ORDINANCE NO . 663
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, AMENDING ORDINANCE NO. 571, OF THE CITY OF
ARCADIA, PERTAINING TO THE PERSONNEL SYSTEM OF SAID CITY.
THE CITY COUNCIL OF THE CITY Q ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. That Section 6 of Ordinance No. 431 of the City of
Arcadia, entitled "An Ordinance of the City Council of the City
of Arcadia creating and establishing a personnel system for said
City," adopted March 5, 1940, and as amended by Ordinance No. 571,
of the City of Arcadia, entitled "An Ordinance of the City Council
of the City of Arcadia amending Ordinance No. 431 of the City of
Arcadia pertaining to the personnel system of said City, and
repealing Sect:lon l, of Ordinance No. 493 of said City, II adopted
January 15, 1946, and as amended by Ordinance No. 608 of the City
of Arcadia, entitled "An Ordinance of the City Council of the City
REP~L~ of Arcadia, California, amending Ordinance No. 571, of the City of

same is hereby amended. to read as follows:
matters as may be necessary and proper to carry out the intent and
purpose of this Ordinance, rules shall be formulated by the Personnel
Board, and shall be adopted by the City Council establishing
specific procedures to govern the following phases of the Personnel
Program:
(a) The preparation, installation, revisions and maintenance
of a position classificatian plan covering all positions in the
competitive service.
(b) The formulation of minimum standard and qualifications
for each class of position, provided however that said standards
and qualifications shall require that any applicants for any of
the classes of position shall: (1) Have an education e~ivalent
to that represented by completion of

(2) Be qualified voter of the State of California in order to be
eligible for examination for said competitive service: (3) In order
to remain eligible for employment in the competitive service, employee

from the date of acquiring permanent status, establish residence
within the City of Arcadia and shall continue thereafter to be a
resident of snid City during the term of employment.
(4) The miniDlum age for appointment as policeman or fireman shall be
twenty-one, gnd the maximum age for such appointment shall be fOIlty;
provided, however, that in all instances where the applicant is
otherwise eligible and has served in the Military Forces of the
United States during any period in which it has been engaged in war,
the maximum age for appointment to such applicant shall be extended
beyond forty years for a period of time equal to that so served by
such applicant in said Military Forces; provided that said maximum
age shall not apply to promotional examinations or appointments within
the respective departments.
(c) The public announcement of vacancies and examinations and the
acceptance of applications for employment.
(d)
The preparation and conduct of examinations and the estab-
lishment

The certification and appointment of persons from em- ~
ployment lists to fill vacancies and the making of temporary and
emergency appointments.
(f) The evaluation of employees during the probationary period.
(g) The transfer, promotion, demotion and reinstatement of
employees in the competitive service.
(h) The separation from the service of employees through
lay-off, suspension, dismissal and for incapacity to perform required
duties.

(i) The standardization of hours of work, attendance and
leave regulations, working conditions and the development of
employee morale, welfare and training.
(j) The maintenance and use of necessary records and forms.
SECTIQ, 2. The City Clerk shall certify to the adoption of this
REPEALED Ordinance and prior to the expiration of fifteen (15) days from the
ORD, No, 71 ~
passage thereof, shall cause the same to be published once in the
Arcadia Tribune and Arcadia News, a newspaper of general circulation,
published and l~ircu1 ted in the City of Arcadia, and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.
