SUBJECT: REPORT AND RECOMMENDATION TO REVISE POSITION
CLASSIFICATION — HUMAN RESOURCES MANAGER
SUMMARY
As part of the City's ongoing effort to maintain a current classification plan, a
position has been evaluated and proposed amendments are presented to the City
Council for consideration.
DISCUSSION
In September 1993, as part of the re-title of Personnel to Human Resources and the
designation of responsibilities, a new Human Resources Manager position was
established. Over the past several years the role of the position has expanded to
more fully include risk management activities. To reflect these changes, a revised
classification has been prepared and is attached for your review. Reference to risk
management responsibilities has been added to the classification. Computer skills
and knowledge have also been included.
Compensation for the position was also reviewed and survey data indicates that the
Human Resources Manager salary level is significantly below the current market.
Based upon the salary survey and a review of internal positions it is recommended
that that the salary level be increased from $4430 - 5385 per month to $5016 -
6097 per month. Due to the vacancy of the position, it is believed that a salary
adjustment is needed to attract a larger pool of qualified candidates who can
successfully perform the duties of the Human Resources Manager.
FISCAL IMPACT
The Human Resources Manager position became vacant effective September 26,
1997. If the new salary range of $5016-6097 is established, the City could
experience a short-term reduction in annual expenditures, depending upon the
salary level of the new Human Resources Manager. The net Fiscal Year 1997-98
impact to the City is unknown, and will be based upon the salary level of a newly
hired candidate.

HUMAN RESOURCES COMMISSION
The Human Resources Commission reviewed and approved the revised position
classification and proposed salary adjustment at their November 20, 1997 meeting.
They instructed staff to forward their recommendation for approval to the City
Council.
RECOMMENDATION
It is recommended that the City Council approve the classification of Human
Resources Manager, and establish a new salary schedule of $5016 - 6097 per
month.

HUMAN RESOURCES MANAGER
DEFINITION
Under general direction, to supervise, design, administer and coordinate the City's
Human Resources and Risk Management programs; and to perform related duties as
required.
RESPONSIBILITIES
Supervise and provide direction to the Human Resources and Risk Management staff.
Prepare the Human Resources and Risk Management budgets.
Evaluate, develop and implement various benefits, personnel, safety and training
programs.
Exercise judgment in recognizing and resolving problems which deal with policy and
procedural matters.
Review practices and procedures for compliance with Federal, State and local laws and
regulations.
EXAMPLES OF DUTIES
Develop and implement personnel and risk management goals, objectives, policies and
procedures.
Administer the City's Personnel Rules and Regulations and related policies.
Consult with and advise department heads, managers, supervisors, and employees
regarding the personnel and risk management systems.
Coordinate activities with City departments and outside agencies.
Prepare, recommend and implement revisions and amendments to ordinances and
resolutions relating to personnel and risk management matters.

Plan, direct, supervise and coordinate City personnel and risk management programs
including: recruitment and selection, medical evaluation, benefits administration,
classification, compensation, labor relations, safety, workers' compensation, discipline
and grievances, supervisory and general employee training, and performance evaluation.
Represent the Human Resources and Risk Management Divisions and explain objectives
and policies to various organizations, agencies and public groups.
Represent the City, Human Resources, and Risk Management at various meetings.
Make oral presentations to employee groups, the Human Resources Commission, and
City Council.
Perform related duties as required.
DESIRABLE SKILLS. KNOWLEDGE AND ABILITIES
Knowledge of:
Principles and practices of public personnel and risk management administration,
including methods and techniques used in recruitment and selection, classification,
compensation, salary and benefit administration, due process, training, safety and
workers' compensation.
Principles and practices of local public sector employee relations.
Applicable Federal, State and local laws, regulations and ordinances related to all aspects
of personnel and risk management.
Information sources and research techniques in the fields of human resources, industrial
safety, training, employee relations, employee development, benefits administration, risk
management and personnel.
Research and evaluation methods and report writing procedures.
Budget preparation and procedures.
Principles of supervision, training, performance evaluation, and employee development.

Ability to:
Recognize, design, develop and implement personnel and risk management programs
suited to the needs of the organization.
Interpret and explain personnel and risk management policies and procedures.
Analyze and compile complex technical and statistical data and prepare comprehensive
reports.
Communicate clearly and concisely, orally and in writing.
Deal constructively with conflict and develop consensus.
Establish and maintain effective working relationships with employees, public groups and
agencies and members of the community.
Properly interpret and make decisions in accordance with applicable laws, regulations,
and policies.
Negotiate and reach agreement with employee organizations.
Conduct work in a safe manner in accordance with established policy.
Operate computers, including network systems and software applications.
Direct, supervise, train, and evaluate staff.
DESIRABLE EXPERIENCE AND TRAINING
Experience:
Five years of progressively responsible human resource experience preferably in the
public sector, including at least three years of supervisory experience.
Education:
Bachelor's Degree in Public Administration, Organizational Development or related field.
A Master's Degree is preferred.

A combination of equivalent experience and training that would provide the required skills,
knowledge and abilities would be qualifying.
LICENSES/CERTIFICATES REQUIRED
Valid class "C" California Drivers License may be required.
PHYSICAL ACTIVITY REQUIRED
A significant amount of time is spent sitting, preparing reports, working with the computer
and telephone.
WORKING ENVIRONMENT
A significant amount of time is spent working indoors on a daily basis.
