C BYLAWS
OF
ARCADIA FIREFIGHTERS ASSOCIATION
ARTICLE
• PURPOSE OF THE BYLAWS
log,_1 The Bylaws shall,define, govern, and control the operation of the
Arcadia Firefighters Association, and prescribe and limit the rights and
duties of its members within the limits prescribed by the Constitution.

ARTICLE II
DUES
jigs."1, Regular Membership: The annual dues shall be all-inclusive for member-
ship, and amount to $26 annually.
Sec Associate!Membership: The annual dues shall be all-inclusive for
membership, and amount to $26 annually. Such members shell have no
vote as outlined under Article IV, Section 2, of the Constitution of
the Arcadia Firefighters Association.
S_ ec. 3 Honorary Membership: Such members shall pay no dues and have no vote.
Sew. 4 No assessment shall be levied on any member of the Association, other
than monies paid in as dues, or a vote of approval by two-thirds
majority of the regular membership.

for any member during an approved leave of absence; i.e., military
leave, etc.
Bee. 6 If the condition arises that a member does not pay his dues, he shall
be considered not a member of the Association, and will not qualify
for any of the privileges or benefits reserved for those members in
good standing.
ARTICLE III
DUTIES OF OFFICERS
gem, i The President shall be the Chairman of the Executive Board and shall
preside at all meetings of the Association and Executive Board; shall
be a member, ex officio, of all committees, be they standing committees
or temporary committees. In the event of the death of a member, the
President will act in the capacity of Service Officer for his beneficiary;
he shall be the Chairman of the Betterment Committee; he shall review
periodically the progress•aad records of each of his committees.

See. a The First Vice-President will act as Aide to the President, and in the
absence of the President shall perform the duties of the President. He
shall act as Purchasing Agent for the Association, unless another member
is appointed by the Executive Board to this task. He shall make all
arrangements for the purchase and presentation of gifts or flowers for ,
any sick, injured, or deceased member or the member's immediate family;
and on any other occasion that may arise, when so directed by the
v /t! Execut! a Board. He shall preside as Chairmen of the Wager and Hours
Committel and the Constitution and Bylaws Committee.
Dee. 3- The Second Vice-President shall act as Aide to the President and First
Vice-President, and in the absence of the President and First Vice-
' • President shall perform the duties of the President and First Vice-
President. He shall be Hester-at-Area at Association meetings; he shall
be responsible for the presence of the flag of our country on a standard;
the presentation of refreshments, and raffle items at all Association
meetings,
Sac. 4 The Secretary shall be the general clerical officer of the Association,
and shall keep an accurate record of the proceedings of all meetings of
the Association and of the Executive Board. He shall be prepared to
refer to minutes of previous meetings and shall prepare a summary of
all unfinished business for the President; he shall keep a correct list
of all members, and conduct all correspondence necessary to the Association.
Sac. s The Treasurer shall be the financial officer of the Association, and shall
receive and safely keep all money which comes into his hands as Treasurer.
This officer shall collect and receive all dues and donations, and other
money due and payable to the Association, end shell keep and maintain a
petty cash fund not to exceed $25, and shall deposit the excess with a
bank in the City of Arcadia to the credit of and in an account in the name
of this Association; shall keep proper books of account showing all :mounts '
received and disbursed, and shall sign checks for said Association in
payment of the obligation thereof after said checks have been approved and
signed by the President. At regular intervals, and at least once each •
month, this officer shall submit to the President and members of the
M'sociation at a regular meeting an account of all receipts, disbursements,
end fund balance; and shall in all respects fulfill the functions of said
office.
lee. b The President shall'appoint a committee at the end of each calendar year
to audit the books of account and money.
lee. 1 All outgoing officers shall relinquish all books and records to incoming
'officers, and acquaint them with methods and procedures pertaining to
the office to be filled.
s.. A limit of $25 is hereby placed on any individual purchase made by the
Purchasing Agent. Items costing in excess of that amount up to 450 most
be approved by the Executive Board, and items in excess of $50 shell be
submitted for approval by a vote of the membership at a regular or special
meeting; with the exception of television repair costs, for which the
Executive board has the power to approve the spending of a maximum of $100
for each repair needed.

ARTICLE IV
• DEATH FUND
Sec. 1, A death fund is hereby established. Said fund is to be maintained at
all times at $1,500 or more; whenever said fund is reduced by payments
as hereinafter provided, the officers will transfer sufficient money
from the general fund to bring the death fund to a minimum of $1,500.
Sec. ?, The death fund is to be used only for the purposes hereinafter set forth;
to wit: In the event of the death of any regular or associate member of
the Association, the total sum of $350 will be immediately made available
if needed; first, to his beneficiaries whom he has nominated in writing;
second, to his dependents of his immediate household, if no beneficiaries
are nominated.
Sec. 2-a In the event of the death of any honorary member of the Association, the
• total sum of $200 will be immediately made available if needed; first,
to his beneficiaries whom he has nominated in writing; second, to his
dependents of his immediate household, if no beneficiaries are nominated.
Sec. 3 In the event of the death of any member's wife, or dependent child, the
member shall receive the sum of $100 if needed.
Sec. 4 . In the event of the death of any unmarried member's parent, for the purpose
of helping out with burial expense, the member shall receive the sum of
$100 if needed.
ARTICLE V
REINSTATEMENT
Sec. 1, A former member may be reinstated upon full payment of all back dues,
and a majority vote of the members present at a regular meeting.
ARTICLE VI
DISSOLUTION
Sec. 3, The assets upon dissolution shall not be distributed to the members
of the Association, but to a worthy charity.
ARTICLE VII
MISCELLANEOUS
Sec. 1 Voting by written proxy shall be permissible, except at a meeting of the
Executive Board. Said proxy shall be signed and dated by the member
relinquishing his vote, and shall not be allowed if executed more than
ten days prior to its intended use. Firemen on duty may cast their votes
by telephone. A ballot circulated to the entire membership may be per-
mitted by • majority vote at regular meetings or meetings of the Executive
Board.

Sec. 7C Gifts: Upon'honorable separation through retirement or disability, a
member in good standing will receive an appropriate gift. Retirement
gifts shall be limited to a maximum of $100 per retiree. Gifts to members
for weddings, birthdays, anniversaries, etc. shall be financed through
personal donations.
Sec. 3 Loans of up to $100 may be made to members in good stending upon approval
of the Executive Board, and upon receipt of a signed note from the member. .,,
All loam shall be due and payable within one year from dote of receipt.
Additional loans in blocks of $100 each may be made in accordance with
the above mentioned procedures.
Esc. 4 California State Firemen's Association Representation: Members attending
the C.S.F.A. Conference as delegates from our Association shall receive
a maximum of $150 for one member, or $100 each for two members.
Sec. S, Coordinating Council: The delegate attending shall receive a maximum of
$50 for expenses, if needed.
• Sac. 6 Expenses for all other meetings attended in behalf of our Association
will be reimbursed up to $25.
/IRTICLE VIII
QUORUM
See. 1, At an Executive Board meeting, the five members or their alteraetes shall
constitute • quorum. At a regular meeting, fifteen members present shall s
constitute a quorum. Members on duty and unable to attend regular meetings
may not be considered part of a quorum; however, they may participate by
telephone or by proxy.

LADIES' AUXILIARY GROUP
Sec. 1 A Ladies' Auxiliary, to consist of the wives, mothers, daughters and
lister, of the members of this Association in good standing, or of deceased
members in good standing at the time of their demise, or ladies employed
in the Arcadia Fire Department, is hereby provided for. Said Auxiliary
shall be entirely self-governing, provided that membership requirements
shall be as stated herein as • condition to continued recognition by this
• Association as its Auxiliary.
ARTICLE R
ORDER OF BUSINESS
Sec. 1 The order of business for all meetings shall bet

Sec. 2 Robert's Rules of Parliamentary Procedure shall be used as
authority in conducting all meetings of the Association,
except when In conflict with specific provisions in the
e Constitution or Bylaws.
a ARTICLE XI
AMENDMENTS
• Sec. 1 These Bylaws may be amended, with the exception of Article
VI, by a two-thirds majority vote of those present, or by
proxy, at any regular meeting, or soecifically called meeting
of the membership at large; and providing the amendments
have been submitted to the President in writing containing
the exact wording of any such proposed amendments; and also
providing that proposed amendments shall be posted on all
stations' bulletin boards not less than five days prior to
meeting.
Sec. 2 All amendments shall become effective as per Article VIII,
Sec. 1, of the Constitution.
ARTICLE XII
< AFFILIATIONS
- Sec. 1 The Association may affiliate with any other labor organi-
zation upon the affirmative vote of a majority of votes cast
by the members eligible to vote.
