Wray, Deputy Director of Development Services/City Engineer ^ Prepared by: Tim Kelleher, Assistant Engineer Ir SUBJECT: ACCEPT ALL WORK PERFORMED BY CHAPARRAL CONSTRUCTION CORPORATION FOR THE SANTA ANITA AVENUE CORRIDOR IMPROVEMENTS AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY On May 18, 2010 the City Council awarded a contract to Chaparral Construction, Inc. in the amount of$1,648,020.65 for the Santa Anita Avenue Corridor Improvements. There were seven (7) change orders ultimately reducing the final contract by $3,578.77. The terms and conditions of this project have been complied with and the required work has been performed to staffs satisfaction. Staff is recommending that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. DISCUSSION Construction began on June 20, 2010. By late November 2010, the contractor had completed widening the Duarte Road and Santa Anita Avenue intersection and the Foothill Boulevard and Santa Anita Avenue intersection. Unfortunately, the utility companies had not finished relocating their interfering facilities at Live Oak Avenue and Santa Anita Avenue intersection. By mutual agreement, the City and the contractor suspended the work until the utility companies could complete the relocation of their equipment. Work resumed March 2011 and was complete by late June 2011. Staff Report October 4, 2011 Page 2 There were seven (7) change orders totaling $49,559.04. These change orders reflect issues not addressed in the original plans and bid, but discovered during construction. At that time, the contractor found conflicting underground utility lines and abandoned traffic signal footings which made up a large portion of the changes. There were also extras added during construction such as additional irrigation around the library sign and replacing electrical service cabinets. Despite the change orders increasing costs, there were reductions in the actual quantities which not only offset the additional costs, but reduced the original contract by $3,578.77. FISCAL IMPACT The total construction budget for the project is $2.7 million with $2.16 million coming from a Federal SAFETEA-LU grant and $540,000 from local Transportation Impact funds. The Federal grant must be matched with a minimum of 10% local funding. The original construction contract was $1,648,020.65 with a 10% contingency of $164,800. Change Orders reduced the original contract by $3,578.77, bringing the final revised contract to $1,644,411.88. RECOMMENDATION That the City Council accepts all work performed by Chaparral Construction Corporation for the Santa Anita Avenue Corridor Improvements as complete and authorize the final payment to be made in accordance with the contract documents.
