MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, February 25, 1992 The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 25, 1992 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom Clark presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Daggett, Hedlund, Szany, Clark ABSENT: None MINUTES It was moved by Commissioner Amato, seconded by Commissioner Daggett to approve the Minutes of February 11, 1992. The motion passed by voice vote with none dissenting. OTHERS ATTENDING: Councilman George Fasching City Attorney Mike Miller Planning Director William Woolard Assistant Planning Director Donna Butler PUBLIC HEARING Z -92 -001 600 -604 N. Santa Anita Ave. Dr. Stephen M. Lojeski, D.D.S. Consideration of a zone change to rezone the existing properties from R -3 (multiple- family) to C -O (Professional Office). The staff report was presented. Staff explained that if this was approved, any use permitted in the C -O zone would be permitted there. There are a number of ways to provide access to the buildings such as access from both Santa Anita Avenue or Newman Avenue. The public hearing was opened. Stephen M. Lojeski, 1035 Woodacre, said that this zone change would be beneficial to the City. He stated that he is interested in purchasing the property at 600 N. Santa Anita and the sale is contingent upon the approval of the zone change. He indicated that he does not intend to purchase the property to the north. He remarked that when he spoke to the Planning Dept., he was informed that the zone change would have to encompass both properties, since by only changing one property that would be spot zoning. Arcadia City Planning Commission 2/25/92 Page 1 He went on to say that the buildings on the subject site are very old, need repairs and are very unsightly. He said that the present development is not consistent with the General plan and indicated that the properties have been for sale for some time and the property owner has not been able to sell it due to its condition. He did not think that this would be a good location for residential uses. He said that the C -O zone is a very restrictive commercial zone and only small professional offices would be permitted here. With regard to the 600 N. Santa Anita property, he said that he intended to remove the existing building and construct a dental office and the parking would be at the rear of the property. In order to comply with the parking and landscaping requirements, the building would be between 1500 -1800 sq. ft. He thought that noise and traffic generated from this business would be minimal and would not impact the area. In conclusion, Dr. Lojeski said that the zone change would be beneficial to the City vs. the alternatives. This is a much more scaled down project than the one the Commission denied several years ago which would have been a large office building with the parking lot on Newman street. Fred Bowden, 425 E. Huntington, Monrovia, concurred with Dr. Lojeski's comments. He indicated that they do not have plans to develop 604 N. Santa Anita. He thought that the C -O zone would be much more desirable. John Gurten, Baldwin Realty, spoke in favor of the zone change. The proposal would be a definite improvement to the site. Mike Ludeke, Ludeke Realty, 610 N. Santa Anita, said that he was the applicant who was denied a zone change several years ago. He indicated that an owner would take much better care of the property vs. if it was leased. C.J. Hubley, 29 Newman, was in favor of the zone change and thought that it would be a good change. He said that he would not like the exit to be on Newman for all of the properties, since that would create problems for the residents on Newman. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Amato, seconded by Commissioner Szany to to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Amato was in favor of the zone change. Commissioner Szany agreed with Commissioner Amato and said that he did not want a mutual driveway with the property to the north. He did not want any access to Newman. Chairman Clark noted that this request is only for the zone change but was concerned that if the buildings were approved, could there be restrictions placed on the access to the property. Mr. Woolard said that he recoganizes the Commission's concerns and said that the new building would have to go through architectural design review and as part of that review traffic and circulation concerns are addressed. Commissioner Hedlund remarked that this is only a zone change and the building would have to go through architectural design review. He was hesitant in granting the zone change and was concerned with ingress and egress from the site to Newman Aveune and wondered if they would have a driveway Arcadia City Planning Commission 2/25/92 Page 2 easement which would egress onto Newman. He did not think that it would be a good idea to have a driveway on Santa Anita because of its proximity to the freeway on -ramp. Commissioner Daggett was in favor of the zone change, but felt that access would be very difficult to either parcels. He was concerned about the building height and remarked that they would be permitted a three story building on the site. Chairman Clark was in favor of the zone change, thought that it would be an appropriate change and a good buffer. It was the consensus of the Commission that they did not want a driveway easement. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to recommend approval of Z -92 -001 to the City Council. ROLL CALL: AYES: NOES: Commissioners Amato, Daggett, Szany, Clark Commissioner Hedlund CONTINUED PUBLIC HEARING TA 92 -003 Consideration of a text amendment to the Arcadia Municipal Code to establish standards for asphalt and concrete paving in commercial and industrial zones. The staff report was presented. Commissioner Hedlund remarked that the revisions address his concerns. The public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Amato, seconded by Commissioner Szany to to close the public hearing. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Hedlund, seconded by Commissioner Szany to recommend approval of TA 92 -003 subject to the revised wording to the City Council.
