MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, February 11, 1992 The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 11, 1992, at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom Clark presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Daggett, Hedlund, Clark ABSENT: Commissioner Szany MOTION It was moved by Commissioner Amato, seconded by Commissioner Hedlund to excuse Commissioner Szany from tonight's meeting. The motion passed by voice vote with none dissenting. MINUTES MOTION It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to approve the Minutes of January 28, 1992 as published. The motion passed by voice vote with none dissenting. OTHERS ATTENDING: City Attorney Michael Miller Planning Director William Woolard Senior Planner Corkran Nicholson Secretary Silva Vergel PUBLIC HEARING MP 92-001 15 Genoa St. Nimer Y. Matta Consideration of modifications for a proposed 3 -unit apartment building. The staff report was presented and the public hearing was opened. Nimer Matta, 1679 Alta Oaks, said that he is in agreement with all of the conditions in the staff report. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Amato, seconded by Commissioner Daggett to close the public hearing. The motion passed by voice vote with none dissenting. Chairman Clark noted that these types of modifications have been granted in the past and the last one was approved in September of 1990. After the Commission expressed concerns, a meeting was set up with the Council with regard to the development of 50' wide lots. The Commission felt that Council was not concerned with the cumulative impact of these type of developments. He was concerned about the lack of landscaping and felt that it would be too much concrete and remarked that he was not as concerned with the other modifications. Mr. Woolard stated that following the meeting with Council, the Code was amended. Commissioner Amato felt that landscaping should be required Modification B, regarding the garage was acceptable. He was concerned with the 25' backout space. He thought that a new project should try to comply and the project should be scaled down. Commissioner Hedlund was also concerned with the deletion of the landscaping area and the backout space. Staff explained that the modifications are due to the narrow lot width that compliance with the landscaping area driveway backout garage depth and side yard setback would require a minimum lot width of 65 feet. It was noted that the front yard is fully landscaped and access is through the alley, where the landscaping modification is requested. Commissioner Daggett was concerned with the side yard setback and thought that the project would look monstrous. He thought that there should be other alternatives. Mr. Miller explained the Commission options and said that the Commission may deny the project and allow the applicant to appeal the decision to Council and re -open the public hearing to see how the applicant would like to proceed. The Commission decided to re -open the public hearing to see if the applicant would be in favor of continuance so that he may address the Commission's concerns. MOTION It was moved by Commissioner Amato, seconded by Commissioner Daggett to re -open the public hearing. The motion passed by voice vote with none dissenting. Mr. Matta indicated that he would like the Commission to render a decision so that he can appeal it to the City Council. He said that the property value is far too great to reduce the number of units. He submitted a rendering of the distance between his property and the one to the east and explained that the first floor will have a setback of 5' in lieu of 10' but the second floor, which is the living area, will have a 10' setback. He noted that the Commission should consider the fact that their property abuts a commercial /retail store (meat market) and noted that the Fire Dept. is across the street. MOTION It was moved by Commissioner Amato, seconded by Commissioner Daggett to close the public hearing. The motion passed by voice vote with none dissenting. PUBLIC HEARING TA 92-003 Consideration of a text amendment to the Arcadia Municipal Code to establish standards for asphalt and concrete paving in commercial and industrial zones. The staff report was presented. In response to questions from the Commission, Mr. Woolard said that Public Works is not concerned with paving standards on private property. Commissioner Amato wondered if this text amendment was necessary? Mr. Woolard responded by saying that the Municipal Code presently references a non existent standard that, some amendment should be made. The consensus of the Commission was that some changes should be made to the proposed text amendment. Commissioner Hedlund indicated that a soils engineer would normally be required to determine the adequacy of driveways for new parking lots. The public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Amato, seconded by Commissioner Hedlund to continue the public hearing to the Commission's February 25th meeting to allow for further study. Golden West. Staff informed her that, the hearing on that was in the morning and that it was approved with conditions. Arcadia City Planning Commission 2/11/92 Page 3 MATTERS FROM COUNCIL None MATTERS FROM COMMISSION Commissioner suggested a meeting with Council so they will be aware of how to deal with development son 50' wide lots. He said that he would prefer if two properties would be combined and meet Code requirements. Chairman Clark indicated that in consolidating two lots, developments could comply with code, however the project density will increase. Developing 50' wide lots individually, requires modifications. He stated that a clear direction should be given by Council with regard to this matter. Staff said that it was his understanding the Council did not have any problems with the development of 50' wide lots.
