SUBJECT : FOOTHILL SEWER-COOPERATIVE AGREEMENT NO. 1990
CALIFORNIA DEPARTMENT OF TRANSPORTATION
Attached hereto is a prior report pertaining to the City' s financial
obligation under subject agreement as well as a map on which is depicted
Part 1 and Part 2 of an eight inch sewer line that was installed pursuant
to the agreement concurrent with the development of the Foothill Freeway.
As is stated in the attached report, it is anticipated that the City will
recover the total cost of this sewer from the future developers of the
properties that the sewer is intended to serve.
The City Council, on April 16, 1968, appropriated $6,250 to cover the
City' s share of construction costs and said funds were deposited with the
State. The work has been completed, and the State Department of Transportation
has submitted final billing in the amount of $9196°05. Consequently, there
is a net balance due in the amount of $2946005.
It is therefore recommended that the City Council appropriate the sum
of $2946,05 from the Capital Outlay Fund and transfer to Capital Improve-
ment Projects Account No. 638 and authorize payment in conformance with
Cooperative Agreement No, 1990°

Subject: Cooperative Agreement No. 1990 - Foothill Sewer
Concurrent with the Foothill Freeway construction between Santa Anita and
Michillinda Avenue, the Department of Public Works has proposed the installation of
a sanitary sewer line to serve that area bounded by Foothill Boulevard, the southerly
prolongation of Baldwin Avenue North of Foothill Boulevard, San Carlos Road and the
proposed Foothill Freeway.
Due to the unwillingness of the majority of the abutting property owners to grant
the necessary easements, it will not be possible at this time to install the complete
sewer facility. However, sufficient easements have been acquired to permit the instal-
lation of those portions of this facility, shown, on attached plan, that would be ex-
cessively expensive to install following the completion of the Foothill Freeway., This
sewer could then be completed in the future by the developers of the abutting property
and they could also reimburse the City for the expense incurred in this initial in-
stallation.
The California State Division of Highways recognizes the additional cost of the
sewer project as a result of the freeway improvement , and consequently they are will-
ing to pay the additional construction costs. The proposed sewer is estimated to cost
$8,820.00, of which the State will pay 42.4% and subject Agreement is the vehical by
which this participation may be obtained.
It is recommended the City Council approve subject Agreement by Resolution,
authorize the Mayor and the City Clerk to execute same in a form approved by the City
Attorney, and appropriate and transfer the sum of $6,250.00 from the Reserve for Capital
Projects Account #285 in the General Fund to Capital Projects Account #638, Foothill
Sewer, and further to authorize the Department of Public Works to proceed in making
necessary arrangements with the California State Division of Highways.

Subject: State Highway Routes -
Maintenance Agreement
The City of Arcadia, by virtue of an approved maintenance agreement, has
performed certain work on state highways within the City of Arcadia. Due
to the opening of the Foothill Freeway and the relinquishment of Foothill
Boulevard to City jurisdiction from Santa Anita to the east City boundary,
it has become necessary to revise the existing maintenance agreement to
provide a revised and up-dated text , to delete a portion of the old Route
210, and add Freeway Route 210 from Santa Anita to Huntington Drive.
The monetary allowance per mile of roadway maintained by the City remains
unchanged at $3500 per mile, and has proved to be sufficient to cover our
normal activities.
It is therefore recommended that the City Council adopt a Resolution
authorizing the Mayor and the City Clerk to execute the revised agreement,
in conformance with the request of the State Division of Highways.
