Bell, Assistant Human Resources Manager/Risk Manage( Subject: RECOMMENDATION TO ADOPT NEW AND REVISED CLASS SPECIFICATIONS: DIRECTOR OF RECREATION AND COMMUNITY SERVICES, ASSISTANT DIRECTOR OF RECREATION AND COMMUNITY SERVICES, PUBLIC WORKS INSPECTOR AND LIBRARY TECHNICIAN I/II SUMMARY Recommend approval of the revision of the two class titles of Director of Community Services and Assistant Director of Community Services, adoption of the new classification of Public Works Inspector and revision of the Special Requirement sections of the Library Technician I/II class specification. DISCUSSION The new and revised class descriptions are attached and reflect duties and qualifications as established by management. The class descriptions are consistent with similar positions. The name of the Recreation Department has been changed to the Department of Recreation and Community Services as part of the departmental reorganization. Accordingly, two class titles are to be revised: from Director of Recreation to Director of Recreation and Community Services and from Recreation Services Manager to Assistant Director of Recreation and Community Services. Incumbents have been consulted and are in agreement with the proposed changes. The class of Public Works Inspector was established in the past and has not been filled since January, 1997. For this reason it was not included in the Citywide classification review. The revision to the Library Technician I/II class description involves only the correction of Special Requirements sections dealing with physical ability requirements to reflect current procedures. All changes have been approved by the Human Resources Comm1 R IMAGED bole November 16, 1999 Page 2 FISCAL IMPACT There is no fiscal impact in the approval of the new and revised class descriptions. The salary level for Public Works Inspector has been previously adopted by City Council as part of their budget adoption action. RECOMMENDATION It is recommended that the City Council adopt the revised class titles of Director of Community Services and Assistant Director of Community Services, the new class specification of Public Works Inspector and the revised Special Requirements section of the Library Technician I/il class specification. Kelly, City Manager ¢ • �irrr `rr CITY OF ARCADIA PUBLIC WORKS INSPECTOR • DEFINITION Under direction, to perform a variety of duties involved in inspecting public works and utilities, construction, projects, to ensure conformance with plans, specifications and departmental regulations; and to administer a variety of systems and programs for the City. SUPERVISION EXERCISED Exercises no supervision. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Serve as project manager on assigned projects to insure that contractors meet designated construction schedules and commitments. Perform office and fieldwork involved in enforcing compliance with construction codes, ordinances, policies, and plans. Review plans and specifications of assigned projects including street, storm drain, curb, gutter, sidewalk, street, and alley pavement and grading, and water and wastewater distribution, collection and treatment systems installation and repair construction projects. Inspect all phases of construction of public works and private development projects; inspect materials for identification as conforming to specifications and plans in accordance with City and State codes; collect field measurements and perform field tests; and monitor safety procedures. Record amounts of materials used and work performed;prepare necessary reports for progress payments; recommend acceptance of completed construction work or requirement of additional work upon completion of project; prepare and record change orders; and coordinate design alterations between City staff and contractors. Inspect adjacent properties for damage from construction activity; investigate public complaints and inquiries; confer with property owners regarding project schedule, hazards and inconvenience. Inspect and survey field design for drainage and City curbs, gutters and streets for hazards in need of repair; measure and record displacements; submit locations for repair; draft construction plans for street reconstruction and lighting reconstruction; perform various field inspection duties on street light repair and replacement projects and concrete improvements. Conduct pre-bid and pre-construction conferences; prepare contract documents; prepare cost and budget for projects. Conduct permit inspections, site inspections, and recommendation for development projects; field check permit applications; issue permits. Prepare daily activity records and reports; maintain complete and accurate files and databases. Perform surveying as directed. Participate in the resolution of complaints received by the City; prepare work orders in response to complaints; schedule contract documents for work order projects. Perform underground locates of utilities. Issue permits and make inspections of utility companies performing work in the public right of way; approve barricading plans; and coordinate work with utilities and other City departments. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Materials, methods, techniques, principles and practices used in the construction, installation, operation and maintenance of public works and utilities systems and facilities, particularly water distribution systems and treatment operation. Pertinent Federal, State, and local laws, codes, regulations and departmental policies governing the construction of assigned projects. Defects and faults in construction. Engineering mechanics of construction. Engineering plans and specifications. Principles of surveying. Mathematical principles including algebra, geometry, and trigonometry. Occupational hazards and standard safety practices necessary in the area of public works maintenance and inspection. Principles and practices of engineering construction inspection. Principles of cost analysis. Skill to: Operate modern office equipment including computer equipment. Operate construction field testing equipment. Operate a motor vehicle safely. Ability to: Detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied. Review and analyze construction plans, specifications and maps for conformance with City standards and policies. Deal firmly and tactfully with contractors, engineers and property owners. Inspect assigned areas for a wide variety of maintenance and repair issues. Respond to complaints or inquiries from citizens, staff, and outside organizations. Apply laws, regulations, codes and departmental policies governing the construction and maintenance of public works and utilities systems and facilities. Prepare and maintain accurate and complete records. Prepare clear and concise technical reports. Perform the entire range of construction inspection activities with a minimum of supervision. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: A typical way to obtain the knowledge, skills, and abilities would be: Experience: Two years of engineering construction inspection experience or five years of journey level construction trades experience. Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in construction inspection. License or Certificate: Possession of, or ability to obtain, an appropriate,valid driver's license. Possession of, or ability to obtain, a Grade I certificate in water treatment operation and/or water distribution within one (1) year after appointment. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, and lift 25 lbs.; exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations. Effective Date: October, 1999 Now 101 CITY OF ARCADIA LIBRARY TECHNICIAN I LIBRARY TECHNICIAN II DEFINITION Under immediate supervision (Library Technician I) or general supervision (Library Technician II) to perform a variety of clerical work in support of the various library services and functions; and to provide general assistance to patrons. DISTINGUISHING CHARACTERISTICS Library Technician I--This is the entry level in the Library Technician class series. Positions at this level usually perform most of the duties required of the positions at the Library Technician II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. Library Technician II--This is the full journey level in the Library Technician class series. Positions at this level are distinguished from the Library Technician I level by the performance of the full range of duties as assigned, working independently and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the Library Technician II level are normally filled by advancement from the Library Technician I level with three years of experience and successful performance reviews. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the Library Technician II level. SUPERVISION EXERCISED Library Technician I Exercises no supervision. Library Technician II May exercise technical and functional supervision over less experienced staff. Operate the circulation desk; check materials in and out; retrieve and check-in library materials from exterior drop boxes; maintain statistics of library activity. Compile overdue material lists; send notices; establish fines in accordance with Library practices; collect fines and charges for overdue and lost materials, postage, and accompanying paperwork, and requested materials from other libraries. Process new books, magazines, paperbacks, and other materials; add new materials to the current computer database; print labels for pockets and spines. Delete old, outdated, or damaged material from collection. Prepare displays. Assist patrons in locating materials in the library and placing reserves on materials. Prepare books for repair or shipment for bindery. • Staff the Children's Services Information Desk. Assist in designing, planning, and presenting a variety of age-appropriate specialty programs including literature presentations, storytimes, crafts, games, contests, and other activities Design and create flyers, posters, and a wide variety of program support materials. Perform a variety of library clerical duties; type, sort, duplicate, and file cards and other materials; maintain a variety of records. Operate a variety of office machines including computers, typewriters, and copiers. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as required. City of Arcadia Library Technician 1/11 (Continued) ,JOB RELATED AND ESSENTIAL QUALIFICATIONS Library Technician I Knowledge of: Basic filing procedures. Basic mathematical principles. English usage, spelling, grammar and punctuation. Skill to: Operate modern office equipment including computer. Type at a speed of 35 words per minute and enter data at a speed necessary for successful job performance. Operate a variety of audio-visual and specialty equipment including projection system, poster printer, die-cut machine, label-maker, laminator, and specialty cutters. Ability to: Learn library services, procedures and functions. Learn Dewey Decimal system. • Perform routine clerical library work with speed and accuracy. Provide general assistance to patrons. • Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Training: Equivalent to the completion of the twelfth grade. Library Technician II In addition to the qualifications for Library Technician I: Knowledge of: Library services,procedures and functions. Dewey Decimal system. Ability to: Interpret and explain library policies and procedures. Accurately determine the nature of patron needs and requests. Minimum Qualifications: Experience: Three years of clerical library experience.
