AN ORDINANCE OF THE CITY OF ARCADIA, CALI- FORNIA, CALLING AND PROVIDING FOR AND GIV- ING NOTICE OF A SPECIAL ELECTION TO BE HELD IN THE CITY OF ARCADIA, CALIFORNIA, ON DECEMBER 12. 1935 FOR THE PURPOSE OF SUBMITTING TO THE Q.UALIFIED VOTERS OF SAID CITY A PROPOSITION TO INCUR A BONDED IN- DEBTEDNESS FOR THE ACQ.UISITION AND CON- STRUCTION BY SAID CITY OF A CERTAIN MUNI- CIPAL II@ROVEMENT, TO-WIT, A MUNICIPAL SEWER SYSTEM, WHEREAS, the City Council of the City of Arcadia, California, did on the 12th day of November, 1935, by a vote of more than two-thirds of the members thereof adopt a resolution entitled If A resolution of the City Council of the City of Arcadia, California, determining and declaring that the public interest and necessity demand the acquisi- tion and construction by said oity of a certain municipal improvement, to-wit, a munioipal sewer system," which said resolution was duly signed 'and approved by the Mayor of said city and attested and certified by the City Clerk of said oity: NOW, THEREFORE, the City Council of the City of Aroadia does ordain as follows: SECTION 1. That a special election be held and the same is hereby called to be held in the City of Arcadia on the l~th day of December, 1935, for the purpose of sub- mitting to the qualified vote~s of said city the proposition I of incurrirg indebtedness and issuing bonds of said city therefor in the amount hereinafter set forth and for the and purposes set forth in said resolution and here- ! st\ted, SECTION 2. That the objects and purposes for which said indebtedness is proposed to be incurred and bonds objects inafter {/ J, rS"c;?...j-.J issued therefor are as follows: PROPOSITION: The acquisition and construc- tion by the City of Arcadia of a certain municipal improvement, to-wit, a municipal sewer system for the collection and disposal of the sewage of said city, including the acquisition and construction of a sewage disposal plant, together with all lands, easements and rights of way neoessary therefor, and the acquisition and construction of an outfall sewer and sewer mains, including the acquisition of all materials, equipment, labor, easements and rights of way necessary therefor. SECTION 3. That the estimated cost of the pro- posed municipal improvement described in Section 2 hereof is the sum of $271,909.00; that the amount of the prin- cipal of the indebtedness to be incurred therefor is the sum of $150,000.00; and that the maximum rate of interest to be paid on said indebtedness shall be six per cent per annum, payable semiannually. The sum of $121,909.00 of said estimated cost of said sewer system is to be paid by the United States of America and the bonds herein proposed to be issued will be issued to provide that portion of the cost of the improve- ment which shall be paid by the City of Arcadia. .. That if the proposition for the inourring of indebtedness so submitted receives the requisite number of votes, to-wit, two-thirds of the votes of the quali- fied voters voting on such proposition" bonds of said city in not exceeding the principal amount stated in such propos i- tion shall be issued and sold for the object and purpose 2. tJJ 3.:<73-" set forth in said proposition. SECTION 4. That the polls for said election shall be opened at six o'clock A.M. of the day of said eleotion and shall remain open continuously from said time until seven o'clock P.M, of the same day, when said polls shall be closed; provided, however, that if at said hour of clos- ing there are any voters in any polling place or in line at the door thereof who are qualified to vote, and have not been able to do so since appearing, the pOlls thereat shall be kept open a sufficient time to enable them to vote, but no one who shall arrive at any polling plaoe after seven o'clock P.M. of said day shall be entitled to vote although the polls may be open when he arrives. That on the ballots to be used at said special election, in addition to the other matters required by law, there shall be printed substantially the following: Mark cross (X) on ballot ONLY WITH RUBBER STAMP; never with pen or pencil. INSTRUCTIONS TO VOTERS. To vote on any question, proposition or consti- tutional amendment, stamp a cross (X) in the voting square after the word "Yes'" or after the word "No." All marks, except the cross (x) are forbidden, All distinguishing marks or erasures are forbidden and make the ballot void. If you wrongly stamp, tear or deface this ballot, return it to the inspector of election and obtain another. 3. od 3cZS- . . . . A cross (x) stamped in the voting square after the word "NO" shall be counted against the adoption of the question or proposition, SECTION 5. That for the purpose of holding said election there shall be and are hereby established four oonsolidated voting precincts, designated as hereinafter stated; that the polling places for the respective pre- cincts shall be the places hereinafter designated, and that the persons hereinafter named, being competent and qualified electors and residents of said city and of their respective election precincts, are hereby appointed officers of elec- tion for their respective election precincts, and theu shall hold said election and make return thereof in the manner provided' by law, Consolidated Voting Precinct A shall consist 4, c:Jd 3d?-'!;- of regular election Precincts Nos. 1, 2 and 3 of the City of Arcadia as now established in said city for the hold- ine of state and county elections. Polling place: Chamber of Commerce Office, City Hall, Northwest corner of First Avenue and Huntington Drive Inspector: Arthur R. Eastwood Judge: D. Monroe Green Clerks: Bease' Warner and Albert E. Berry. Consolidated Voting Precinct B shall consist of regular election Precincts Nos. 4, 5 and 6 of the City of Arcadia as now established in said city for the holding of state and county elections"- Polling place: Brown's Garage, 1404 South Second Avenue Inspector: Esther Erickson, Judge: Callie A. Chase' Clerks: S._Kathryn.Cempbell and Mary J. otto Consolidated Voting Precinct C shall consist of regular election Precincts Nos. 7 and 8 of the City of Arcadia as now established in said city for the holding of state and county elections. Polling place: Real Estate Office of Schwarzkopf Realty Company, 804 South Baldwin Avenue. Inspe ctor: Grace D. MoC!lrdy Judge: Walter M. Cornish. Clerks: Emms J. Orr snd Charles Hemmerly. Consolidated Voting Precinct D shall consist of regular election Precincts Nos. 9 and 10 of the City of 5. O/1..C"'/3,;7..5- Arcadia as now established in said city for the holding of state and county elections. Polling place: Shelton's Garage, 456 Lemon Avenue, Inspector: Florence A. LaFever Judge: Clerks: William E. R. Perry Carl B. Larson and Adele L. Cousins. SECTION 6. That in all particulars not recited in this ordinance said election shall be held and conducted as provided by law for holding municipal elections in said city. SECTION 7. That the 9ity Council of said city shall meet at its usual place of meeting in the City Hall on Monday, December 16, 1935, at 8:00 o'clock P.M. of said day and proceed to canvass the election returns and dec- lare the result of said election. SECTION 8. That the City Clerk shall certify to the passage and adoption of this ordinance by a vote of more than two- thirds of all of the members. of the City Council of said city at a regular adjourned meeting of said Council, and its approval by the Mayor of said city, and shall cause said ordinance to be published' once a week for two successive weeks in the ARCADIA TRIBUNE, a weekly news- paper of general circulation printed and pUblished in said city.
