HomeMy WebLinkAboutMaintenance Services 3 o • Y MAIM ponAls STAFF REPORT MAINTENANCE SERVICES DEPARTMENT December 17, 1996 TO: MAYOR AND CITY COUNCIL FROM: PAT MALLOY, MAINTENANCE SERVICES DIRECTOR SUBJECT: REPORT AND RECOMMENDATION TO AUTHORIZE THE MAINTENANCE SERVICES DEPARTMENT TO FILL ONE VACANCY WITHIN THE DEPARTMENT Summary At the July 16, 1996 City Council meeting, the Council authorized the Department to fill four vacancies in the Department and leave two division head management positions vacant. At that time, staff felt that it could handle the workload, but would periodically evaluate how the Department was doing without the two positions. It has become nearly imperative that additional leadership be brought on board for the Department to continue being effective. Discussion The Department has successfully filled all of the positions authorized by the City Council in July. Two of the four positions were awarded to existing employees and the remaining two are new to the City. Over the past five months, management staff has continued to evaluate the need for additional supervision. The general consensus of the management staff is that the Department is not operating at its fullest potential and is over extended in several areas: • Personnel/Human Relation issues are not being handled effectively. • Coordination and participation in outside regulatory and monitoring agencies related to the water system is not as strong as it could be. • There is insufficient time to conduct effective long range planning and implementation of the water, sewer, storm drain and street tree master plans. • The Director's time is spread too thin among too many projects,organizations, and meetings. As a result Division Superintendent's are not receiving the appropriate amount of supervision that is needed. • Implementation of a GIS (Geographic Information System) has been delayed due to a lack of time for research and program development. LASER IMAGED 1 w y MAYOR AND CITY COUNCIL December 17, 1996 Page 3 The General Services Manager, if hired, will have two primary responsibilities. One, provide supervision for his/her sections. Second, provide management expertise throughout the Department, implementing cost saving activities and processes when and where appropriate. Conclusion From the above analysis, staff feels that at least one of the two manager positions that are currently vacant need to be filled. The General Services Manager would be the preferred position, since the position has greater responsibility over administrative and project management related activities. Fiscal Impact The current salary and benefits for the General Services Manager is $79,552. If authorized, the position would not be filled until April. The City could expect to save approximately $59,663 this fiscal year as a result of the delay in hiring. As the Department prepares for next year's budget, we will evaluate the status of the Field Services Manager position. Appropriations for the General Services Manager position are included in the FY 1996-1997 budget and sufficient funds are expected to be available for FY 1997-1998.The savings this fiscal year,including salary and benefits would be realized in the following manner: General Services Manager Field Services Manager Water Fund: $26,850 $21,473 General Fund: $14,915 $19,326 Solid Waste: $11,932 $ 2,147 Garage: $ 5,966 -- Savings $59,663 $42,946 TOTAL SAVINGS: $102,609 Recommendation It is recommended that the City Council authorize the Maintenance Services Department to recruit and fill the General Services Manager position within the Department.
