ORDINANCE NO. 1919
AN ORDINANCE OF THE CITY OF ARCADIA APPROVING
TEXT AMENDMENT 89-007, AMENDING THE MAXIMUM LOT
COVERAGE REQUIREMENTS IN THE R-M, R-O, R-1 ZONES.
WHEREAS, text amendment 89-007 was initiated by the City for the consid-
eration of amending the maximum lot coverage requirements and adding a section
setting forth a maximum percentage of allowable building floor area in the R-M, R-O
and R-l zones.
WHEREAS, a public hearing was held on November 28, 1989, before the
Planning Commission at which time all interested persons were given full oppor-
tunity to be heard and to present evidence, and
WHEREAS, the Planning Commission of the City of Arcadia recommended
approval of subject text amendment to the City Council, and
WHEREAS, the City Council conducted public hearings concerning the text
amendment on December 19, 1989 and February 6, 1990 and approved the text
amendment with changes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
HEREBY FIND, DETERMINE AND ORDAIN AS FOLLOWS:
Section 1. FINDINGS:
1. The City has experienced an increase in the size of single family homes and
rising concern as to their mass and bulk of such homes in terms of their visual
impact, relationship to the community, compatibility and harmony with the
neighborhood and other related concerns.
2. In order to promote and maintain the orderly, attractive and harmonious
development of the City, and to promote the general welfare by preventing the
establishment of homes that are incompatible with the appearance of the
community, to address the concern for open space and the need to maintain the
character of residential neighborhoods, the City seeks to address the size of dwellings
which continue to increase with a related lessening of open space.
3. As part of the City's goal to address visual bulk and reduce the mass of
residential dwellings, the lot coverage portions of the Municipal Code are to be
amended with further study to occur with regard to set back requirements and other
methods to address mass and visual impact.

4. Consistent with Government Code Section 65850 the City of Arcadia has
determined that it is necessary to regulate the size and bulk of buildings in
residential zones within the City to protect the health, safety and welfare of the
community.
Section 2. That Sections 9250.3.12 (R-M zone), 9251.2.11.1 (R-O zone) and
9252.2.15 (R-l zone) should be amended to read as follows:
"LOT COVERAGE. The combined ground floor area of all buildings on
anyone lot shall not exceed forty-five (45) percent of the total area of the lot for
single-story homes. The combined ground floor area of all buildings on any
one lot shall not exceed thirty-five (35) percent of the total area of the lot for
two-story homes.
1. As used in this Section, 'Lot Coverage' shall mean the combined
ground floor area of all permanent and temporary buildings and structures,
including but not limited to: covered porches and patios (including trellis
covers), carports, porte-cocheres, storage sheds, playhouses, etc. on anyone lot.
Exception: Uncovered swimming pools and spas.
2. If ambiguity exists with reference to the interpretation of what
constitutes a 'building' for the purposes of Lot Coverage, it shall be the duty of
the Planning Director to ascertain all pertinent facts and make a final
determination thereof consistent with applicable criteria.
3. Modification to the lot coverage limitation shall be permitted only by
action of the Planning Commission, or the City Council on appeal."
Section 3. The City Clerk shall certify to the adoption of this Ordinance and
shall cause a copy of the same to be published in the official newspaper of said City
within fifteen (IS) days after its adoption.

I, JUNE D. ALFORD, City Clerk of the City of Arcadia, hereby certify that the
foregoing Ordinance No. 1919 was passed and adopted by the City Council of the City
of Arcadia, signed by the Mayor and attested to by the City Clerk at a regular meeting
of said Council on the 6th day of March 1990, and that said Ordinance was
adopted by the following vote, to wit:
