ORDINANCE NO. 2100 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTIONS 9260.3.11, 9261.4.5, 9262.4.14 AND 9266.2.8.7 OF THE ARCADIA MUNICIPAL CODE RELATING TO ALLOWABLE AREA FOR SIGN IDENTIFICATION. TO INCLUDE WINDOW SIGNS WHEREAS, this text amendment was initiated by the Development Services Department at the direction of the City Council to amend Sections 9260.3.11, 9261.4.5, 9262.4.14 and 9266.2.8.7 of the Arcadia Municipal Code by adding window signs to the "Allowable Area for identification" Community Development Division Case No. TA 99- 001. WHEREAS, a public hearing was held on January 12, 1999 before the Planning Commission at which time all interested persons were given full opportunity to be heard and to present evidence, and WHEREAS, the Planning Commission of the City of Arcadia recommended approval of this text amendment; and WHEREAS, a public hearing was held before the City Council on March 2, 1999, at which time all interested persons were given full opportunity to be heard and to present evidence; and WHEREAS, the City Council hereby finds that pedestrians often rely on window signs to identify a business because wall signs are often not visible from the sidewalk area and that in order to provide adequate building and product identification, window signs should be included in the "Allowable Area for Identification" sections of the code which require that two-thirds (2/3) of a sign area must be in the English language; and WHEREAS, the City Council determines that based upon the evidence presented, the public necessity, convenience and general welfare justifies the proposed text change. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY ORDAIN AS FOLLOWS: T A1ord2100 - 1- 2100 Section 1. That Sections 9260.3.11, 9261.4.5, 9262.4.14 and 9266.2.8.7 be amended to read as follows: . "With regard to any business in the City, applicable to the signs listed here, no more than one-third (1/3) of the sign area of each such sign(s) may contain a non- English translation of the business identification; the remaining sign area identification shall be set forth in the Roman alphabet, English language and include Arabic numerals. The sign(s) must be clearly readable from a distance of one hundred feet (100'): A. Free-standing signs; B. Wall signs (mounted); C. Wall signs (painted); D. Mounted letter signs; E. Projecting signs; F. Marquee signs; G. Window Signs; Section 2. The City Clerk shall certify to the adoption of this Ordinance and shall cause a copy of the same to be published in the official newspaper of said City within fifteen (15) days after its adoption.
