ORDINANCE NO, 777
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DESIGNATING CERTAIN PORTIONS OF SAID CITY AS
AREAS OF FIRE HAZARD, PROVIDING FOR RESTRICTED ENTRY THEREON
AND PROVIDING FOR A PENALTY FOR THE VIOLATION THEREOF.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN
AS FOLLOWS:
SECTION 1.. The following described areas wi thin the corporate
limits of the City of Arcadia are hereby designated as areas of public
dEll. ger, risk and hazard from fire and subject to great and unusual
damage through fire and resulting erosion, towit:
All that portionof the City of Arcadia lying within the
following described exterior boundary line beginning at the
intersection of the East City boundary line with the North
line of Tract No. .6341 as shown on Map recorded in Book 104,
Page 21 of Maps, Records of Los Angeles County; THENCE West
to the Northwest corner of said Tract; THENCE South along the
West line of said Tract to a point 150 feet North of the
Easterly prolongation of the North line of Sycamore Avenue;
THENCE West along a line parallel with and distant 150 feet
North of said prolongation and the North line of Sycamore Avenue
to the CEJIlter line of Santa Anita Wash; THENCE Northerly on
said center line to the south line... of Block 95 Santa Anita Tract
as shown on Map recorded in Book 34, Pages 41 and 42, Miscellaneous

Records of said County; THENCE West to the Southwest corner of
Lot 7, of said Block and Tract; THENCE North along the West line
of Lot 7 and 6 of said Block and Tract to the Southeast corner
of Tract No. 13367 as shown on map recorded in Book 313, Pages
6, 7 and 8 of Maps, Records of said County; THENCE northerly
along the Easterly line of said Tract 13367 and Tract No. 10725
as shown on Map recorded in Book 323, Pages 42 Ed 43 of Maps,
records of said County, to the North line of Grand View Avenue;

THENCE West along said North line to the West City boundary;
THENCE North, East and South along the City boundary to the point
of BEGINNING,
SECTION 2. It shall be unlawful for any person, other than those
persons hereinafter expressly excepted, to go or be upon any lands
within the above-described areas, except upon public highways, between
the 1st day of July and the 1st day of December of each year, unless
such person holds a permit from the Chief of the Fire Department so to do.
It is not intended hereby to prohibit the owners of properties within the
above-described areas, and residents therein, and their guests and in-
vitees, from going or being upon such properties.
The City Council, by resolution, may remove the above limitation
on the use of said areas, or any portion thereof, during any year, in
the event said City Council determines, by reason of early rains or other
circumstances, that a fire risk or hazard no longer exists in such areas.
SECTION 3. The Chief of the Fire Department is hereby authorized to
receive applications for permits hereunder and to make an investigation,
and after such investigation to determine whether or not such a permit
may be issued without endangering the public safety or creating a fire
hazard. In the event that after the issuance of any such permit con-
ditions change so far that the further use or exercise thereof is a.
source of public danger or fire hazard, the permit therefor may be re-
voked forthwith by said Chief of the Fire Department.
SECTION 4. That any person violating any of the provisions of this
Ordinance shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be punishable by a fine not exceeding Three hundred
($300.00) Dollars, or by imprisonment in the City Jail of said .:City of
Arcadia, or in the County Jail of s aid County of Los Angeles, State of
California, at the discretion of the committing magistrate, for a period
not exceeding three (3) months, or by both such fine and imprisonment.

SECTION 5. This Ordinance is urgently required for the preser-
vat ion of the public peace, health and safety, and the facts consti-
tuting such urgency are as follows: the presence of transient and
unauthorized persons in and upon the aforementioned areas, which are
located in a mountainous region covered with brush and inf.lammable ma-
terial, within the City of Arcadia, during the specified periods have
created, and caused, and continue to create and cause, an unusually high
fire hazard which constitutes a menace to the peace, health and safety
of the inhabitants of said City.
SECTION 6,. The City Clerk shall certify to the adoption of this
prior to the expiration of fifteen (15) days from the passage thereof,
Ordinance, and/shall cause the same to be published once in the Arcadia
Bulletin, a newspaper published and circulated in said City of Arcadia,
and thereupon and thereafter the same shall take effect and be in force.
I HEREBY CERTIFY that the foregoing Ordin!l1 ce was adopted at a
regular meeting of the City Council of the City of Arcadia, held on the
2nd day of August, 1949, by the affirmative vote of at least three
Councilmen, towit:
