ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, June 23, 1992
The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 23, 1992 at
7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Tom Clark presiding.

MINUTES
It was moved by Commissioner Amato, seconded by Commissioner Daggett to approve the
Minutes of June 9, 1992. The motion passed by voice vote with none dissenting.

Consideration of a conditional use permit to operate a
school instructing and counseling junior and senior
high school students on ways to improve speech and
language skills.
The staff report was presented.
Staff explained that only right hand turns will be permitted from the site. Ingress and egress will be
through the same driveway.
The public hearing was opened.
Jim Kuhn, 125 Wheeler, the architect, was present and said that they are in agreement with all of the
conditions in the staff report.
Sean Hall, P.O. Box 80322, San Marino, the real estate agent was present. He indicated that they did
not feel that it would be a good idea to utilize the 9' wide driveway to the east side of the building. He
felt that the 20' driveway would be adequate for ingress and egress and said that they will comply with
the landscape requirements. He thought that the maximum number of students will be be 40 and the
busiest time will be Saturdays, summer time and between the hours of 3:30 -4:30 p.m.

With regard to comments by Mr. Hall, Chairmag Clark said that they will have to comply with both the
Fire and Public Works Departments requirements.
In response to a question by Commissioner Daggett, Mr. Kuhn explained the parking situation and felt
that the majority of the students will be coming from the library, the high school or will be dropped
off by their parents.
Commissioner Amato was concerned with the on -site parking and thought that 40 students would be too
many people.
Commissioner Hedlund was concerned about access to the site.
Mr. Hall explained that it would be unlikely that there would be 40 students and remarked that most of
them would probably ride share.
Mr. Woolard said that since the site is close to a major intersection that if there is a problem with
people dropping off the students and causing a traffic hazard, the City can paint the curb red which
would force the cars to drive further west to drop off the students and have them walk back to the
building.
Commissioner Huang wondered if by changing the planter depth there might be a possibility to provide
more parking space and suggested moving the pole.
Mr. Woolard responded by saying that there is 28' between planters.
Mr. Hall said that they would be very much in favor of relocating the power pole but in discussing it
with the utility company they discovered that it would be very costly to relocate it.
Mr. Kuhn clarified that the power pole is connected to street lights and not to the building.
In response to comments by Commissioner Amato, Chairman Clark explained that they have 18
parking spaces available in lieu of 24. He thought that considering the age group of students, most will
probably be dropped off. He did not think that many people would utilize the driveway.
Commissioner Hedlund felt that the curb should be painted red and only right turns should be
permitted.
Mr. Woolard stated that if a determination was made to paint the curb, then Public Works would paint
it.
No one else spoke in favor of or in opposition.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to to close the public
hearing. The motion passed by voice vote with none dissenting.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Daggett to approve
CUP 92 -006 subject to the conditions in the staff report with the additional condition that a
right -turn only sign be placed on the driveway.

Chairman Clark noted that there is a five working day appeal period after the adoption of the
resolution.

PLANNING COMMISSION DETERMINATION
Determination that the sale to the Redevelopment Agency
and holding for future development of the 8,177 sq. ft.
City owned property located at the northwest corner of
Second Ave. and Huntington Dr. is consistent with the
Arcadia General Plan.
Joyce Freidman, Economic Development Assistant, explained the property is presently zoned M -1 but
commercial use would be considered.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato determining that sale
and holding for future development of the 8,177 sq. ft. City -owned property located at the
northwest corner of Second Avenue and Huntington Drive is consistent with the Arcadia General
Plan.

TIME EXTENSION TM 48792 Consideration of a 6 -month time extension for an 8 -unit
125 -129 Fano St. condominium project.
The staff report was presented.
Staff indicated that no more time extensions would be permitted.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to approve a 6 -month
time extension for TM 48792 to January 10, 1993.

MATTERS FROM COMMISSION
In response to a question by Commissioner Amato, Mr. Woolard said that a joint venture between the
ARA and a developer for the right project is possible.
Commissioner Hedlund remarked that he has seen an advertisement sign at the 411 E. Huntington
Drive which was placed on an automobile parked on Huntington Drive and asked if that is permissible.
In response Mr. Woolard said that the sign is not permitted and the Planning Department has contacted
both the property owner and the tenant requesting the removal of the sign. With regard to the window
signs at 425 N. Santa Anita, Mr. Woolard said that a modification was requested for the window signs
but was denied by the Modification Committee.
