ORDINANCE NO. 782.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, AMENDING ORDINANCE NO. 014 OF SAID
CITY, ESTABLISHING CERTAIN REGULATIONS WITHIN
SAID CITY WITH REFERENCE TO THE DISSEMINATION
OF WRITTEN OR ~RINTED MATTER RELATING TO HORSE
RACING AND O'l'HER CONTESTS, AND DECLARING THE
URGENCY HEREWITH, TO T AIm EFFECT IMMEDIATELY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That a new Section, to be known and desig-
nated as "Section 4A" shall be and the same is hereby added to

Ordinance No. 614 of the City of Arcadi~, entitled: "An Ordi-
nance of the City Council of the City of Arcadia, California,
establishing certain~egulations within said City with refer-
ence to ~he dissemination of wri~ten or printed matter relating
to horse races and other contests", adopted on ~he 3rd day of
December, 1946, and which said new Section 4A shall read as
follows, ~o wit:
"SECTION 4A. That notwithstanding any of the other pro-
visions of this ordinance, and effective as of, on and after
the ~th day of December, 1949, and in view of the experience

reference to the subjects referred to in this ordinance, since
its adoption, the following further rules and regulations are
hereby established with reference to said subjects, and it shall
be unlawful for any person ~o violate, or fail to comply with,
the same, or with any of them, to wit:
No dissemination or distribution of information sheets
or materials, contemplated by or referred to in this ordinance
(other than those excepted in Section 2 of this ordinance),
shall be made within the City of Arcadia by throwing any such
information sheets or materials at a vehicle or any occupant
thereof 011 a pUblic street or highway within said City.

The Chief of Police is hereby authorized ~o instantly revoke
the license of any approved information licensee who violates
any of the provisions of this section, in the same manner and
subject to the same procedures as are provided in the case of
other revocations under the provisions of Section 6 of this
ordinance. "
SECTION 2. That said Ordinance No. 614 is hereby amend-
ed as hereinabove in Section 1 of this ordinance set forth.
SECTION ~. It is hereby declared that this ordinance
is an urgency ordinance for the immediate preservation of the
public peace, health and safety and shall take effect upon its
passage. The facts constituting such urgency are as follows:
A horse-racing meet will be held and conducted in the City of
Arcadia commencing on December 28, 1949, and continuing for a
period of several months, and during said horse-racing meet
there w ill be a daily influx into said City of from 20,000 to
70,000 persons, in addition to the normal population of the
City, Which persons come to and leave the City generally by
t\) I automobile or bus, thus causing a seriously aggravated traffic

Q\\\)' \I. and policing problem which is considerably affected and augment-
ed by the dissemination or distribution of the aforementioned
information sheets or materials in and about the public streets
of the City of Arcadia. The immediate preservation of the
public peace, health and safety, requires that the aforesaid
dissemination or distribution of information sheets or materials
be controlled by the regulations provided in this ordinance
in order that the public health and safety will not be menaced
by the use of the public streets in said city for such purposes.
It is therefore necessary that this ordinance shall take effect
upon ios passage.

SECTION 4. The City Clerk shall certify to the adop-
tion of this ordinance and pr.~or to the expiration of fifteen
(15) days from the passage thereof shall cause the same to be
published once in the Arcadia Bulletin, a newspaper of general
circulation, published and circulated in the City of Arcadia.
I rlllREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City
of Arcadia, held on the 20th day of December, 1949, by the af-
firmative vote of at least four Councilmen, to wit:
