Dale, Administrative Services Director ciT) SUBJECT: RECOMMENDATION TO ESTABLISH POSITION CLASSIFICATION — LIBRARY PROCTOR A n SlJ new position, Library Proctor, was presented to the Human Resources Commission for consideration. The Commission reviewed and approved the new position and proposed salary at its meeting of December 11, 1997. Staff is recommending that the contract with the security firm be terminated and the City establish and fill a new part-time, unclassified position of Library Proctor. It is believed that this proposed new position will be better suited to monitor and supervise the library facility. From a supervising standpoint, the Library Proctor will be easier to direct and hold accountable for the specific duties assigned. The City will also have the benefit of determining hof baclkgroul�dsand public b'i interaction prospective candidate for the job, in terms skills. The Library Proctor will monitor the public and non-public areas of the library. He or she will supervise patrons using the library facilities, enforce rules and regulations, and help maintain a safe and orderly environment. The Library Proctor will need to have excellent communication and motivational skills. The desirable training and experience include two years of recent experience in the leadership and instruction of groups/youth, and or working with the public in a supervisory capacity. Previous library monitor experience is also preferred. Based upon a survey of nearby cities, it is proposed that the salary schedule for the position be established at $9.15 - $11 .12 per hour. e �� LASER l�l‘'1AGED (6. /4. 126 Mayor and City Council January 20, 1998 Page 2 FISCAL IMPACT The establishment and filling of the Library Proctor position is not anticipated to have a negative impact on the City's budget. Currently, the City spends approximately $12,000 annually on the contract with a security firm. The estimated annual cost associated with filling the part-time, unclassified Library Proctor position is $11,000. HUMAN RESOURCES COMMISSION The Human Resources Commission reviewed and approved the new position of Library Proctor and the proposed salary at the December 11, 1997 meeting. The Commission instructed staff to forward its recommendation to the City Council. RECOMMENDATION It is recommended that the City Council approve the part-time, unclassified position of Library Proctor and establish a new salary schedule of $9.15 - $11.12 per hour.
