ORDINANCE NO. 1858
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, AMENDING SECTIONS
9262A.3.C. 9262AA.A, 9262A.S.A, 9262A.6.C.2,
9262A.6.D, 9262A.7.D, 9262A.7.E, 9262A.8.A.
9262A.13, 927SA.7.2.h, 927SA.7.3.h, 927SA.7.2.k.
AND 927SA.7.3.k OF ARTICLE VI OF THE ARCADIA
MUNICIPAL . CODE REGARDING REGULATIONS
PERT AINING TO SIGNS.
WHEREAS, a text amendment was initiated by the City for the
consideration of amending various section of the Arcadia Municipal Code
pertaining to sign regulations, and
WHEREAS, a Public Hearing was held on April 14, 1987 before the
Planning Commission at which time all interested persons were given full
opportunity to be heard, and to present evidence, and
WHEREAS, the Planning Commission of the City of Arcadia
recommended subject amendment to the City Council, and
WHEREAS, the City Council conducted a Public Hearing concerning this
proposal on May 5, 1987 and approved the amendment,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION I. That Section 9262A.3.C of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262A.3. C. Prohibitions
I. No sign shall have blinking or flashing lights or lighting
which changes periodically or gives the appearance or impression of
movement.
2. No sign shall create undue glare.
3. Moving signs or signs with any moving parts or which
gives the appearance or impression of movement are prohibited.
4. Paper or fabric signs and other signs of similar
construction, which include but are not necessarily limited to what is
commonly referred to as banners, paper signs, or posters, shall not be

located on the exterior of any building and shall not be located outside
of any building.
EXCEPTION: Temporary banners may be located on the exterior
of a building in accordance with the requirements of Section
9262.4.13.
EXCEPTION: Signs painted on, sewn on or bonded to awnings
and/or valances may be located on the exterior of a building in
accordance with the requirements of Section 9262.4.7.
5. Advertising signs such as "A" frame signs, signs attached
to bicycle racks shall not be permitted.
6. Signs which are not specifically permitted by Code are
prohibited."
SECTION 2. That Section 9262.4.4.A of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.4. A. Definition: A wall sign is a sign mounted on and parallel
to the wall on which it is affixed, and which sign has been so
constructed ,erected or affixed to the building that a building permit is
required for the installation of said sign, or a sign which is painted
directly onto the surface of the wall."
SECTION 3. That Section 9262.4.5.A of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.5. A. Definition: A projecting sign is a sign with two (2) faces
and is mounted on and at an angle to the face of the wall of the
building to which it is attached. Projecting Signs shall not be attached
to the roof of the building in any manner."
SECTION 4. That Section 9262.4.6.C.2 of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.6. C.2. One additional sign shall be permitted for an
automobile service station provided the copy states only the price of
the gasoline and the sign is not more than two and one-half feet by
five feet (2 112' x 5') in area per face and does not exceed eight feet
(8') in height."
SECTION 5. That Section 9262.4.6.0 of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.6. D. Size Area: The maximum area of a free-standing sign,
including all faces, shall be based on the longest street frontage of the

lot or the total frontage of the lot and all contiguous lots on the longest
street frontage. as described in "C" above, and no one face shall exceed
one-half of said maximum:
FRONT AGE MAXIMUM AREA
Up to 5 l' 100 sauare feet
51' to 1 SO' 1 SO square feet
1 SO' to 250' 200 square feet
250' to 350' 250 square feet
350' or more 350 square feet"
SECfION 6. That Section 9262.4.7.D of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.7. D. Size Area: The parallel marquee sign shall not exceed
two feet (2') in height nor more than twenty feet (20') in length and
any sign under the marquee shall not exceed six (6) square feet per
side. The total area of all marquee and wall signs on the wall to which
the marquee or canopy is attached, added together, shall not exceed
two (2) square feet per linear foot of building frontage."
SECfION 7. That Section 9262.4.7.E of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.7. E. Height Oearance: No part of a marquee sign shall extend
above the marquee to which the sign is attached. A clearance of eight
feet (8') shall be maintained over a pedestrian way and fifteen feet
(l 5') over a vehicluar way. except that a sign on a soft valance
attached to the edge of the marquee may have a clearance of seven
feet (1')."
SECfION 8. That Section 9262.4.8.A of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.8. A. Definition: Window signs shall include signs which are
painted on either the outside or inside surface of the glazed area
(including glazed doors), and other signs which are posted or affixed to.
the inside surface of the glazed area, or are located in such a manner
as to be visible through the glazed area and which are located within
twenty four (24) inches of said glazed area.
Other than painted window signs, no sign shall be permitted to
be located on the outside surface of the glazed area.

EXCEPTION: Temporary banners may be located on the exterior
of a building in accordance with the requirements of Section
9262.4.13.
EXCEPTION: Signs painted on, sewn on or bonded to awnings
and/or valances may be located on the exterior of a building in
accordance with the requirements of Section 9262.4.7."
SEcrION 9. That Section 9262.4.13 of the Arcadia Municipal Code is
hereby amended to read as follows:
"9262.4.13. TEMPORARY BANNERS.
Definition: A temporary banner is a sign which is constructed of
pliable materials such as canvas, fabric, vinyl plastic or similar
materials which will withstand exposure to wind and rain without
significant deterioration, and which does not require a building permit
for its construction, or installation outside of a building.
The Planning Director may issue a permit for temporary
banners advertising special events, special sales or promotions, grand
openings, changes in ownership or management, going out of business
sales, and similar events.
Requests for a temporary banner shall be submitted in writing
to the Planning Director, and shall include a description of the banner,
its general content, location on the property, size, banner construction
(materials), the time period that the banner will be displayed, the
address of the property, the name of the business, and the name of
the person requesting the approval of the permit.
A maximum of two temporary banners, at anyone time, may be
permitted for each business. The maximum total surface area of a all
such temporary banner(s), for each business, shall not exceed thirty-
two (32) square feet. The use of temporary banner(s) for each
business shall not exceed more than thirty (30) cumulative days in
anyone calendar year. Temporary banners for events or activities
sponsored by non-profit organizations or for events or activities which
principally benefit non-profit organizations may be authorized for an
additional thirty (30) cumulative days in anyone calendar year.
Notwithstanding any section of the Arcadia Municipal Code, the owner
or person in possession of a banner in violation of this Title shall
remove the same upon order of the Planning Director. For the purpose

of this Section any portion of any day in which a banner is displayed
shall be counted as one full day."
SECTION 10. That Section 9275.4.7.2.h of the Arcadia Municipal Code
is hereby amended to read as follows:
"9275.4.7.2.h. Advertising pertaining to the retail sales shall not
exceed twenty (20) square feet. Said sign(s) shall be attached flat
against the inside surface of a window or a wall of a building. In no
case shall a sign project above the roof line, have moving parts,
flashing lights or animated lighting. Paper or fabric signs and other
signs of similar construction, which include but are not necessarily
limited to what is commonly referred to as banners, paper signs, or
posters, shall not be located on the exterior of any building and shall
not be located outside of any building:'
SECTION 11. That Section 9275.4.7.3.h of the Arcadia Municipal Code
is hereby amended to read as follows:
"9275.4.7.3.h. Advertising pertaining to the retail sales shall not
exceed twenty (20) square feet. Said sign(s) shall be attached flat
against the inside surface of a window or a wall of a building. In no
case shall a sign project above the roof line, have moving parts,
flashing lights or animated lighting. Paper or fabric signs and other

SECTION 12. That Section 9275.4.7.2.k of the Arcadia Municipal Code
is hereby amended to read as follows:
"9275.4.7.2.k. Small signs which instruct the customer as to which
gaSOline pumps are for full and/or self-service, how to pump the
gasoline, when payment is to be made, and similar instructional signs
are permitted subject to the approval of the Planning Director.
Signs, attached to the gasoline pumps, pump island canopy
supports,light standards, and free-standing price signs, which
advertise specific products or services, which include but are not
necessarily limited to smog certification, oil changes and similar
advertisements shall not be permitted."

SECTION 13. That Section 9275.4.7.3.k of the Arcadia Municipal Code
is hereby amended to read as follows:
"9275.4.7.3.k. Small signs which instruct the customer as to which
gasoline pumps are for full and/or self-service, how to pump the
gasoline, when payment is to be made, and similar instructional signs
are permitted subject to the approval of the Planning Director.
Signs, attached to the gasoline pumps, pump island canopy
supports,light standards, and free-standing price signs, which
advertise specific products or services, which include but are not
necessarily limited to smog certification, oil changes and similar
advertisements shall not be permitted."
SECTION 14. The City Clerk shall certify to the adoption of this
Ordinance and shall cause a copy of the same to be published in the official
newspaper of said City within fifteen (15) days after its adoption.
Passed, approved and adopted this 2nd day of June, 1987.

certify that the foregoing Ordinance No. 1858 was passed and adopted by the
City Council of the City of Arcadia, signed by the Mayor and attested to by
the City Clerk at a regular meeting of said Council held on the 2nd day of June,
1987, and that said Ordinance was adopted by the following vote, to-wit:
