SUBJECT: RECOMMENDATION TO ADOPT NEW AND REVISED CLASS
SPECIFICATIONS: YOUTH SERVICES SUPERVISOR,
ENGINEERING SERVICES ADMINISTRATOR/CITY ENGINEER,
STOREKEEPER/BUYER, SENIOR POLICE RECORDS TECHNICIAN,
MAINTENANCE WORKER, AND REDEVELOPMENT PROJECT
ANALYST
SUMMARY
Recommend adoption of the new classifications of Youth Services Supervisor and
Engineering Services Administrator/City Engineer which have been included in the
City's 1999-2000 budget. Recommend adoption of the revised classifications of
Storekeeper/Buyer, Senior Police Records Technician, Maintenance Worker, and
Redevelopment Project Analyst.
DISCUSSION
The new and revised class descriptions are attached and reflect duties and
qualifications as established by management. The class descriptions are consistent
with similar positions. Revisions to the class descriptions of Storekeeper/Buyer and
Senior Police Records Technician are non-substantive and serve to clarify duties.
Revisions to the class description of Maintenance Worker include duties of the
Customer Services Representative class description involving work related to water
meter servicing. The class title Redevelopment Project Manager is being changed to
Redevelopment Project Analyst. Incumbents have been consulted and are in
agreement with the proposed changes. All changes have been approved by the
Human Resources Commission at its August 12, 1999 meeting.
FISCAL IMPACT
There is no fiscal impact in the approval of new and revised class descriptions.
Salary levels have been previously adopted by City Council.

RECOMMENDATION
It is recommended that the City Council approve the adoption of the class
specifications of Youth Services Supervisor and Engineering Services
Administrator/City Engineer and revise the class specifications of
Storekeeper/Buyer, Senior Police Records Technician, Maintenance Worker
and Redevelopment Project Analyst.

YOUTH SERVICES SUPERVISOR
DEFINITION
Under direction to supervise, assign, review and participate in the work of staff responsible
for providing recreation services and activities for youth. Supervise after-school and summer
playgrounds, special events and excursions for youth at the elementary, middle school and
high school level. Supervise various youth services advisory boards. Perform a variety of
technical tasks and professional recreation work relative to assigned areas of responsibility.
SUPERVISION EXERCISED
Exercises direct supervision over professional and technical staff and indirectly supervises
clerical staff.
EXAMPLES OF IMPROTANT AND ESSENTIAL DUTIES
Plan, prioritize, assign, supervise and review the work of staff responsible for providing
community and recreation services and activities for youth.
Participate in the selection of assigned staff; provide or coordinate staff training; work with
employees to correct deficiencies; implement discipline procedures.
Recommend and assist in the implementation of goals and objectives; establish schedules and
methods for providing community and recreation services; implement policies and
procedures.

and equipment.

Receive, examine, and process requisitions for parts, supplies, equipment, and services for the
Public Works Services Department according to established policies.

communicate with police units.

DEFINITION
Under general supervision, to perform a variety of semi-skilled and skilled duties in the
maintenance, repair, and construction of City streets and alleys; to maintain and remove City-
owned trees; to use and operate manual tools and light and moderately heavy power driven
equipment; to perform a variety of duties involved in meter reading and the installation,
maintenance, testing, repair, and replacement of water meters and auxiliary equipment; and to
perform a variety of tasks relative to assigned areas of responsibility.

ENGINEERING SERVICES ADMINISTRATOR/CITY ENGINEER
DEFINITION
Under general administrative direction, to plan, direct, manage and oversee activities and
services of the Engineering Division of the Development Services Department. The
Engineering Services Administrator/City Engineer provides technical review and approval of
planning reports, design plans, specifications, contracts and construction engineering of the
City's infrastructure assets; for programs and projects administered by the Engineering
Division of the Development Services Department. Typical infrastructure programs include:
development engineering and review, traffic and transportation engineering, capital
improvement program implementation, master planning and assigned activities with other
departments, divisions, consultants, contractors, engineers and outside agencies; and to
provide highly responsible and complex administrative support to the Deputy City
Manager/Development Services Director.

Recommend in accordance with City policy, appropriate service and staffing levels;
recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and
procedures; assess and monitor workload, administrative and support systems, and internal
reporting relationships; identify opportunities for improvement and review with the
Development Services Director.
Responsible for the day to day administration of the Division's operational budget; forecast
funds needed for staffing, equipment, materials and supplies; approve budgeted expenditures;
conduct monthly budget reviews of operational and capital improvement program budgets;
direct the preparation of annual operational and capital improvement budgets.
Plan, direct, coordinate, and review the work plan for the Engineering Division; meet with
staff to identify and resolve problems; assign work activities, projects and programs; monitor
work flow; review and evaluate work products, methods and procedures.
Responsible for the Division's Geographic Information System (GIS) program in
collaboration with the City's GIS Operations Committee.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
May act upon request for the Development Services Director in his/her absence.
Development Engineering
Administer Subdivision Map Act requirements for development.
Approves Tract and Parcel Maps.
Responsible for oversight of conditions of approval on development projects.
Provides technical oversight for inspection of private improvement projects in public right of
way.
Capital Improvement Program
Provides technical review and approvals for capital improvement projects under the direction
of the Development Services Director and Public Works Service Director for each respective
CIP program.
Assist the Development Services Director in maximizing the use of outside funding sources
such as federal, state, regional and sub-regional for capital programs under DSD
responsibility.
Provides technical review of the planning, design, construction and administration of
assessment district proceedings.
Oversees the planning, design and construction of cooperative projects undertaken with
adjoining jurisdictions and other agencies such as Caltrans, LA County Public Works, MTA
or others.
Prepares and negotiates cooperative agreements with other jurisdictions and agencies for
cooperative projects.
Traffic and Transportation
Provides administrative and technical direction to the City's contract Traffic Engineer relative
to day to day traffic engineering operational issues.

Directs the Division's efforts in working with the traffic engineer and the City's
Transportation Coordinator in the augmentation and implementation of transportation
planning programs and issues related to the Transportation Master Plan.
Acts as the City's liaison in dealing with the Metropolitan Transportation Authority (MTA)
and Caltrans on surface transportation issues related to the roadway system and freeway
interchanges in the City.
Technical Consultation
Provides in-house professional engineering consultation to other divisions and departments of
the City, including the Public Works Services Director, Development Services Director and to
the City Manager's and City Attorney's offices as required. Prepare and present staff reports
and other necessary correspondence.
Conduct a variety of organizational studies, investigations and operational studies;
recommend modifications to division programs,policies and procedures as appropriate.

EXPERIENCE AND TRAINING GUIDELINES
Experience:
Six (6) years of increasingly responsible professional civil engineering
experience including two years of supervisory and administrative
responsibility.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with
major course work in civil engineering or closely related field.
License or Certificate:
Possession of an appropriate, valid Certificate of Registration as a Professional Civil
Engineer issued by the California State Board of Registration for Professional
Engineers. A valid Certificate of registration as a Land Surveyor in California is
desirable if the candidate's Civil Engineering license is post 1982.
Possession of or ability to obtain a valid drivers license.
Special Requirements:
Ability to work in a standard office environment; ability to travel to different sites and
locations.
