ORDINANCE NO. 1921
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA APPROVING TEXT AMENDMENT 90-002,
AMENDING, AND ADDING THE FOLLOWING SECTIONS TO THE
CPO-I, C-O, C-l, C-2, C-M AND M-l ZONES: SECTIONS 9260.2.6,
9261.6.2,9262.6.4,9263.6.1,9265.6.1 AND 9266.2.10 RELATING TO
LIGHT STANDARDS; SECTIONS 9260.2.8, 9261.6.6, 9262.6.8, 9263.6.5,
9265.6.5 AND 9266.2.7 RELATING TO INSIDE STORAGE; SECTIONS
9260.2.7,9261.6.7,9262.6.9,9263.6.6 AND 9265.6.6 RELATING TO
OUTSIDE STORAGE; AND SECTIONS 9266.2.8.5, 9260.3.8, 9261.4.3 AND
9262.4.10 RELATING TO REAL ESTATE SIGNS.
WHEREAS, text amendment 90-002 was initiated by the City for the considera-
tion of amending, adding and clarifying certain sections of the commercial and
industrial zones relating to lighting, inside and outside storage and real estate
signing.
WHEREAS, a public hearing was held on March 13, 1990, before the Planning
Commission at which time all interested persons were given full opportunity to be
heard and to present evidence, and
WHEREAS, the Planning Commission of the City of Arcadia recommended
approval of subject text amendment to the City Council, and
WHEREAS, the City Council conducted a public hearing concerning the text
amendment on April 3, 1990 and approved the text amendment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
HEREBY FIND, DETERMINE AND ORDAIN AS FOLLOWS:
Section 1. The City Council finds and determines that the proposed changes
are appropriate and will provide for more comprehensive language by clarifying
sections of the Arcadia Municipal Code.
Section 2. That Section 9260.2.6 be amended to read as follows:
9260.2.6. LIGHTING
Lighting shall be hooded and arranged to reflect away from adjoining
properties and streets. Light standards shall be a maximum of twenty (20) feet in
height. The height of the light standards shall be measured from the elevation of
the adjacent pavement of the parking lot.
Section 3. That Sections 9261.6.2, 9262.6.4, 9263.6.1, 9265.6.1 and 9266.2.10 be
amended to read:

properties and streets. Light standard shall be a maximum of twenty (20) feet in
height. The height of the light standards shall be measured from the elevation of
the adjacent pavement of the parking lot.
Exception. When the subject property abuts residentially zoned property,
light standards within one hundred (100) feet of said property may not exceed fifteen
(15) feet in height.
Section 4. That Section 9260.2.8 be added and Sections 9261.6.6, 9262.6.8,
9263.6.5,9265.6.5 be amended to read as follows:
9260.2.8.9261.6.6.,9262.6.8,9263.6.5.,9265.6.5. INSIDE STORAGE.
All permanent and temporary storage of wares and merchandise, crates,
bottles and similar items shall be within a building. Temporary wood or metal
storage containers, bins and/ or buildings are not permitted.
Section 5. That Section 9266.2.7 be amended to read as follows:
9266.2.7. STORAGE.
All permanent and temporary storage of wares and merchandise, crates,
bottles and similar items shall be within a building except that trash, garbage and
refuse may be temporarily stored outside the building, provided, however, that such
refuse shall be completely screened from public view by an enclosure of which three
(3) sides shall consist of six (6) foot high stucco or decorative masonry walls, or other
approved screening devices with a solid metal gate painted a color compatible with
the walls. Temporary wood or metal storage bins, containers and/or buildings are
not permitted.
Section 6. That Section 9260.2.7 be added and Sections 9261.6.7, 9262.6.9,
9263.6.6 and 9265.6.6 be amended to read as follows:
9260.2.7,9261.6.7,9262.6.9,9263.6.6 and 9265.6.6. OUTSIDE STORAGE.
REFUSE.
Trash, garbage and refuse may be temporarily stored outside the building;
provided, however, that such refuse shall be completely screened from public view
by an enclosure of which three (3) sides shall consist of six (6) foot high stucco or
decorative masonry walls, or other approved screening devices with a solid metal
gate painted a color compatible with the walls.
Section 7. Section 9266.2.8.5 should be added to the M-1 zone and Sections
9260.3.8, 926l.4.3 and 9262.4.10 should be amended to read as follows:

9266.2.8.5,9260.3.8,9261.4.3 and 9262.4.10. REAL ESTATE SIGNS.
One (1) sign not to exceed three (3) feet in height nor four (4) square feet in
area per face for the purpose of advertising a property or business for sale, lease or
rent. Said signs may not be made of canvas, fabric, vinyl plastic or other similar
material. The location of all real estate signs shall comply with all applicable
regulations.
Exceptions:
(I) On properties containing 5 or more acres which are developed with new
commercial projects, two temporary signs not to exceed thirty-two (32) square feet in
area each offering to sell, lease or rent the premises on which it is located may be
erected and maintained during the period an active sales, lease or rental campaign is
being conducted for such commercial project, but in no event for a period longer
than six (6) months. Said signs may not be made of canvas, fabric, vinyl plastic or
other similar material.
(2) On properties containing less than 5 acres which are developed with new
commercial projects, one temporary sign not to exceed thirty-two (32) square feet in
area offering to sell, lease or rent the premises on which it is located may be erected
and maintained during the period an active sales, lease or rental campaign is being
conducted for such commercial project, but in no event for a period longer than six
(6) months. Said signs may not be made of canvas, fabric, vinyl plastic or other
similar material.
Section 8. The City Clerk shall certify to the adoption of this Ordinance and
shall cause a copy of the same to be published in the official newspaper of said City
within fifteen (15) days after its adoption.

foregoing Ordinance No. 1921 was passed and adopted by the City Council of the City
of Arcadia, signed by the Mayor and attested to by the City Clerk at a regular meeting
of said Council on the Is tday of May 1990, and that said Ordinance was
adopted by the following vote, to wit:
