SUBJECT: ACCEPT ALL WORK PERFORMED BY GENTRY BROTHERS INC. FOR
THE REHABILITATION OF WESTBOUND HUNTINGTON DRIVE
BETWEEN HOLLY AVENUE AND BALDWIN AVENUE AS COMPLETE
AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN
ACCORDANCE WITH THE CONTRACT DOCUMENTS

SUMMARY
On July 19, 2011 the City Council awarded a contract to Gentry Brothers Inc. in the
amount of $462,930 for the Rehabilitation of Westbound Huntington Drive between
Holly Avenue and Baldwin Avenue and authorized a 10% contingency. There were
three (3) change orders increasing the total contract by $26,564.20.
The terms and conditions of this project have been complied with and the required work
has been performed to staff's satisfaction for a final cost of $489,494.20. Staff is
recommending that the City Council accept the project as complete and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
The City's Pavement Management Program, which analyzes the existing condition of
the street pavement, identified the Huntington Drive westbound lanes between Baldwin
Avenue and Holly Avenue as the highest priority street for repair with a Pavement
Condition Index (PCI) rating of 37 (100 being best and zero being worst). The City
annually appropriates approximately $600,000 in Proposition "C" funding for arterial
street pavement projects. Because Huntington Drive is extremely wide, it is difficult to
fund a project of a significant length in one fiscal year, so the street was divided into two
projects over two separate years. The eastbound segment of Huntington Drive was
rehabilitated in the summer of 2006 and the westbound segment was completed this
summer.

DISCUSSION
Work began on Thursday, August 8, 2011 and was complete by Friday August 26,
2011. There were three (3) contract change orders (see table below) increasing the
contract amount by a total of $26,564.20 which is six percent (6%) over the original
contract. Fifty percent (50%) of the total contract change orders was an extra cost to
install conduits for fiber optic communications to traffic signals. The conduits were
planned for a future Capital Improvement Project; however, staff decided to install them
now before paving for efficiency and to keep future costs down. The remaining change
order costs were due to unforeseen conditions, buried interfering utilities, and
adjustments to bid item quantities to reflect actual quantities.

The contractor performed the work successfully, quickly and the structural integrity was
restored to the pavement. Costs were within budget and the construction caused only
minor disruption to businesses and residents.
FISCAL IMPACT
This project was included in the fiscal year 2010/11 Capital Improvement Program with
a budget of $600,000 in Proposition C funding. Sufficient funding is budgeted for all
project costs.
RECOMMENDATION,
That the City Council accepts all work performed by Gentry Brothers, Inc. for the
Rehabilitation of Westbound Huntington Drive between Holly Avenue and Baldwin
Avenue as complete and authorize the final payment to be made in accordance with the
contract documents.
