ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, August 25,1992
The Planning Commission of the City of Arcadia met in regular session on Tuesday, August 25,1992 at 7:30 p.m.
in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom Clark
presiding.

MINUTES
It was moved by Commissioner Amato, seconded by Commissioner Daggett to approve the
Minutes of July 28,1992. The motion passed by voice vote with none dissenting.

PUBLIC HEARING CUP 92-008

Karen and Amy Towner and
Catharyn Lawrence
Consideration of a conditional use permit for a coffee "bar"
with seating for 30 persons. The proposed use will involve
the preparation and retail sales of specialty coffee. No meals
will be prepared or served on the premises. Prebaked
snack foods will be available.
The staff report was presented.
Staff explained that there will be no food preparation. No lunches or dinners will be served. All the food
will be prepackaged and prebaked.
The public hearing was opened.
Karen Towner, 330 El Dorado, said that she was in agreement with all of the conditions in the staff report.

MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to dose the public
hearing. The motion passed by voice vote with none dissenting.
The consensus of the Commission was favorable.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Huang to approve CUP 92-008
subject to the conditions in the staff report.

Chairman Clark noted that there is a five working day appeal period after the adoption of the resolution.
PUBLIC HEARING CUP 90-019 Consideration of revisions to the original plans for the
16 E. Live Oak Ave. proposed new supermarket which was approved by CUP
Lang Lampert Architects for 90-019.
Ralphs Grocery Co.
The staff report was presented.
Commissioner Daggett remarked that with the landscape area it seems that there would not be adequate room
for turning radii.
The public hearing was opened.
Judy Lai, Lang Lampert Architects, 199 Technology Dr., Irvine, said that she represents Ralphs Grocery Co.,
and they are in agreement with all of the conditions in the staff report. She stated that Ralphs will
provided better supermarket services to the neighborhood. The supermarket will have a quality designed
service deli and bakery and seafood department. In order to increase the sales floor of the existing site,
additional storage space of 4,200 sq. ft. has been placed on the mezzanine floor, thus the reason for request one.
The primary use of the mezzanine is storage and equipment rooms and will not affect the parking ratio for
retail use.
She further stated that the previously approved CUP limited the market's delivery hours and by increasing
the storage area, it will be easier for the supermarket operations with the limited delivery hours.
She explained the reason they are requesting revision two. The existing recessed loading dock is not as
attractive as it could be as viewed from the residential properties to the south. This request will pull the
loading dock out to be flush with the primary building perimeter. Instead of a huge opening, two 8' -0" wide
roll -up doors, and painted stucco wall for the truck well are proposed.
She remarked that generally the loading dock of a supermarket is at the rear of the supermarket and public
traffic is not encouraged. After taking a closer look at the market's operations, they felt that it is impractical
to keep 20' dear for two -way traffic from the alley. They would like to close the alley to vehicle and to have
it available for pedestrian access only. People use the alley as a substitute to Live Oak Ave. and drive at

excessive speeds which could be a hazard to the store and the surrounding properties. She said that there are
approximately 10-16 deliveries a day and each takes about 1/2 hour. The trucks detach and leave and once
the delivery is made, they come back and reattach to the trailer. In response to a question by the Commission,
she said that the length of the trailer is approximately 55'.
Commissioner Amato was surprised that they are able to unload the trailer in a 30 minutes and said that it
usually takes 2 -3 hours to unload, since it has to be hand carried.
F.W. Smith, 11103 E. Lynrose, Arcadia, said that the trucks never detach and stay there until the delivery is
completed. He remarked that there are occasions when several trucks are waiting to unload and create lots of
noise. If they were to close the alley then those trucks would line up along his property, thus bringing them
closer. He suggested leaving the trash area where it is instead of bringing the loading docks closer to the
property. He noted that the trash is picked up once, while deliveries are made several times a day. He said
that most of the trailers are 65 -75' long and when they back into the building, their engines are very close to
the properties to the south and they do leave them running.
In rebuttal, Ms. Lai said that there is no defined trash area at the present, but their plan will create one. She
felt that the new rubber seal that Ralphs utilizes, reduces noise. She felt that this would be a good
improvement.
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Amato, seconded by Commissioner Huang to to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Hedlund did not think that people drive 45 MPH through the alley and he was not in favor of
closing the alley to through traffic.
Commissioner Huang felt that the alley should remain open and suggested a warning sign.
Commissioner Amato could not believe that their deliveries take only 30 minutes. Although it is possible to
unload smaller trucks in one hour, he thought that it would take 2 -3 hours to unload a 65-75' truck and if the
truck is refrigerated, the engine has to be running for that length of time.
Commissioner Daggett thought that the revised plan seems awkward. He was not in favor of closing the
alley.
Chairman Clark agreed.
MOTION
It was moved by Commissioner Huang, seconded by Commissioner Amato to approve CUP 90-019
subject to the conditions in the staff report with the additional condition that a warning sign, subject to
the approval of the Planning Department be posted by the applicant.

Consideration of modifications for a 3 -unit residential
condominium project
The staff report was presented and the public hearing was opened.
Helena Jubany, 500 Molin St. Los Angeles, said that they are in agreement with all of the conditions in the
staff report.
Ken Lindley, 300 Leda Lane, said that he owns the property at 14 El Dorado and spoke against the
modifications and felt that they should comply. He thought that their request is excessive and in most cases
they are requesting a 50% reduction in what code allows.
In rebuttal, Ms. Jubany stated that based upon staff recommendations and in looking at the surrounding
properties, she felt that their design would be compatible with the neighborhood.
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Amato, seconded by Commissioner Huang to to close the public.

Chairman Clark said that in the past, Council has informed the Commission to approve these type of
modifications for projects on 50' wide lots. They felt that it is better to have less units with modifications,
than having more units and increasing the density. However, because there are new Councilmembers, it is
possible that they may not feel that way. He thought that each individual project may be nice and
aesthetically pleasing, but they should take a look at the cumulative effect on a given street. He thought
that this may be an item for discussion for the joint study session with Council which is scheduled for
September 29th. Commissioner Amato agreed and was not in favor of granting the modifications.
Commissioner Daggett said that there must be a way of developing 50' wide lots without requesting the
modifications.
Commissioner Huang said that although this seems like there are a lot of modifications, it is a smart way of
making the best use of the property.
Commissioner Hedlund said that he is not in favor of these type of developments with so many modifications.
He did not think that this would be an appropriate development.
The Commission felt that the proposed modifications to the code would not be suitable in the development of
the substandard 50x160 lot and that approval of MP 92-004 would not secure an appropriate improvement.

It was moved by Commissioner Hedlund, seconded by Commissioner Amato to deny MP 92-004 .

The staff report was presented.
Consideration of a tentative parcel map for a proposed lot
line adjustment (no new lots will be created).
In response to a question by Commissioner Amato, staff said that the distance between the stable and garage
from the surrounding property is approximately 30'. It was noted that the applicant owns both parcels of
land.
The public hearing was opened.
Harry Kempt, 35 W. Las Flores Ave., said that the lot line adjustment would make better use of the property.
Staff remarked that all the buildings on the lot have permits.
No one else spoke in favor of or in opposition to this item.

TIME EXTENSION TPM 90-010

Consideration of a one -year time extension, creating three
lots from two lots.
The staff report was presented.
Staff explained that no more time extensions could be granted. It was noted that a tentative parcel map is
good for three years, including a one year time extension. If the tentative parcel map expires, then the
applicant is required to go through the whole procedure and pay the appropriate fees,

MATTERS FROM COUNCIL
Councilman Margett announced that the City has hired a new City Manager who will be sworn in at the next
Council meeting. A unanimous decision was made by Council to hire Donald Duckworth who has been past
City Manager for Visalia. He said that he has very strong redevelopment experience. In talking with past
mayors, council members, city employees and people involved in the community who have worked with him,
they all felt that he is an asset. He is very project oriented and has participated in many community events.
He gets involved with his community. He noted that "if you can't get along with him, then you better take a
serious look at yourself."
MATTERS FROM COMMISSION
Commissioner Amato commended Mr. Woolard for doing a fine job as Acting City Manager.
MATTERS FROM STAFF
Mr. Woolard stated that Mrs. Barbara Bush will be at the arboretum on August 26th, and said that it is open
to the public.
Ms. Butler reminded the Commission, that due to special election being held on September 15th and the
Council meeting subsequent to that, the Commission's 2nd meeting in September has been rescheduled to
Wednesday, September 23rd.
She asked that if the Commission has any items to be placed on the agenda for the joint Council /Planning
Commission study session be submitted to the Planning Department by Monday, September 14th.
