Dale, Administrative Services Director SUBJECT: REPORT AND RECOMMENDATION TO REVISE POSITION CLASSIFICATION — TRANSPORTATION SERVICES OFFICER SUMMARY As part of the City's ongoing effort to maintain a current classification plan, a position has been evaluated and proposed amendments are presented to the City Council for consideration. DISCUSSION In August, 1995, the classification of Transportation Services Officer was established to better reflect the duties of a position previously titled, Administrative Assistant. In April, 1997, after almost ten years with the City, the Transportation Services Officer accepted employment with another agency. The City conducted a thorough recruitment for the position and established an eligibility list from which an appointment could be made. Departmental interviews were conducted and one acceptable candidate was offered the position. The candidate was subsequently offered a higher level of pay with his current employer, as an inducement to stay, and declined Arcadia's offer. The Department indicated that the other candidates did not possess the background or experience to effectively administer the City's transportation activities. As a result, the classification was re-evaluated and it was determined that additional amendments were needed. It is proposed to increase the general level of experience from three years to four years, and the one year of transportation experience to two years of transit operation experience. The previous education requirement was "equivalent to a Bachelors Degree". The proposed education requirement is a Bachelors Degree. It is believed that these changes will provide the City with an employee who can effectively manage the transportation program. Additional duties added to the classification include: • assist in the audit of transportation funds; • coordinate and administer multi-jurisdictional transportat`oorr�aru�, GED management programs; (L ('1i� AAPro (i( / c, csz December 16, 1997 Page 2 • manage and coordinate implementation of transportation mandates of the Americans with Disabilities Act; • participate in the planning and evaluation of transportation administration issues at the Los Angeles County Metropolitan Transportation Authority, Southern California Association of Governments, CALTRANS, and other regional transit agencies; • prepare and administer bid specifications, requests for proposals, and formal reports; and • work with outside agencies to secure support on intergovernmental issues, legislative bills, policies, and funding programs. In conjunction with an amendment to the duties and responsibilities, it is proposed, that the salary level be adjusted. A survey of comparable positions was conducted, and it is recommended that the salary level be increased from $3405 - 4139 per month to $3784 - 4600 per month. It is believed that this salary increase in tandem with the increased experience and education requirements will attract a larger pool of qualified candidates who can successfully perform the duties of the position. FISCAL IMPACT. The Transportation Services Officer position is currently vacant. The previous incumbent was receiving a salary of $4139 per month. If the new salary range of $3784-4600 is established, the City could actually experience a short-term reduction in annual expenditures, depending upon the salary level of a newly hired Transportation Services Officer. The net fiscal impact to the City is unknown, and will be based upon the salary level of a newly hired candidate. The revenue source for the Transportation Services Officer position is exclusively transportation funds. The City's general funds are not used for this position. HUMAN RESOURCES COMMISSION The Human Resources Commission reviewed and approved the revised position classification and proposed salary adjustment at their November 20, 1997 meeting. They instructed staff to forward their recommendation for approval to the City Council. RECOMMENDATION It is recommended that the Human Resources Commission revise the classification of Transportation Services Officer, and establish a new salary schedule of $3784 - 4600 per month. It is further recommend that the Commission instruct staff to forward its recommendation to the City Council for consideration. --gt1)- ,Vy41Ji m R.. �Celly, City Manager 0 Z-z (, / 3 �4ei3 2).i 1!�r 4' STAFF REPORT April 1, 1997 DEVELOPMENT SERVICES DEPARTMENT TO: Mayor and City Council FROM: Donna Butler, Community Development Administrator SUBJECT: Report and Recommendation to Authorize the Development Services Department to fill the position of Transportation Services Officer SUMMARY As part of the 1996-97 budget deliberations the City Council requested that prior to filling any position, the request be brought to them for consideration. The City's Transportation Services Officer has submitted his resignation effective April 18, 1997. Staff is requesting authorization to fill the position. DISCUSSION The primary responsibilities of the Transportation Services Officer are: • Administration and supervision of the Arcadia Transit operation • Administration of the City's SCAQMD Trip Reduction Program (the City's ride share program) • Implementation of the City's Congestion Management Program and Air Quality Management Plan FISCAL IMPACT There is no impact on the City's General Fund. This position is 100% funded with Transit money. RECOMMENDATION It is recommended that the City Council authorize staff to fill the vacant position of the Transportation Services Officer.
