ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, December 14, 1993
The Planning Commission of the City of Arcadia met in regular session on Tuesday, December 14, 1993, at
7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman
Tom Clark presiding.
PLEDGE OF ALLEGIANCE
ROLL CALL:
PRESENT: Commissioners Daggett, Hedlund, Clark
ABSENT: Huang
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to excuse Commissioner Huang
from tonight's meeting. The motion passed by voice vote with none dissenting.
MINUTES
MOTION
It was moved by Commissioner Daggett, seconded by Commissioner Hedlund to approve the Minutes of
November 23, 1993 as corrected. The motion passed by voice vote with none dissenting.

The staff report was presented.
The public hearing was opened.
In Favor
A proposed tentative map for a 6 -unit residential
condominium project.
Serge Adamian, 220 S. Kenwood St., #305, Glendale, CA., 91205, stated that the Planning Division approved
the design concept, and that it is consistent with the General Plan and is compatible with the neighborhood.
No one spoke in opposition.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to close the Public Hearing.
The motion was passed by voice vote with no objections.
DISCUSSION
Commissioner Hedlund asked about the size of the individual units, and the amount of guest parking.
John Halminski replied that there are four medium size units and two larger units. All are three bedroom
units. John also stated that there is one guest parking space for every two units.
Chairman Clark said that there are no deviations from Code, so he does not see a problem with the request.
Commissioner Daggett said that there is no direct bearing for the petitions.
MOTION
It was moved by Commissioner Daggett, seconded by Commissioner Hedlund to approve TM 51806 with the
conditions set forth in the staff report.

Chairman Clark stated that the application is approved and that there is a ten working day appeal
period, that would be Monday, December 27, 1993.
AUDIENCE PARTICIPATION None
Donna Butler advised that Resolution 1506 was overlooked for the agenda but needs to come before the
Commission tonight because there will not be a December 28th meeting and the applicant may wish to
appeal this particular decision. Donna Butler advised that in order to comply with the Brown Act the
Commission must first vote on a procedural motion concurring that there arose a need to take action as
stated above, and that after the Commission votes on this motion they can then vote on the resolution. She
also stated that since less than five members of the Commission are present the Brown Act requires a
unanimous vote on the procedural motion discussed.
MOTION
It was moved by Commissioner Hedlund , seconded by Commissioner Daggett to waive procedure for putting
Resolution 1506 on the agenda.

MOTION
A Resolution of the Planning Commission of the City of
Arcadia, California, denying Variance application
No. V 93 -002 for three vending machines located outside
the supermarket at 16 E. Live Oak Avenue.
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to waive reading of the full
body of the Resolution and further move for adoption of Resolution 1506.

Commissioner Hedlund asked about the status of Rodeffer project.
Donna Butler replied that it is anticipated that the Rodeffer project will be going to the City Council for
public hearing at the first meeting in March.
MATTERS FROM STAFF
Donna Butler wished everyone Happy Holidays. She also reminded the Commission that Commissioner
Huang will not be at the January 11, 1994 meeting.
