HomeMy WebLinkAbout1865 v ORDINANCE NO. 1~65 AN ORDINANCE OF THE CITY OF ARCADIA AMENDING SECTIONS OF THE ARCADIA MUNICIPAL CODE RELATING TO LANDSCAPING REQUIREMENTS IN THE COMMERCIAL AND INDUSTRIAL ZONES. WHEREAS, a text amendment was initiated by the City for the consid- eration of amending sections of the Arcadia Municipal Code relating to landscaping requirements in the commercial and industrial zones and WHEREAS, a public hearing was held on June 9, 19~ 7 before the Planning Commission at which time all interested persons were given full opportunity to 00 heard and to present evidence, and WHEREAS, the Planning Commission of the City of Arcadia recommended approval of subject text amendment to the City Council and WHEREAS, the City Council conducted a public hearing concerning the text amendment on July 15, 1987 and approved the amendment. NOW, THEREFORE, THE CITY COUNCI L OF THE CITY OF ARCADIA DOES HEREBY ORDAIN AS FOLLOWS: Section 1. That Sections 9261-5.1, 9262.5.1, 9263.5.1 and 9265-5.1 00 amended to read as follows: "LANDSCAPING. A minimum of five (5) percent of the interior of a public parking area shall have a complete irrigation system; shall be well maintained in perpetuity. Required planting areas between the parking areas and adjacent public streets and required planting areas adjacent to residentially zoned properties shall not be considered as part of the five (5) percent interior landscaping. In complying with the five (5) percent landscaping requirement, the planting beds shall 00 distributed throughout the entire parking area as evenly as possible. Any plot plan showing the entire five (5) percent landscaping in one or two large planting beds, or concentrated on only one portion of the parking area shall not 00 acceptable. All unused space resulting from the design of the parking spaces shall 00 used for planting purposes. Planting areas or islands which have an average width of less three (3) feet shall not 00 counted towards meeting the required 5%. Planting areas or ISlands must be drawn to scale and the plants -1- 1865 within clearly located and labeled. All planting areas or islands shall be surrounded by a six (6) inch high continuous raised concrew curb. Where the front end of a parking stall abuts a landscaped area, the landscaped area shall be extended into the parking stall such that the curb bordering the landscaped area will also serve as the wheel stop for the parking stall. The landscaped area within the parking space shall not be considered as part of any required landscape buffer and shall not be included in the percentage of the parking area required to be landscaped. The uppermost level of an uncovered parking structure shall be landscaped in accordance with the above except that landscaping may be in portable containers. Section 3- That Sections 9269.13 A & B be amended as FOLLOWS: "9269.13. PARKING AREA LANDSCAPING AND WALLS A COMMERCIAL ZONES. A minimum of five (5) percent of a parking area shall be landscaped and maintained in accordance with the landscape regulations set forth in Sections 9263-5.1-9263-5.2. A minimum of one (I) tree shall be provided and maintained in a parking area for every five (5) parking spaces or any fraction thereof. All unused space of reasonable size that results from the design of the parking area shall be landscaped. Where the front end of a parking stall abuts a landscaped area, the landscaped area shall be extended into the parking stall such that the curb bordering the landscaped area will also serve as the wheel stop for the parking stall. _The landscaped area within the parking space shall not be considered as part of any required landscape buffer and shall not be included in the percentage of the parking area required to be landscaped. A bermed landscape buffer not less than five (5) feet in width and three (3) feet in total height (measured at the top of the landscape mawrials) shall be provided between parking areas and property lines which are located between said parking areas and public streets. A three (3) foot high masonry wall may be provided between landscaped buffers and parking areas in lieu of the aforementioned berming of the landscaped buffer. Where parking areas are within twenty (20) feet of residentially zoned property, there shall be a landscaped buffer not less than five (5) feet in width adjacent to said parking area and a solid masonry wall, six (6) feet in height, erected between the landscaped buffer and the residentially zoned property. Said wall shall be reduced to three (31 feet in height within any front yard setback. -2- 1&65 B. INDUSTRIAL ZONES. A minimum of three (3) percent of a park.ing area shall be landscaped and maintained in accordance Witll tlle landscape regulations set forth in Section 9266.2.9. All unused space of reasonable siZe that results from the design of the parking area shall be landscaped. Where the front end of a parking stall abuts a landscaped area, tlle landscaped area shall be extended into the parking stall such that the curb bOrdering the landscaped area Will also serve as the wheel stop for the parking stall. The landscaped area Within the parking space shall not be considered as part of any required landscape buffer and shall not be included in the percentage of tlle parking area required to be landscaped. A minimum of one (1) tree shall be provided and maintained in a parking area for every five (5) parking spaces or any fraction thereof. A three (3) foot high solid masonry wall may be provided between landscaped buffers and parking areas in lieu of tlle aforementioned benning of the landscaped buffer. Where parking areas are Within twenty (20) feet of residentially zoned property, there shall be a landscaped buffer not less than five (5) feet in Width adjacent to said parking area and a solid masonry wall, six (6) feet in height, erected between the landscaped buffer and tlle residentially zoned property. Said wall shall be reduced to three (3) feet in height Within any front yard setback. Section 4. It was the consensus of the City Council that the proposed regulations would improve the appearance of the commercial and industrial parking areas and Will complement tlle new Architectural Design Review regulations. section '5..
