That Section 6 of Ordinance No. 431 of the City of Arcadia, entitled "An Ordinance of the City of Arcadia, entitled "An Ordinance of the City Council of the City of Arcadia Creating and establishing a fersonnel system for said City," adopted March 5, 1940, and as amended by Ordinance No. b71, of the City of Arcadia, entitled "An Ordinance of the City Council of the City of Arcadia amending Ordinance Jo. 4~1 of the City of Arcadia pertaining to the personnel system of said City, and repealing Section 1, of Ordinance No. 493 of said City," adopted January lb, 1946, be and the same is hereby amended to read as follo~s: S~CTION 6. aDOPTION OF RuL~S. In addition to such other matters as may be necessary and proper to curry out the intent and purpose -~\.<""'1g~ ",-1(\. ,Y';' c,1l-\)' of this Ordinance, rules shall be formulated by the Personnel Board, and shall be adopted by the City Council establishing specific procedures to govern the follo~ing phases of the Per- ;\,,-?t~\.t\l1 P \\\\',). \\0' sonnel Program: (a) The preparation, installation, revisions and maint~nance of a position classification plan coverinG all vositions in the competitive service. (b) The formulation of minimum standards and qualifications for each class of ~osition, provided however that said standards and qualifications shall require that any ap- plicants for any of the classes of position shall: (I) Have an education equivalent to that represented by completion of the t~elfth grader (2) de a qualified voter of the state of California in order to be eliGible for examination for said competitive service; (3) In order to be eligible for appointment to competitive -1- -'XI>~t;o p/ // -,//> service emfloyee must be a resident of said City, and in order to remain eligible for said employment, shall continue to be a resident of said Cit~ during the term of emploJment provided that commer.,cine; upon the effective date of this Ordinance, and continuing until December 31, 1950, this requirement shall be \ waived; (4) The mi.nimum age for appointment as policeman or fireman shall be t~enty-one, and the maximum age for such appointment shall be forty; provided however, that in all instances where the ap~licant is otherwise eligible and has served in the ,,>:~::~ 1~ I:;ilitary Fcrces of the United States durinc any period in ,,\)\s> , Ylhich it has been engaged in war, the maximum age for appoint- ment to such applicant shall be extended beyond forty years for a period of' time equal to that so served by such applicant in said ~,Iilita,ry Forces; provided that said maximum age shall not ,. 19~ apply to promotional examinations or appointments within the respective departments. (c) The p~blic announcement of vacancies and examinations and the acceptance of applications for employment. (d) The preparation and conduct of exami~ations and the establishment and use of employment lists cont!J.ining names of persons eligible for appointment. (e) The ce.rtification and appointment of persons from employ- ment lists to fill vacancies and the making of temporary and emergency appointments. (f) The evaluation of employees during the probationary period. (is) The transfer, promotion, demotion and reins ta tement of employees j.n the competitive service. (h) The se'paration from the service of employees through lay- off, suspension, dismissal and for incapacity to perform required duties. -2- ~ / -'0//\ - (i) The standardization of hours of work, attendance and leave reeulation:3, uorking conditions and the development of employee morale, welfare and training. (j) The maintenance and use of necessar;j records and forms. S~CTION 2. That Ordinance Jo. 608 of the City of arcadia, adopted October 15, 194,5, and Ordinance No. 663 of the City of Arcadia, adopted August 19, 1947, be and the same are hereby repealed. SECTION 3. The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published once in the Arcadia Tribune and hrcadia Neus, a neuspaper of general circulation, published and circulated in the City of Arcaaia, and thirty (30) days from and after the final passage thereof said Ordinance shall take offect and be in force. E~ING, City Clerk of the City of Arcadia, California, DO HEREBY CERTIfY that the foregoing Ordinance, No. 740, was duly and reBularly adopted, passed and approved by the City Council of the City of Arcadia, at a meeting held at the regular meeting place thereof, on the 21st day of December, 1948, by the affirmative votes of at least tl1I'ee Councilmen, to uit.
