UTILITIES WITH CALIFORNIA DEPARTMENT OF TRANSPORTATION - TRAFFIC
SIGNALS AND SAFETY LIGHTING
RESOLUTION NO. 5465
Historically, local jurisdictions, Los Angeles County and CALTRANS have shared
in the cost of power and maintenance of street lighting and traffic signal
facilities located on roadways and intersections under joint jurisdiction. In
the case of such joint financing with CALTRANS, the authorization for such
participation is broadly covered in a maintenance agreement approved by the
City in 1972.
CALTRANS recently concluded that the present procedure is too informal and
does not clearly define joint responsibilities in this regard. Attached
hereto is a letter of request and an Agreement which defines more precisely
our respective responsibilities regarding the proration of power and
maintenance for the facilities that are listed on Exhibit A. Based on current
billing, the approximate cost to the City is between $900 and $1 ,000 and as
stated above, the City has been paying a prorata share consistent with the
cost distribution as indicated on Exhibit A.
It is therefore recommended that the City Council adopt Resolution No. 5465
approving said Agreement and authorizing the Mayor and City Clerk to execute
same in a form approved by the City Attorney.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, APPROVING AGREEMENT FOR COST-SHARING OF STATE
HIGHWAYS IN THE CITY OF ARCADIA
WHEREAS, the State of California, through its Department of
Transportation has presented an Agreement for cost sharing of the State
highways in the City of Arcadia effective as of , 1989 and to
remain in effect until amended or terminated.
WHEREAS, the City Council has heard/read said Agreement in full
and is familiar with the contents thereof:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . •That said Agreement for Cost Sharing of the State
Highways in the City of Arcadia is hereby approved and the Mayor and the City
Clerk are directed to sign the same on behalf of said City.
SECTION 2. That the City Clerk shall certify to the adoption of
this Resolution.

Attached are two copies of an agreement for sharing cost of
utilities between the City and State on a pro-rata basis.
Please have the City officials execute their portion of the
Agreement and attach an adopted resolution approving the
Agreement. Upon completion, please return both copies of the
Agreement to the District for final processing.
When the Agreement has been signed by the State, we will return a
fully executed 'copy for your files.

CITY OF ARCADIA
THIS AGREEMENT, made and executed in duplicate this
day of ,19 , by and between the State of California,
acting by and through the Department of Transportaton, hereinafter referred
to as "STATE" and the CITY of ARCADIA hereinafter referred to
as "CITY".
W I T N E S S E T H :
AGREEMENT
This Agreement shall supersede any previous AGREEMENT FOR SHARING COST IN THE
CITY OF ARCADIA and/or AMENDMENTS thereto with the CITY.
ELFX.'TRICAL
This includes all STATE operation and maintenance work performed on highway
electrical facilities including flashing beacons, traffic signals,
traffic-signal systems, safety lighting and sign lighting.
Basis for billing:
It is agreed that monthly billings for flashing beacons, traffic
signals and traffic-signal systems shall be established as follows:
o Labor (plus overhead assessment), other expense, and
electrical energy will be based on actual intersection
cost.
o Equipment and Materials will be made on a pro rate
basis by type of installation; flashing beacons;
fixed-time signals; traffic-actuated signals.
It is agreed that monthly billings for safety lighting and
sign lighting shall be established as follows:
o Labor (plus overhead assessment), other expense, and
electrical energy will be based on calculated unit
costs.
o Equipment and materials will be based on calculated unit
costs.
It is agreed that monthly billings for utility-owned and maintained
lighting will be based on calculated unit costs derived from utility
company billings.
The cost of operating and maintaining flashing beacons, traffic signals,
traffic-signal systems, safety lighting, and sign lighting now in place at the
intersection of any State highway route and any CITY street/road shall be
shared as shown on Exhibit A.
Exhibit A will be amended as necessary to reflect changes to the system.

This Agreement shall become effective and shall
remain in full force and effect until amended or terminated.
The Agreement as above may be amended or terminated at any time upon mutual
consent of the parties thereto. This Agreement may also be terminated by either
party upon thirty (30) days' notice to the other party.
