ORDINANCE NO. 2137
AN ORDINANCE OF THE CITY COUNCil OF THE CITY OF
ARCADIA, CALIFORNIA AMENDING THE ZONING CODE OF THE
CITY OF ARCADIA TO REZONE THE PROPERTIES lOCATED AT
2606, ,2615 GREENFIELD, 2601, 2600, 2607 lEE AVENUE, 2601
AND 2600 SECOND AVENUE, 2601 AND 2600 THIRD AVENUE,
2601 AND 2536 FOURTH AVENUE FROM R-2 TO R~1 7,500, ZONE
CHANGE CASE Z-OO-001

WHEREAS, this zone change was initiated by the City to rezone the properties
generally located at 2606 and 2615 Greenfield; 2600, 2601 and 2607 lee Avenue; 2601
and 2600 Second Avenue; 2600 and 2601 Third Avenue; and 2536 and 2601 Fourth
Avenue from R-2to R-1 7,500.. Community Development Division Case No. Z-OO-001,
more particularly described in the attached Exhibits A and B; and
WHEREAS, on August 22, a public hearing was" held before the Planning
Commission on said matter at which time all interested persons were given full
opporturiityto be heard and to present evidence; and
WHEREAS, the Planning Commission Voted 3 to 0 with two members absent to
recommend to the City Council approval of Zone Change Z-OO-001; and
WHEREAS, on October 3, 2000: the City Council held a 'public hearing 'on said
zone change; and
WHEREAS, as part of the record of this hearing, the City Council reviewed and
considered: .

1. All staff reports and related attachments and exhibits submitted by the
Community Developmenfbivision of the Development Services Department to the City
Council;
2. The record of tHe Planning Commission hearing regarding zone change Z-
00-001; and
3. All letters, information and material presented as part of the public
testimony at the City Council public hearing on October 3, 2000, including the staff
report, the "environmental documents, including the Negative Declaration and all
documentation presented at the public hearing; and

WHEREAS, the above recitals are hereby incorporated as part of the findings set
forth below.
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF ARCADIA,
CALIFORNIA, DOES ORDAIN AS FOllOWS:
Section 1. That the factual data submitted by the Development Services
Department in the attached report is true and correct.
Section 2. The City Council finds:
1. That the approval of this zone change will not be detrimental to the public
health or welfare or injurious to the property or improvements in such zone or vicinity.
2. That the proposed zone change to R-1 7,500 is consistent with the General
Plan designation of Single-Family Residential 0-6 du/ac and is compatible with the
zoning of the residential neighborhoods to the north.
3. That the evaluations of the environmental impacts as set forth in the
environmental checklist form are appropriate; that a Negative Declaration has been
prepared for this project which adequately addresses all potential environmental
impacts; and that this project will not have a significant effect on the environment; that
when considering the record as a whole, there is no evidence that this project will have
any potential for adverse effect on wildlife resources or the habitat upon which the
wildlife depends.
Section 3. That for the foregoing reasons, the City Council approves this zone
change from R-2 to R-1 7,500 on Zoning Map 9233.21 of the City with respect to those
certain properties described in the recitals of this Ordinance.
Section 4. That Ordinance No. 2126, an interim ordinance prohibiting approval
of certain land use entitlements and permits on the subject properties until completion of
a land use study and adoption of amendments to the City's land use regulations for said
properties, shall expire upon the effective date of this Ordinance.
Section 5. The City Clerk shall certify to the adoption of this Ordinance and
shall cause a copy of the same to be published in the official newspaper of said City
within fifteen (15) days after its adoption.
