SUBJECT: RECOMMENDATION TO REVISE AND RE-TITLE
POSITION CLASSIFICATION-BUILDING OFFICIAL
SUMMARY
In order to meet a new state requirement necessitating that the City employ a Building
Official with prescribed certification requirements, the title and certification requirement for
the position of Inspection Services Manager have been revised. The new title is Building
Official.
DISCUSSION
Due to the announced retirement of the City's Inspection Services Manager, who under
"grandfather"provisions was exempt from the state certification requirement for Building
Officials, the City is now required to meet the new requirement. Specifically, the state
requires that the Building Official for the City hold or obtain within one year of appointment
the certificate as a Building Official from either the International Conference of Building
Officials or the California Association of Building Officials. Additionally, responsibilities
and examples of duties for the position have been updated.
FISCAL IMPACT
None.
HUMAN RESOURCES COMMISSION
The Human Resources Commission reviewed and approved the proposed classification at
their June 11, 1998 meeting. They forward their recommendation for approval to the City
Council.

It is recommended that the City Council approve changes to retitle and revise the
classification of Inspection Services Manager to that of Building Official.

BUILDING OFFICIAL
DEFINITION
Under general direction to supervise and direct building staff; to perform skilled inspection
work in the enforcement of building and zoning ordinances, and related codes and
regulations; to have primary responsibilities and authority for inspection of building codes
and to perform related duties as required.
RESPONSIBILITIES
Supervises, directs and instructs the Building Services staff.
Responsible for all phases of contract administration for consultation services.
Prepares the Building Services budget.
Supervises and conducts complex building inspections.
Exercises judgment in recognizing and resolving problems which deal with policy and
procedural matters.
Exercises judgment in the interpretation and application of building regulations.
Evaluates, develops and implements various building regulation procedures.
Reviews complex plans for compliance with building regulations.
Cooperates with and assists the Planning Section and Economic Development Division
and other City departments.
May act in the absence of the Community Development Administrator.
EXAMPLES OF DUTIES
Direct staff and participate in checking plans and inspecting buildings for compliance with
laws, codes, ordinances and regulations governing the safety, construction and alteration
of buildings including structural, electrical, mechanical and plumbing installations; issues
building and related permits for building construction activities with in the City.
Select, train, supervise, evaluate and direct technical and inspection staff.

Research code requirements, new material, and methods of construction and related
matters and drafts code revisions.
Respond to complaints and requests for information from the public, and prepare
correspondence as necessary.
Serve as the liaison for the building and safety section with other divisions, departments,
and outside agencies; negotiates and resolves sensitive and controversial issues.
Provide information on building regulations, permits, procedures, developments and other
matters to developers, architects, engineers, contractors and general public and resolve
field and office problems regarding the application and interpretation of codes and
regulations enforced by the section.
Prepare and present verbal and written reports on building activities to commissions and
committees.
Develop building procedures and rules and ensure compliance.
Perform complex building inspections.
Coordinate inspection activities with other departments and agencies.
Perform the most difficult field inspections to ascertain compliance with building and
related ordinances.
Maintain records and prepare reports on building inspections and activity.
Provide technical assistance to Inspectors.
Assist in preparation of the Building Division budget.
Advise property owners and petitioners of the effect and implications of development
actions.
Prepare agenda items and make presentations to the City Council regarding upgrading
and revising applicable codes and ordinances.
Represent the Community Development Division at various meetings.
Serve as secretary to the Building Appeals Board.

DESIRABLE SKILLS, KNOWLEDGE AND ABILITIES
Knowledge of:
Principles and practices of building construction, methods, materials and equipment used
in various stages in construction.
Federal, State and local laws, codes and regulations related to Building Safety.
Legal procedures involved in the enforcement of building, plumbing and electrical codes
and ordinances.
Applicable building, and related codes and ordinances.
Building Inspection methods.
Modern developments, current literature and sources of information in the field of
municipal building inspection.
Principles and practices of structural engineering as it relates to construction materials.
Principles of supervision, training, employee development and performance evaluation.
Ability to:
Plan, direct and coordinate building inspection and plan checking activities and manage a
division.
Detect and locate defective construction and to ascertain the stage of construction
when defects are most easily found and remedied.
Understand, interpret, explain, and apply building and related regulations, plans
specifications, policies and procedures.
Enforce with firmness, tact and impartiality, regulations and ordinances.
Collect and analyze complex technical and statistical data and prepare oral and written
reports.
Communicate clearly and concisely both orally and in writing.
Establish and maintain effective working relationships with other employees and the
public.

DESIRABLE EXPERIENCE AND TRAINING
Experience:
Five years of progressively responsible building inspection experience preferably in the
public sector, including at least three years of supervisory experience. Structural
engineering experience desirable.
Education:
Equivalent to graduation from high school. A Bachelors Degree in Urban Planning,
Engineering or a related field is preferred.
LICENSES/CERTIFICATES REQUIRED
Class 3 California Driver's License.
Possession of or ability to obtain certification by either the International Conference of
Building Officials (ICBO), or the California Association of Building Officials (CABO) as a
Building Official within one year of appointment.
