JOINT POWERS AGREEMZNT FOR LIGHTING OF A PUBLIC STRICT
This Agreement, entered into this /, day of 5v40 ././<1969,
by and between the CITY 07 EL MONTS, a Municipal Corporation in the County of
Los Angeles, State of California, hereinafter referred to simply as Ill Monte,
and the CITY OF ARCADIA, likewise a Municipal Corporation in the County of
Los Angeles, State of California, hereinafter referred to simply as Arcadia,

WHEREAS, all right-of-way for Clark Street between Cogswell Road
and Duthie Road is situated entirely within Arcadia; and,
WHEREAS, the only residential or occupied properties abutting
said portion of Clark Street are situated within E1 Monte; and,
WHEREAS, there is no street lighting provided to said portion of
Clark Street; and,
WHEREAS, if eleatroliers were placed upon wooden poles within the
right-of-way of slid portion of Clark Street the electrical energy supplied
to such street lights would be charged to and paid for by Arcadia; and,
WHEREAS, if street lights were installed within said portion of
Clark Street, the benefit thereof would principally if not solely be to the
owners and tenants of property within El Monte; and,
WHEREAS, E1 Monte would pay the cost of street lights installed
within said portion of Clark Street if the right-of-way were within El Monte;
and,
WHEREAS, El Monte is desirous of having street lights installed
within the right-of-way of said portion of Clark Street and is willing to
pay for the electrical energy used thereby; and,
WHEREAS, Title I, Division 7, Chapter 5 of the Government Code of
the State of California authorises joint exercise by two or more public
agencies of any power common to them;

NOW, THEREFORE, EL MONTE AND ARCADIA AGREE TOGETHER AS TOILS:
1. That Arcadia shall request the Southern California Edison Company
to instill electric street lighting upon wood poles within the street right-of-
way of Clark Street between Cogswell Road and Dunce Scud in Arcadia, and upon
such installatien shall pay the power and maintenance charges made by the
Southern California Edison Company.
2. El Monte agrees to reimburse Arcadia, upon written demand made
by Arcadia to E1 Monte from time to time, for all power and maintenance charges
made by the Southern California Edison Company for the maintenance and opera-
tion of said street lights.
3. This Agreement may not be cancelled by El Monte prior to expira-
tion of one (1) year after date hereof and thereafter only after giving to
Arcadia of at least sixty (60) days written notice of E1 Monte's intention to
cancel the within Agreement.
IN WITNESS WHEREOF, El Monte and Arcadia have caused the within
Agreement to be executed by their respective officers thereunto duly authorised.
