ORDINANCE NO. 2108
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA ADOPTING THE
UNIFORM FIRE CODE, 1997 EDITION, WITH
CHANGES, ADDITIONS, AND DELETIONS
THERETO, THE FIRE CODE STANDARDS AND
AMENDING VARIOUS SECTIONS OF DIVISIONS
1,3,4 AND 5 OF CHAPTER I OF ARTICLE III OF THE
ARCADIA MUNICIPAL CODE RELATING TO FIRE
PREVENTION AND PUBLIC SAFETY
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
WHEREAS, the City Council of the City of Arcadia for the purpose of prescribing
regulations governing conditions hazardous to life and property from fire, hazardous
materials or explosion hereby adopts certain Codes known as the Uniform Fire Code,
including Appendix Chapters I-A, I-B, I-C, II-A, II-B, II-C, II-D, II-E, II-F, II-G, II-H, II-I, II-J,
III-A, III-B, III-C, III-D, IV-A, IV-B, V-A, VI-A, VI-B, VI-C, VI-D, VI-E, VI-F, VI-G, VI-H, VI-I
and Appendix Standards Article 90, published by the International Fire Code Institute,
being particularly the 1997 edition thereof and the whole thereof, save and except such
portions as are hereinafter deleted, modified or amended by this Ordinance; and
SECTION 1. That various sections of Division 1,3,4 and 5 of Article III of Chapter
1, of the Arcadia Municipal Code are hereby added, deleted and amended to read as
follows:
3111. UNIFORM FIRE CODE. ADOPTION. With the exception of the
deletions or additions hereinafter set forth, and subject to the amendments hereinafter
specified, there is hereby adopted by reference for the City of Arcadia the 1997 Edition
of the Uniform Fire Code, including appendices I-A, I-B, I-C, II-A, II-B, II-D, II-E, II-F, 11-
G, II-H, II-J, III-B, III-C, III-D, IV-A, IV-B, V-A, VI-A, VI-B, VI-C, VI-D, VI-E, VI-F, VI-G, VI-
H, VI-I, and the Uniform Fire Code Standards published by the Western Fire Chiefs'
Association and the International Conference of Building Officials, and shall constitute
the Fire Code of the City of Arcadia.
SECTION 2. That Section 3113.2 is hereby amended to read as follows:

3113.2. CHIEF OR CHIEF ENGINEER. Whenever the term "Chief' or
"Chief Engineer" is used, it shall mean the Chief of the City of Arcadia Fire Department.
SECTION 3. That Section 3113.2 is hereby amended to read as follows:
3113.3. CHIEF OF THE BUREAU OF FIRE PREVENTION. Whenever the term
"Chief of the Bureau of Fire Prevention" is used it shall mean the head of the Fire
Prevention Bureau of the City of Arcadia Fire Department.
SECTION 4. That Section 3113.7.1 is hereby added to read as follows:
3113.7.1. FIRE MARSHALL. Shall mean the Chief of the Bureau of Fire
Prevention.
SECTION 5. That 1 and 2 of Section 3114 is hereby amended to read as follows
(2 and 3 shall remain the same):
3114. VIOLATIONS.
1. Any person who shall violate any of the provision of Sections 102, 103,
104, or 105 of the Uniform Fire Code or who shall build in violation of any detailed
statement of specifications or plans submitted and approved under the provisions of this
Code or Standards hereby adopted, or any certificate or permit issued thereunder, and
from which no appeal has been taken, or who shall fail to comply with such an order as
affirmed or modified by the City Council or by a court of competent jurisdiction, with the
time fixed herein, shall severally for each and every such violation and noncompliance,
respectively, be guilty of a misdemeanor, punishable pursuant to Section 1200 of the
Arcadia Municipal Code.
2. Any person who shall violate any other section of the Uniform Fire Code
shall be guilty of an infraction, punishable by fine as listed in Uniform Fire Code
Appendix VI-D-5 as amended by the Arcadia Municipal Code.
SECTION 6. That Section 3115.1 is hereby amended to read as follows:
3115.1 AMENDMENT. Section 1007.2 of Article 10, FIRE ALARM
SYSTEMS, Required Installations is hereby amended to read as follows:
1. An Automatic Addressable Fire Alarm System shall be installed in:
All Group A Occupancies
All Group B Occupancies
All Group E Occupancies

All Group F Occupancies
All Group H Occupancies
All Group I Occupancies
All Group M Occupancies
All Group R Occupancies Only multi-family dwellings, including
apartments.
All Group S Occupancies All Divisions except Division 4.
SECTION 7. That Section 3115.5 is hereby deleted in its entirety.
SECTION 8. That Section 3115.6 is hereby amended to read as follows:
3115.6. ADDITION. Items NO.6 through No. 10 are hereby added to
Section 1003.2.2, Article 10 of said Uniform Fire Code to read as follows:
6. In all buildings regardless of type of new construction.
EXCEPTION: Detached Group U Occupancies, providing the floor
area does not exceed 1,000 sq. ft.
7. In all attached garages in R-1 and R-3 occupancies, where living spaces
are above garages.
8. In all convalescent and board and care facilities, regardless of type of
construction. Said fire sprinkler system shall comply with 1996 NFPA 13
Standard and local amendments and policies as determined by the Fire
Department.
9. In all buildings more than two (2) stories in height, regardless of
occupancy or type of construction. Determination of number of stories
shall be from grade at the Fire Department access.
10. In all buildings in the M-1 and M-2 zones, regardless of occupancy or type
of construction.
SECTION 9. That Section 3115.7 is hereby amended to read as follows:
3115.7. AMENDMENT. Section 1003.2.3.3 of the Uniform Fire Code is
hereby amended to read as follows:
1003.2.3.3 EXHIBITION AND DISPLAY ROOMS. An automatic sprinkler
system shall be installed in rooms classified as Group A Occupancies which can be
used for exhibition or display purposes.
SECTION 10. That Section 3115.8 is hereby amended to read as follows:

3115.8. AMENDMENT. Section 1003.2.8 of the Uniform Fire Code is
hereby amended to read as follows:
1003.2.8 GROUP M OCCUPANCIES. An automatic fire sprinkler system shall
be installed in all Group M Occupancies. The area of mezzanines shall be included in
determining the areas where sprinklers are required.
SECTION 11. That Section 3115.9 is hereby amended to read as follows:
3115.9. AMENDMENT. Section 1003.2.9 of said Fire Code is hereby
amended to read as follows:
Section 1003.2.9 GROUP R DIVISION I OCCUPANCIES.
1. An automatic fire sprinkler system shall be installed in all multiple family
dwellings, apartments, condominiums and hotels regardless of square
footage or type of construction. Said fire sprinkler systems shall comply with
1996 NFPA 13 Standards and local amendments, as determined by the Fire
Chief.
2. Any multiple family complex, two (2) units or more, not separated by twenty
(20) feet of clear space on three sides of structure, shall be protected by
NFPA 13 Automatic Fire Sprinkler Systems.
3. Installations requiring NFPA 13 systems shall conform to the NFPA 13
Standard with the following exceptions:
A minimum of 2-% inch approved double detector check backflow prevention
device with 0 S & Y valves is required. Water supply may be less than 2-Y2
inch.
4. NFPA 13, Section 2-8.2, 1996 Edition, is amended to read: At least one 2 %
inch National Standard Thread, Fire Department Connection shall be installed
facing the street.
5. NFPA 13D, Section 4-6, 1996 Edition, is amended to read: Attics containing
forced air units shall have installed, one or more 212-degree sprinkler heads
adjacent to the forced air unit. Sprinklers may be omitted from crawl spaces,
floor/ceiling spaces, and other concealed spaces that are not used or
intended for living purposes or are not accessible for storage.
6. Fire Department connections shall be located within ten (10) feet of the curb

and shall be mounted no lower than 24 inches or no higher that 36 inches
from finished grade.
7. NFPA 13D, Exception No.3, Section 4-6, 1996 Edition, is amended to read:
Garages shall have installed quick response heads (residential quick
response heads not permitted). An eight (8) inch lintellsoffitt shall be installed
in any garage ceiling with greater than four (4) heads. There shall be no
more than four (4) heads in the soffitt area.
SECTION 12. That Section 3115.10 is hereby amended to read as follows:
3115.10. ADDITION. Section 1003.2.9.1 is hereby added to Article 10 of
the Uniform Fire Code to read as follows:
1003.2.9.1 GROUP R DIVISION 3 OCCUPANCIES. An automatic fire
sprinkler system shall be installed in all new one and two family dwellings, regardless of
type of construction. Sprinkler systems shall comply with the 1996 NFPA 13D Standard
and local amendments, as determined by the Fire Chief.
1. REQUIREMENTS FOR INSTALLATION
1.1 All fire sprinkler systems shall be installed by California State
licensed C-16 contractors.
1.2 A complete set of working drawings and hydraulic calculations shall
be submitted to the Arcadia Building Services. Working drawings
and calculations shall conform to NFPA 13, Section 6-1, 1996
Edition.
1.3 Plans must be submitted AND approved prior to the installation of
any fire sprinkler system.
1.4 An approved set of plans shall be maintained on the job site at all
times, available to the Fire Inspector.
1.5 Flow switch shall be connected to horn and strobe, located directly
outside each sleeping area.
1.6 Flow switch and smoke detectors shall be interconnected to visual
and audible alarm.
2. MAINTENANCE

2.1 The owner is responsible for the maintenance and repair of the
sprinkler systems at all times. The sprinkler contractor shall provide
the owner with a copy of NFPA 25 or appropriate NFPA Standard at
the time of final inspection.
2.2 All NFPA 13 systems shall be certified by a state licensed fire
protection company every five (5) years from the date of installation.
SECTION 13. That Section 3115.11 is hereby amended to read as follows:
3115.11 ADDITION. Section 1003.2.10 is hereby added to Article 10 of
the Uniform Fire Code to read as follows:
1003.2.10 RETROFIT OF FIRE SPRINKLERS. An approved
automatic fire sprinkler system shall be installed in existing buildings, including
any additions thereto, in the occupancies and buildings as set forth in the
section.
1. In all buildings when an addition results in the total floor area of
the building equaling or exceeding 2,500 square feet, or for an
addition to any building over 2,500 square feet.
EXCEPTION: Group R-3 Occupancies
2. In all Group R-1 Occupancies when an addition results in
additional guestrooms or dwelling units.
3. In all buildings over 2,500 square feet except Group R-3
Occupancies when the building has been vacant over six (6)
months or has experienced a change in occupancy. For the
purpose of this section, an approved automatic fire sprinkler
system shall be installed in said building within twelve (12)
months from the permit application date.
4. In all Group R-3 Occupancies when enlarged by fifty (50) percent
or more due to an addition.
5. In all Group R-3 occupancies when fifty (50) percent or more of
the building is affected by a combination of remodel, repair,
rebuild or additions as defined in the building code.
6. In all Group R-3 Occupancies when a second store addition

comprises fifty (50) percent or more of the existing roof area as
measured from the top plate.
SECTION 14. Section 3115.21 is hereby added to read as follows:
3115.21. AMENDMENT. Section 1007.2.9.1.7 in the Uniform Fire Code
is hereby amended to read as follows:
1007.2.9.1.7 SMOKE DETECTORS. Smoke detectors shall be installed
in basements, attached garages, and accessory buildings attached to residences in
addition to the requirements as outlined in the Uniform Building Code. The smoke
detectors shall be interconnected and activate all within the structure when anyone of
the devices is activated. If the occupancy is provided with a residential auto fire
sprinkler system (13D) the smoke detectors shall be interfaced with the signaling device
or devices as required.
SECTION 15. That Section 3115.l9is hereby amended to read as follows:
3115.19. ADDITION. Item NO.6 is hereby amended to read as follows:
6. A motor vehicle fuel dispensing station shall not be installed or maintained
on any dwelling, property, apartment house, lodging house, or hotel
property. No person shall dispense any flammable liquid or liquefied
petroleum gas directly from an underground storage tank, above ground
tank, drum, liquefied petroleum gas, or portable firefighting source, directly
into the fuel tank of a motor vehicle or any container while on any
premises which has a dwelling unit or units, apartment house, lodging
house or hotel.
SECTION 16. That Section 3116.5 is hereby amended to read as follows:
3116.5 NEW MATERIALS, PROCESSED OR OCCUPANCIES WHICH
MAY REQUIRE PERMITS. The City Manager, Building Official, Fire Chief, and Chief of

the Bureau of Fire Prevention shall act as a committee to determine and specify, after
giving affected persons and opportunity to be heard, any new materials, processes or
occupancies, for which permits are required in addition to those now enumerated in said
code. The Chief of the Bureau of Fire Prevention shall post a list of permitted use's in a
conspicuous place in City Hall and the Fire Department and distribute copies thereof to
interested persons.
SECTION 17. That Section 3120.3 is hereby amended to read as follows:
3120.3 FIRE ZONE NO.1. Fire Zone NO.1 shall include all real property in
the City which has been or may hereafter be classified as, changed to or placed in
Zones CoO, C-1, C-2, C-M, CC, CBD or CPD-1 under, pursuant to and in accordance
with the provisions of Chapter 2 of Article IX.
SECTION 18. That Section 3131.1 is hereby amended to read as follows:
3131.1. STORAGE OF FLAMMABLE LIQUIDS. Storage of flammable
liquids in outside aboveground tanks is prohibited except as outlined in Section No. 4
Code Adoption. See section 7904.2.5.4.2. or Section 7902.2.2.1. The limits in which
storage of flammable liquids in outside aboveground tanks is prohibited are hereby
established as the boundaries of the City as the same now exist or as the same may at
any time hereafter exist. Aboveground tanks may be permitted on a case by case basis
with approval of the Chief.
EXCEPTION: WASTE OIL. Waste oil may be stored in approved
containers within Fire Zone No.1 and Fire Zone NO.2 only. Storage not to exceed 500
gallons water capacity. Installation to be approved by the Fire Department.
SECTION 19. That Section 3131.3 is hereby amended to read as follows:
3131.3. SAME. All real property in Fire Zone NO.1 which has been or may
hereafter be classified as, changed to or place in Zones CoO, C-1, C-2, CoM, CC, CBD
or CPD-1 shall be limited to not more than 500 gallons water capacity.
SECTION 20. That Section 3132.1 is hereby amended to read as follows:
3132.1 HAZARDOUS MATERIALS ABATEMENT. Clean up or Abatement;
Liability for cost.
SECTION 21. That Section 3134.1 is hereby amended to read as follows:

3134.1. BUILDING CONSTRUCTION - GENERAL. Buildings or structures
hereafter erected or constructed in Fire Zone No. 4 shall have exterior construction
equal to or greater than a one-hour fire resistive rating except as exempted by Arcadia
Municipal Code Section 3701.2.
SECTION 22. That Section 3134.4 is hereby amended to read as follows:
3134.4. PROJECTIONS FROM BUILDINGS. Canopies, eaves and
architectural projections shall be constructed of noncombustible materials or be one-
hour fire resistive construction except as exempted by Arcadia Municipal Code Section
3701.3.
SECTION 23. That Section 3134.6 is hereby amended to read as follows:
3134.6. EAVES. Eaves projecting from the exterior wall shall be protected
on the underside with materials approved for one-hour fire resistive construction or shall
be of heavy timer construction except as exempted by Arcadia Municipal Code Section
3701.3.
SECTION 24. That Section 3140.2 is hereby amended to read as follows:
3140.2. HELIPORTS, HELISTOPS AND HELICOPTER CRANE
OPERATIONS. No person shall establish or maintain any heliport or helistop, except as
permitted by the Fire Code as adopted by this section, nor shall any person or persons
make any landings or takeoffs on an occasional basis nor engage in any helicopter
crane operation without first complying with the provisions of Article 24, Uniform Fire
Code, 1997 Edition. The Chief is hereby empowered to adopt and enforce reasonable
rules and regulations to provide safety to persons and property during the performance
of any operation described in this Section.
SECTION 25. That the City Clerk shall certify to the adoption of this Ordinance
and shall cause the same to be published in the official newspaper of said City within
fifteen (15) days after its adoption.
