ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, January 26, 1993
The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 26, 1993 at 7:30
p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom
Clark presiding.
PLEDGE OF ALLEGIANCE

ABSENT: Commissioner Huang
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to excuse Commissioner
Huang from tonight's meeting. The motion passed by voice vote with none dissenting.
MOTION
It was moved by Commissioner Daggett, seconded by Commissioner Amato to read all resolutions by
title only and waive reading the full body of the resolution. The motion passed by voice vote with
none dissenting.
MINUTES
It was moved by Commissioner Amato, seconded by Commissioner Daggett to approve the
Minutes of January 12, 1993. The motion passed by voice vote with none dissenting.

The staff report was presented.
Consideration of an appeal of the Modification Committee's
denial of an existing 8'-6" decorative wrought iron gate
with light fixtures, located in the front yard at a single -
family home in the R -1 zone in lieu of 4' -0" maximum allowed.
In response to questions by the Commission, staff said that the gates were constructed after the building was
finaled. No permits were taken out for said gates.

Ms. Butler indicated that some of these gates are constructed after the Building Department finals the project.
Many times they are not aware that a Building Permit is required and the City discovers the gates and fences
are constructed after the fact.
The public hearing was opened.
Annabell Tan, 1825 S. Second Avenue. She submitted a letter and photos to the Commission. She remarked
that the property has an appearance of an estate and looks incomplete without an entry gate and decorative
wrought iron fence. Because of the many high trees on both sides of the property, the installation of an entry
gate and fence not exceeding 4' -0" at any point would look out of proportion to the surrounding landscaping. A
small gate would be dwarfed by the size of the house and the large trees.
she went on to say that she visited all her neighbors that were noticed and they were pleased to see her
attempting to complete the fence and they felt that a 4' -0" fence would not be appropriate. She commented
that her neighbors admire the existing gate and are anxious for her to finish with a matching fence. She said
that she has driven around the City and seen many similar type homes with gates and concluded that the
proposal would be crucial for the style of her home.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato said that he was on the Modification Committee when this item was heard and he is
still against the proposal.
Commissioner Daggett was not in favor of the Code violation. He was concerned with too many persons
approaching the Commission with an attitude that if their neighbor has done it, why can't they?
Commissioner Hedlund agreed and felt that this would be out of place. He could not see how this gate and
fence would beautify the City. He thought that this would be a detriment to the City and approving this
would perpetuate the problem.
Chairman Clark said that he believed that the Code has a purpose and they should comply.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to deny MC 92-074 and to
find that based n the evidence presented, that the requested Modification will not secure an
appropriate improvement, nor prevent an unreasonable hardship, nor promote uniformity of
development.

The staff report was presented.
The public hearing was opened.
Thomas Speroni, 2203 Airport Way, Seattle, said they are in agreement with all of the conditions in the staff
report.
No one else spoke in favor of or in opposition to this item.
MOTION
Consideration of a conditional use permit for a proposed coffee
"bar" with seating for 7 persons. The primary use will involve
the retail sales of specialty coffee and coffee merchandise.
No meals will be prepared or served on the premises.
Staff noted that all seating would be inside the store.
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
The consensus of the Commission was favorable.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to approve CUP 93-001
subject to the conditions in the staff report.

Consideration of a one -year time extension for a tentative
parcel map creating 13 lots from 118 lots.
The staff report was presented.
Staff explained that a parcel map expires within two years and an additional one year time extension may be
granted for a total of three years. They will not be eligible for any more extensions.

MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to approve a one -year
time extension to January 22, 1994.

RESOLUTION 1495 A resolution granting CUP 93-001 for a coffee "bar" with
seating for 7 persons at 733 W. Naomi Ave., Unit "B ".
Ms. Butler read the title of the resolution.
MOTION
It was moved by Commissioner Daggett, seconded by Commissioner Amato to adopt Resolution 1495,
and to formally affirm the decision of January 26, 1993 and the vote thereon.

MATTERS FROM COMMISSION
Commissioner Daggett said that both he and Commissioner Amato, have been discussing the expansion of the
Police Department with Chief Johnson. They have done some preliminary sketches that they have presented
to him. He explained what they are proposing and remarked that the Armory site will be incorporated into
the Police Department.
Commissioner Hedlund voiced his concern regarding the amount of fences and gates being built in the front yard
without permits and then modifications are required. He felt that they look terrible and take away from the
street scene. He said in the beginning there were circular driveways in the front yard which resembled a mass
of concrete. The City was assured that the landscaping would soften the look of the circular driveway. After
the driveway was approved and installed, the property owner planted small plants that do not reduce the
affect. Now people are installing these tall gates, walls and lights that look terrible. He remarked that the
prior Council was not in favor of changing the regulations and wondered with the new Council would favor
change? He suggested that the height of anything in the front yard not exceed 10% of the setback; i.e. 25' -0"
front yard setback would allow 2 1/2' high wall /fence.

The Commission agreed.
Commissioner Daggett agreed with Commissioner Hedlund and said that these gates are considered a sign of
wealth and he felt that it is inhospitable. He remarked that in these slack times, the Commission should
identify some problems and come up with suggestions. He said the majority of Council has agreed to do
something .
Chairman Clark said that since there are no meetings scheduled in February, why not meet and discuss this
item in detail. Possibly by then staff will have time to survey other cities and make any suggestions. He
noted that Councilman Harbicht has been in favor of reasonable requests in the past.
Ms. Butler commented that prior to the Commission's discussion or any sort of an action, Council should give
direction.
MATTERS FROM STAFF
Ms. Butler outlined some of the projects staff is working on. These items include regulations for karoake,
density bonus, General Plan Update, Rodeffer project, hillside ordinance granny flats. Eventually these
projects will be coming to the Commission for their review. She informed the Commission that the
Architectural Design Review Committee met last night and gave a brief summary of the meeting.
With regard to the Rodeffer project, Ms. Butler said that she hopes to have a Draft EIR in about a month and
a half.
