ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, June 8, 1993
The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 8, 1993, at 7:30 p.m. in
the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom Clark
presiding.

MINUTES
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to approve the Minutes
of May 11, 1993 as published. The motion passed by voice vote with none dissenting.

Consideration of modifications to unit "C" of a 3 -unit
apartment built in 1981. Modifications include the
conversion of the 200 sq. ft., second floor patio into a sitting
area and walk -in closet for the main bedroom, conversion of
the 100 sq. ft. common storage room into a den and the
deletion of the guest parking space to add 200 sq. ft. to the
ground floor patio area. (All the above requests are existing
conditions.)
The staff report was presented.
Staff commented the property is utilized as apartments. Staff has not noticed any parking problems during
the day and noted there is plenty of curb side parking, especially with the churches that are located nearby.
Many of the buildings in the area are older and probably do not comply with the existing parking standards.
In response to a question by Commissioner Hedlund, staff said the carport could be converted to a garage by
installing a garage door.
Chairman Clark remarked he visited the site and did not see a parking problem.
The public hearing was opened.
Arthur Woo, 9231 Blackley, Temple City, the applicant said he was in agreement with all of the conditions
in the staff report. He indicated when they purchased the property they were not aware of the problems and
they found out about the problem when they tried to refinance.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to close the public hearing.
The motion passed by voice vote with none dissenting.
Commissioner Amato remarked he visited the site and the property is well maintained. He said most of the
guests would not use the alley to get to the units and would utilize the front entrance and the parking on Alice
St.
Commissioner Hedlund said most of the properties along the alley have walls and this is the only property
of this nature. He commented the property is well maintained and is not a detriment to the neighborhood.
He would prefer having a garage door on the carport which would help clean up the area.
Commissioner Huang was in favor of granting the modifications, especially, since staff did not think there
are parking problems.
Commissioner Daggett was in favor of the requests.
Staff said the alterations are a fair testimony that it was done to match the existing construction well. The
applicant has provided photos of the site.
Chairman Clark said the alterations have been done with good taste. He was concerned with similar
situations and wondered how it could be prevented.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Huang to approve MP 93 -006
subject to the conditions in the staff report.

1881 S. First Ave.
Church of the Transfiguration
The staff report was presented.
Consideration of conditional use permit to operate an infant
and pre - school child care facility, Monday through Friday
for 44 children ages six weeks to six years old.
Ms. Butler said the State regulates schools and the applicant would have to provide written proof from the
State Department of Social Welfare verifying its approval of the site, use of structures and the maximum
number of children for which the license will be issued.

William Daum, Pastor, 1881 S. First Ave., said they are in agreement with all of the conditions in the staff
report. He said they have had a similar type of a facility at P.C.C. which has been in operation for 19
years. They feel there is a need for this type of a use in the community .
Lola Palmer, 1881 S. First Ave., said as the director of the facility they will work to make sure all the
necessary permits are obtained. She said although the C.U.P. will be for infants and pre - school children up
to 6 years old, they will not be accepting children under 2 years old at the beginning.
Nick Kopinga, 1811 S. First Ave. said he is representing a group of neighbors who are concerned with the
traffic and wanted assurance that parents would not park on First Ave. to drop off their children. He said for
many years First Ave. has been used for parking and people approaching First Ave. from Lemon have had to
go half way into the street to go north on First creating a very dangerous situation.
Mr. Daum said their staff has been utilizing First Ave. as parking and he did not realize it was causing a
problem but they will take care of the neighbors' concerns.
Ms. Palmer agreed and said they will ask their staff to park in the parking lot and thanked Mr. Kopinga for
pointing out the problem.
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Daggett, seconded by Commissioner Amato to close the public hearing.
The motion passed by voice vote with none dissenting.
The Commission was in favor of the proposed use.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Huang to approve CUP 93-005
subject to the conditions in the staff report .

Chairman Clark noted that there is a five working day appeal period after the adoption of the resolution.
PUBLIC HEARING V 93 -001 Consideration of a zone variance to create a "granny house"
418 Sharon Rd. type unit by adding a kitchen to an addition which is
James Zimmerman attached to the main dwelling.
The staff report was presented.
Ms. Butler indicated the covenant will be a part of the grant deed. The covenant will be for two adults over
60 years old and will include the conditions set forth in the staff report.

James Zimmerman, 418 W. Sharon Rd., said they are in agreement with all of the conditions in the staff
report. He noted they are requesting it for his mother who would like to live near them but would still like
her independence.
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Amato, seconded by Commissioner Daggett to close the public hearing.
The motion passed by voice vote with none dissenting.
Commissioner Hedlund said he is in favor of the request but would be against an individual unit.
Commissioner Huang thought there is a need for senior housing in the community.
Commissioner Amato commended the applicant for wanting his mother near.
Chairman Clark said the neighbors are protected by the covenant.

It was moved by Commissioner Daggett, seconded by Commissioner Amato to approve V 93-001
subject to the conditions in the staff report.

MOTION
Consideration of a one year time extension for a 4 -unit
residential condominium project.
It was moved by Commissioner Amato, seconded by Commissioner Huang to grant a one year time extension to
May 28, 1994.

MATTERS FROM COMMISSION
Commissioner Amato asked if the Commission can have business cards or badges which could be presented
when visiting a site. The other Commissioners agreed.
Ms. Butler indicated Commissioner Huang had requested that and Council had denied it in order to reduce
costs. However, she would pass on their request to the City Manager.
MATTERS FROM STAFF
Ms. Butler said Michael Freedman will be making a presentation to the Commission on June 22nd and noted
the meeting will begin at 6:30 p.m.
Commissioner Amato indicated he will be absent from the June 22nd meeting.
Ms. Butler remarked the next and final ADR meeting will be on Monday, June 14th. After the meeting, she
will prepare a summary of the Committee's findings and recommendations to the Council. The Council then
can determine whether there should be a text amendment initiated for ADR. She commented that 75 letters
of opposition were submitted to the City Manager's office.
