DATE: October 18, 2011

Prepared by: Jeannette Flores, Senior Human Resources Analyst
SUBJECT: REVISED CLASSIFICATION SPECIFICATIONS FOR LIBRARY AIDE I
(PART-TIME) AND LIBRARY AIDE II (PART-TIME).
Recommendation: Approve
SUMMARY
It is recommended the City Council approve the revisions to the existing classification
specifications of Library Aide I (Part-Time) and Library Aide II (Part-Time).
BACKGROUND
At the request of the Director of Library and Museum Services, a classification audit was
conducted on two separate classifications. The class specifications reviewed were
Library Aide I (Part-Time) and Library Aide II (Part-Time). As a result of the
classification audit, minor changes were recommended to both of these specifications to
insure a more accurate description of the duties and experience requirements and to
assist with employee retention efforts. Additionally, staff has recommended these
positions be combined into one classification specification and added to the City's
Flexible Staffing series.
The classification specifications were approved by the Human Resources Commission
on July 14, 2011.
DISCUSSION
Library Aide I (Part-Time)
The Library Aide I is a part-time entry level classification with primary responsibilities in
performing a variety of routine library duties.
The proposed job description reflects a few minor updates to the class specification so
that it more accurately reflects the essential duties of the position.

Library Aide II (Part-Time)
The Library Aide II classification is a part-time journey level position that performs support
functions for various sections of the library, processes library materials, checks materials in
and out of the library, assists patrons with the use of technology and provides general
assistance.
The proposed job description reflects a few minor updates to the class specification to
more accurately reflect the essential duties of the position and aid in employee retention
efforts. The Director of Library and Museum Services has requested the requirement to
have one year of experience as a Library Aide I and be classified as a flexible staffing
position. Flexible staffing allows a department head the discretion to advance an
incumbent to a higher level position in the same classification series if the following
criteria are all met:
1. There is a need in the department operations that warrants the filling of the
higher-level flexible staffing classification.
2. There are sufficient funds in the department budget to fund the additional costs
related to filling of the higher-level flexible staffing classification.
3. The employee in the entry-level classification in the flexible staffing series
meets all of the requirements for the higher-level classification.
4. The employee in the entry level classification in the flexible staffing series has
received sufficient training to prepare the employee to be assigned the duties
and responsibilities of the higher-level classification.
5. The employee in the entry-level classification in the flexible staffing series has
successfully completed a probationary period (one year of employment for "At
will" employees) and has received successful performance reviews.
Over the last few years, incumbents in the Library Aide I position have shown
tremendous professional growth and the department would like to maintain access to
these qualified individuals by promoting these incumbents.
FISCAL IMPACT
There is no fiscal impact.
