SECTION 2: Each Bui~d1ng or Structure hereafter built, erected or constructed in the Oity of Arcadia,: which is designed or intended to be used for the keeping, storage, handling, prep- aration or sale of any grain, or any product of grain~ or any fooi for any animal or for poultry, shall be rat-proofed as hereinafter in this Ordinance provided.. I)'<-\)' 24 25 26 27 28 29 30 31 32 / Building or Structure constitutes a rat-harborage, and shall have served upon the owner, lessee, tenant or person in charge or control thereof, a Notice in writing informing such owner, lessee, tenant or person of the existence of such rat-harbora~e, and requiring such owner, lessee,. tenant or person to rat-proof such Building or Structure, or to cause the same to be done, Withr in such reasonable time as is stated in such Notice. SECTION 4: It shall be unlawful for any person, firm, corporation or ~sociationto violate, or to fail to comply with,1 any provision of this Ordinance, or to neglect, fail or refuse to comply with the order contained in any Notice served upon him or it pursuant to the provisions of Section 3 hereof, or to neglect fail or refuse to do, or cause to be done, within the time spee- ified in such Notice, the rat-proofing therein required. SEOTION 5: Each Building or Structure required by the provisions of this Ordinance to be rat-proofed, shall be rat- proofed in .the manner herein in this Section provided. (a) The ground floor of each such Building or Struc- ture shall be of concrete, which shall be not less than three (3) inches in thickness, and shall be overlaid with a top dress- ing of cement, mosaic, tiling.or other material impervious to rats or other vermin or such floor shall be of such other mater- ial and of such thickness as to be the equivalent of the floor hereinabove referred to. Each such floor shall rest upon the ground without any intervening space between it and such ground. Such floor shall extend to, and be hermetioally sealed I to the walls surrounding such floor, which walls shall be of con~ crete, stone, brick or other masonry laid in cement mortar, and each such wall shall be not less than six. (6) inches in thickness and shall extend into and below the surface o~ the surrounding ground not less than eighteen (18) inches and shall extend upward I t"\.~ 6~\' ~t~ \1.0. Further provided that in lieu of the wall hereinabove in this Section described, there may be driven or placed into the ground, and immediately adjacent to the foundation wall of such Building or Structure, close f1 tting metal plates, which plates shall be of not less than ten (10) gauge galvanized iron or such other metal equivalent thereto in strength and durabilit~, which plates shall be driven or placed to a depth of not less than eighteen (18) inches below the surface of the adjacent ground and shall extend upward a distance of not less than twelve (12) I inches above the surface of such ground. Such plates shall be driven or placed around the entire perimeter of such Building or Structure. (b) Each opening in the foundation wall of any such Building shall be rat-proofed by securely and adequately cover- ing the entire surface thereof and securely fastening in plaoe metallic grating having openings between the bars thereof of not more than one-half (l/2) inch, or with a wire mesh of not less than twelve (l2) gauge, having openings between the wires thereoi of not more than one-half (l/2) inch, and each such screen, grat- ing or wire mesh shall be so constructed, and installed as to effec~ive1y prevent the entrance of any rat beneath such Build- ing through any such opening. ()q,.()' 24 25 26 27 28 29 30 31 32 SEOTION 5: If in the opinion of said Health Offioer, or of his duly authorized representative, it is unnecessary to rat-proof any Building mentioned in Section 3 hereof in its en- tirety, the Noticetherein may specify that portion of such Build- ing used for any purpose herein in this Ordinance designated and may require such portion only to be so rat-proofed. SECTION 6: That any person, firm or corporation vio- lating any of the provisions of this Ordinance shall be deemed guilty of a Misdemeanor and upon conviction thereof shall be pun- ishable by a fine not exceeding $300.00 or by imprisonment in the City Jail of said City of Aroadia or in the Oounty Jail of the County of Los Angeles, state of Oalifornia, at the discretion of the Committing Magistrate, for a period not exceeding three month or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of this Ordinance occurs or continues shall be deemed to constitute a separate offense and upon conviction there fof, shall be punishable as herein provided. SECTION 7: The City Olerk shall certify to the adop- tion of this Ordinance and shall cause the same to be published once in The Arcadia News, a weekly newspaper published and cir- culated in said City of Arcadia and thirty days from and after the final passage thereof, the same shall take effect and be in force. The foregoing Ordinanoe was adopted at a regular meet- ing of the Oity Oouncil of the City of Arcadia, held on the 5th. day of September, 1933, by the affirmative vote of at least three Councilmen, to-wit: AYES: Councilmen, Daniels, Link, Krebs, Schrader and Seaman, NOES: None, and signed and approved this 5th.' day of September, 1933.
