RESOLUTION NO. 5595
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA, ESTABLISHING
COMPENSATION AND RELATED BENEFITS FOR THE
POSITIONS OF FIRE CAPTAIN, FIRE ENGINEER,
DEPUTY FIRE MARSHAL, FIREFIGHTER/PARAMEDIC
AND FIREFIGHTER FOR THE FISCAL YEARS
1991-92, 1992-93 AND 1993-94
(ARCADIA FIREFIGHTERS' ASSOCIATION)
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. Effective June 30, 1991, the Salary Schedule
shall be improved for the following classifications in the amount
specified below:
Fire Captain - 7%
Deputy Fire Marshal - 7%
Fire Engineer - 6%
Firefighter/Paramedic - 6%
Firefighter - 5%
Effective December 29, 1991, the Salary Schedule shall be
improved by 2% for the classifications listed above.
Effective June 28, 1992, the Salary Schedule shall be
improved by 4% for the classifications listed above.
Effective December 27, .1992, the salary Schedule shall be
improved by 3% for the classifications listed above.
Effective June 27, 1993, the salary Schedule shall be
improved by 3% for the classifications listed above.
Effective December 26, 1993, the Salary Schedule shall be
improved by 4% for the classifications listed above.
SECTION 2. Effective June 30, 1991, for the classifications
listed in section 1 above, the City shall provide sufficient
health and dental insurance to meet the employees' needs such
that employees without dependents shall receive coverage for
themselves with contributions not to exceed $22ljmonth.
Employees with one dependent shall receive coverage for
themselves and their dependent with contributions not to exceed
$409jmonth. Employees with two or more dependents shall receive
up to $500jmonth towards the cost of premiums. No employee shall
receive any refund or rebate as a result of the cost of the
premium being less than the City contribution. If the premium
cost of a health and dental plan exceeds the City's contribution,
the employee shall pay through payroll deduction the difference
between the monthly premium and the amount contributed by the
City.
Effective July 1, 1992, the health insurance contributions
shall not exceed the following:
$243jmonth for a single employee
$450jmonth for an employee plus 1
$560jmonth for family coverage
Effective July 1, 1993, the health insurance contributions
shall not exceed the following:
$267jmonth for a single employee
$495jmonth for an employee plus 1
$635jmonth for a family coverage
SECTION 3. Effective June 30, 1991, the City shall
establish an education incentive bonus. Qualified employees who
possess an Associate of Arts degree shall receive an additional
2 1j2% as their regular salary. Employees who possess a Bachelor
Arts or Sciences degree shall receive an additional 5% as their
regular salary.

Effective June 30, 1991, for the classifications listed
above, employees who have completed a year of service on D-Step
on the Salary Schedule shall progress from Step D to EStep.
Employees shall qualify for the 2 1/2% education bonus when
they have satisfied the basic education and training requirements
by one of the following methods:
1. The sworn employee shall have been awarded an Associate
in Arts or Associate in Science Degree in Fire ,Science,
Fire Administration or related field by an institution
accredited by the California Department of Education.
2. The sworn employee shall have 60 or more college units
acceptable to a college or university which is
accredited by the California Department of Education
towards a Baccalaureate Degree and have completed a
minimum of 20 units in fire related coursework
acceptable to an accredited California Junior College
towards an Associate of Arts Degree in Fire Science,
Fire Administration or related degree.
Employees shall qualify for the 5% education bonus upon
receiving a Bachelor of Arts or Bachelor of Science Degree from
an institution accredited by the California Department of
Education.
Members who qualify for any education bonus shall provide to
the Fire Chief a copy of their transcripts which shows attainment
of the qualifying education. The copy of the transcript shall
then be placed in their personnel file.
SECTION 4. The salary and benefits set forth herein are
predicated on a Memorandum of Understanding (MOU) by the City and
the Arcadia Firefighters Association. At the time of this

Resolution, the MOU is not in final written form. The terms of
this Resolution shall be of no force and effect if the MOU
referred to herein is not signed by July 31, 1991.
SECTION 5. Except as to specific changes set forth in this
Resolution, all other benefits provided in Resolution No. 5420
shall remain in full force and effect.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution.

I, JUNE D. ALFORD, City Clerk of the City of Arcadia, hereby
certify that the foregoing Resolution No. 5595 was passed and
adopted by the city Council of the City of Arcadia, signed by the
Mayor and attested to by the City Clerk at a regular meeting of
said Council on the 2nd day of July, 1991, and that said
Resolution was adopted by the following vote, to wit:
AYES: Councilmember Ciraulo, Fasching, Young and Harbicht
NOES: None
