SECTION 1., That Section 6 of Ordinance No. 431 of the City of
Arcadia, entitled, "An Ordinance of the City Council of the City of
Arcadia creating and establishing a personnel system for ,said City",
adopted J.Iarch ~;, 1940, and as amended by Ordinance No. 571 of the City
of Arcadia, entitled, "An Ordinance of the City Council of tho City of
Arcadia amendinG Ordinance No. 431 of the City of Arcadia partain;;'r.g
to the personnel system of said City, and repealinG Section 1, of
Ordinance No. 493 of said City," adopted January 15, 1946, be and the
same is hereby amended to read as followg:
"Section Ei. ADOPTIO?l OF RULES. In addition to such otherr matters
as may be nece~lsary and proper ito carry out the intent and purpose
of this Ordinance, rules shall be formu~ated by the Personnel Board,
and shall be adopted by the City Council establishinG specific procedut'es
to Govern the followinG phases of the Personnel Program:
(a) The preparation, installation, revisions and maintenance of
a position classification plan coverinr; all positions in the competitive
service.
(b) The formulation of minimum standards and qualifications for
each class of position, provided, however, that said standards and
qualifications shall require that any applicants for any of the classes
of position shall: (1) Have an education equivalent to that represented
by completion of the twelfth grade; (2) Be a qualified voter of the
state of California in order to be elir;ible for examination for said
competitive service. (3) The minimum ae;e for appointment as palicema:1
or fireman shall be twenty-one, and the maximum aGe fOl' such appointment
shall be forty; provided, however, that in all instances where the
applicant is otherwise eligible and has served in the i.iilitary Forces of
the United States during any period in \"Ihich it has been enga8ed in \7al~,

the maximum age for appointment to such applicant shall be extended
beyond forty years for a period of time eq,lal to that so served by suoh
applicant in said Military Forces; prOVided that said maximum age
shall not apply to promotional examinations or appointments within the
respective departments.
(c) The public announcement of vacancies and examinations and tlle
acceptance of applications for employment.
(d) The preparation and conduct of examinations and the estab-
lishment and use of employment lists containir.g names of persons eligi-
ble for appointment.
(e) The certification a nd appointment of persons from employment;
lists to fill vacancies and the making of temporary and emergency appoint-
ments.
(f) The evaluationof ~oyees during the probationary period.
(g) Thetransfer# promotion, demotion and reinstatement of em-
ployees in the competitive service.
(h) Too separation from the service of employees through lay-off,
suspension, dismissal and for incapacity to perform required duties.
(i) The i3tandardization of hours of work, attendance and leave
regulations, wc)rking conditions and the development of employee morale,
welfare and training.
( j) The Inaintenance and use of necessary records and forms".
SECTION 2.. The City Clerk shall certify to the adoption of this
Ordinance and prior to the expiration of fifteen (15) days from the
passage thereof, shall cause the same to be published once in the Arcadia
Tribune and Ar(:adia News, a newspaper of general circulation, published
andcirculated in the City 0 f Arcadia, and thirty (30) days from and after
the final passage thereof s aid Ordinance shall take effect and be in
force.
