Rogers, Human Resources ManagerZ SUBJECT: REPORT AND RECOMMENDATION TO AUTHORIZE THE ADMINISTRATIVE SERVICES DEPARTMENT TO FILL THE POSITION OF RISK CONTROL OFFICER SUMMARY As part of the 1996-97 budget deliberations it was requested that a report be brought before the City Council prior to filling any vacant positions. The City's Risk Control Officer recently resigned and his position is currently vacant. Staff is requesting authorization to fill the position. DISCUSSION In 1994, the City conducted a comprehensive risk management audit. One of the findings of the audit was that the City should employee a full-time Risk Manager to oversee the risk management program. In addition to providing increased control over the City's risks and thereby reducing costs, the City also received higher liability premium credits to reduce the costs of it's insurance policies. The estimated insurance premium savings alone, amount to over $40,000 annually. In May 1995, the City retained a Risk Control Officer. The incumbent in the position provided increased management of workers' compensation claims, developed citywide polices aimed at reducing the City's liability exposure, and enhanced the employee health and safety programs. Reportable workers' compensation claims were reduced from 66 claims in FY 1994-95, to 52 claims in FY 1995-96. The incumbent also played a key role in implementing the Federally mandated drug and alcohol testing program for all commercially licensed drivers and in actively investigating claims against the City. LASER IMAGED c Ai i2 ci, INS December 17, 1996 Page 2 FISCAL IMPACT Continued retention of a Risk Control Officer will reduce the City's liability insurance premiums an estimated $40,000 annually. Further, the incumbent is likely to produce cost savings that more than pay for the cost of the position. The current budget has funding available to retain a Risk Control Officer. RECOMMENDATION It is recommended that the City Council authorize staff to fill the vacant position of Risk Control Officer. APPROVED: William R. Kelly, City Manager
