ORDINANCE NO, 2105
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DELETING SECTIONS 9273,1,1,
9273,1,7, AND 9273,1,17 OF THE ARCADIA MUNICIPAL CODE
RELATING TO PERMITTED USES IN THE S-1 ZONE.
WHEREAS, this text amendment (TA 99-002) was initiated by the Development
Services Department at the direction of the City Council to delete Sections 9273.1.1,
9273.1,7 and 9273,1,17 of the Arcadia Municipal Code relating to permitted uses in the
S-1 (Special use) zone,
WHEREAS, a public hearing was held on January 12, 1999 before the Planning
Commission at which time all interested persons were given full opportunity to be heard
and to present evidence, and
~I:lEREAS, the Planning Commission of the City of Arcadia recommended that
this text amendment be tabled until such time as the new owner comes in with a
proposal and the City has had an opportunity to review it.
WHEREAS, public hearings were held before the City Council on March 2, 1999
and May 4, 1999, at which time all interested persons were given full opportunity to be
heard and to present evidence; and
WHEREAS, the S-1 (Special Use) zone is the underlying zone of the Santa Anita
Race Track property and said zone identifies special uses that are allowed in this zone,
The predominant permitted uses set forth for the S-1 zone are typical of activities that
take place at the Race Track throughout the year and with the exception of horse
racing most are temporary in nature; and
WHEREAS, the proposed amendment would delete the following from the list of
permitted uses in the S-1 zone: gasoline services stations, residential uses and
outdoor entertainment events, Gasoline service stations and residential uses are
generally considered permanent in nature and are not typical race track uses. The
outdoor entertainment event section was added to the list of permitted uses in 1994
when the race track was proposing to host certain entertainment events, but had a

sunset clause which was effective October 1, 1995, Therefore, although this is still
listed as a permitted use, it is no longer legally in effect and deleting this section from
the Code is a housekeeping matter; and
WHEREAS, the City Council hereby finds that gasoline service stations and
residential uses are not the types of activities normally associated with a race track and
in addition, these types of uses are inconsistent with the "Horse Racing" General Plan
designation,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1, That Sections 9273.1.1, 9273,1,7 and 9273,1,17 of the Arcadia
Municipal Code be deleted
Section 2, The City Clerk shall certify to the adoption of this Ordinance and shall
cause a copy of the same to be published in the official newspaper of said City within
fifteen (15) days after its adoption.
