as Arcadia City Consolidated Precinct No.1, which said Arcadia City Consolidated Precinct No.1 shall consist of and be coextensive with said Arcadia City Precincts Nos. 1, 2 and 3. -5- od. ,;;'.3'7 u. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 B.- Arcadia City Precinct No.4 and Arcadia City Precinct No.5 shall be consolidated and designated as Arcadia City Consol- idated Precinct No.2, which said Arcadia City Consolidated Pre- cinct No.2 shall consist of and be coextensive with said Arcadia City Precincte Nos. 4 and 5. C.--Arcadia City Precinct No.6, Arcadia City Precinct No. 7,'" Arcadia City Precinct No. g and Arcadia City Precinct NO.9 shall be consolidated and designated as Arcadia City Consolidated Precinct No.3, which said Arcadia City Consolidated Precinct No. J shall Consist of and be coextensive with said Arcadia City Pre- cincts Nos. 6, 7, g and 9. SECTION 7: That the respective polling places for the holding of said Special Municipal Election and the respective officers of said Election are hereby designated and named as fol- lows: ARCADIA CITY CONSOLIDATED PRECINCT NO.1. SECTION S: That the compensation to be paid to each 4 5 6 7 of said Officers of Election for all services by each of said 8 Officers to be rendered at said Special Municipal Election, shall 9 be and the same is hereby fixed at the sum of $6.00. 10 SECTION 9: That said Special Municipal Election 11 shall be held in every manner, other than hereinabove specifical y 12 set forth, wholly in accordance with the Election Laws of the 13 State of California, insofar as said Election Laws are applicable 14 to Municipal Elections in Cities of the Sixth Class of the State 15 of California. 16 SECTION 10: That the City Council of said City of 17 Arcadia will meet at their usual place of meeting on Monday, 18 March 17,1930, at the hour of 7:30 o'Clock P.
