ORDINANCE NO. 703
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA
AMENDING SECTION :5: OF ORDINANCE NO. 674 OF SAID CITY,
ADOPTED OCTOBER 21, 1947, REGULATING AND LICENSING PRIVATE
PATROLS IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. That Section 3 of Ordinance No. 674 of said City
of Arcadia entitled "An Ordinance of the City Council of the City
of Arcadia regulating and licensing private patrols in the City
of Arcadia", adopted October 21, 1947, be and the same is hereby
amended to read as follows:
"SECTION 3., Upon the approval of such application by the City
Council the applicant shall present same to the City Clerk accompanied
by a bond, with a good, sufficient and reliable surety satisfactory
to the Council, in the penal sum of One Thousand Dollars ($l,OOO.OO)
which bond shall inure to the benefit of any person, firm or cor-
poration who may suffer loss or damage by reason of any act of ap-
p1icant, and upe,n the payment by the applicant of a license fee of
$.50.00, a license shall be issued to the applicant by the City Clerk
for such period of time not exceeding one year as the Council may
fix.
When the Chief of Police shall have issued any permit under the
terms of this Ordinance, the same may be revoked at any time there-
,after by said Chief of Police, with the approval of the City Council,
if said Chief of Police becomes satisfied that the management, conduct-
ing or carrying on of such private patrol does not or will not comport
with the public welfare, or that said private patrol has been con-
ducted in an illegal or ~mproper manner. Said Chief of Police may
make rules, subject to the approval in writing of the City Council,
may revoke or suspend permits issued for the management, conducting or
carrying on of any such occupations when the manager or person or
persons in charge thereof violates or permits any infraction of any
such rules, or any law of the United States, or of the State of

California, or any ordinance of the City of Arcadia; provided, how-
ever, that ho permit issued under authority of this section for the
management, conducting or carrying on of any such private patrol and
no license issuod under the authority of Section 3 hereof shall be
revoked unless a hearing and notice thereof be given the permittee
and licensee, pI'ovided further, that any such permit may be temporarily
suspended by a y~itten order signed by the Chief of Police, a copy of
which order shall be transmitted to the City Council within twenty-
four hours after its issuance. Such suspension shall continue until
the next meeting thereafter of the City Council. The City Council
may continue such temporary suspension in effect pending consideration
thereof."
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance and cause the same to be published once in the Arcadia
Tribune and Arcadia News, a newspaper of general circulation, printed
and pUblished in this City, within fifteen (15) days after the date
of its adoption, and said Ordinance shall become effective and be in
force thirty (30) days fl;'om and after the date of its final adoption.
I HEREBY CERTIFY that the foregoing Ordinance was adopted at a
regular meeting of the City Council of the City of Arcadia, held on
the 6th day of April, 1948, by the affirmative vote of at least three
Councilmen, to wit:
