ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, January 28, 1992
The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 28, 1992
at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Tom Clark presiding.
PLEDGE OF ALLEGIANCE

PRESENT: Commissioners Amato, Daggett, Hedlund, Szany, Clark
ABSENT: None
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to read all
resolutions by title only and waive reading the full body of the resolution.
MINUTES
It was moved by Commissioner Amato, seconded by Commissioner Szany to approve the
Minutes of January 14, 1992. The motion passed by voice vote with none dissenting.

Consideration of a tentative map for a 7 -unit residential
condominium project.
The staff report was presented.
Staff explained that all units are on grade and there will be 4 guest parking spaces. The wall cannot be
placed in the middle of the two properties due to the easement on the easterly property line. The
project was designed to accommodate the easement.
The public hearing was opened.

Jeff Phillips, 1470 S. Valley Vista, Diamond Bar, said that they are in agreement with all of the
conditions in the staff report.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato said that he would have preferred to see 5 parking spaces in lieu of the proposed
4 spaces.
Chairman Clark noted that the tentative map procedure approves form of ownership.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Daggett to approve TM
50780, subject to the conditions in the staff report.

Chairman Clark noted that there is a ten day appeal period.
PUBLIC HEARING TA 92 -002

Consideration of a text amendment amending Sections
4131.1 and 9252.1.4.1 of the Arcadia Municipal Code
to include llamas as domesticated animals and to include
them in the requirements governing "equine animals ".
The staff report was presented.
Staff said that some of the cities mentioned in the staff report, do not address llamas in their code and
have no regulations for them.
The public hearing was opened.
Sean Cheng, 42 E. Camino Real, said he is in favor of the text amendment and noted that they would like
to have llamas as pets. In response to a question by Commission Daggett, he said that his property is
large enough, so that he will not have any problems with keeping the animal(s) 100' away from his
neighbors' dwellings.
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Szany, seconded by Commissioner Amato to to close the public
hearing. The motion passed by voice vote with none dissenting.

Commissioner Amato was in favor of the proposed text amendment and remarked that llamas are
smaller as compared to horses.
Chairman Clark said that the staff report was very informative and he is much more knowledgeable
about llamas. He did not think that an influx of llamas would be coming into the City and could not
foresee any problems.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Szany to recommend
approval of TA 92 -002 to the City Council.

PUBLIC HEARING TA 92 -001
Consideration of a text amendment to the Arcadia
Municipal Code to prohibit the installation of razor
wire and barbed wire fencing in places where it will
be visible from public streets.
The staff report was presented.
Mr. Woolard remarked that the City does not have any control over the Armory site or County
properties such as the Flood Control Channel property or the rail road property. It was noted that this
was noticed in the paper but the public hearing notice was not mailed to the property owners who
currently have razor /barbed wire. Some of the properties that the City is concerned with is the
westerly portion of the race track along Baldwin Avenue, the Foulger Ford site and some properties in
the southern portion of the City. This text amendment was initiated by the Council.
Councilman Fasching elaborated and explained that razor /barbed wire is very offensive and unsightly.
It is not what the Council wants for the City. The race track fencing along Baldwin Avenue is not
offensive as some other ones in the City, since it is at an angle and covered with dense ivy.
The public hearing was opened.
No one spoke in favor of or in opposition to this item.

It was moved by Commissioner Szany, seconded by Commissioner Amato to to close the public
hearing. The motion passed by voice vote with none dissenting.
Both Commissioner Daggett and Chairman Clark stated that razor wire is very unsightly.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Daggett to recommend
approval of TA 92 -001 to the City Council.

Mr. Woolard read the titles of the resolutions.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to adopt Resolutions
1482 and 1483 and to formally affirm the decisions of January 14, 1992, and the votes
thereon.
