AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADI~
CREATING A CITY RECREATION COMlHSSION, DEFINING ITS POWERS .J
AND DUTIES, AND PROVIDING FOR THE CONDUCT OF ITS ilFFAIRS. ,
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS riD':;

SECTION 1. WHEREAS The City Council of the City of t/
Arcadia deems it to be to the best interests of the people
of the said City of Arcadia to acquire, improve, maintain and
operate recreation centers within or without the territorial
limits of said City.
SECTION 2. There is hereby established a City Recreation
Commission which shall consist of five (5) members who shall
be appointed by the City Council of said City.
SECTION 3. Of the five members~f the Recreation Commission
first appointed, two shall be appointed for terms of two years;
two for terms of three years and one for the term of four years.
The successors of the above meRtioned five members of the Rec-
reation Commission shall be appointed for terms of four years.
If a vacancy shall occur otherwise than by expiration of term,
the vacancy shall be filled by the City Council which shall
appoint a member to serve for the unexpired portion of the term.
SECTION 4. Such Commission shall select one of its members
as Chairman and another as Secretary both of whom shall serve
one year and until their successors are appointed and in case of
their absence at any meeting the members of the COIT@ission shall
select a Chairman or Secretary pro-tem. The members of the Com-
mission shall not receive any compensation for their services.
SECTION 5. The Commission shall, meet at least once a month
and at such times and places as they may fix by Resolution.
Special meetings may be called at any time by the Chairman
or three members of the Con~ission by a written notice served
upon each member of the Con~ission not less than three hours

before the time specified for the proposed special meeting.
Said Commission shall cause a proper record to be kept
of its proceedings.
A majority shall constitute a quorum for the transaction
business.
SECTION 6. Said Recreation Co~ission shall have power
to promote and preserve the health and general welfare of the
people of the City of &rcadia and to cultivate the development
of good citizenship by the organization, promotion and con-
ducting of adequate programs of cow~unity recreation including
amateur athletic contests, demonstrations and exhibits and other
educational and non-commercial events.
SECTION 7. The term IIrecreationU whenever used in this
Ordinance means any activity, voluntarily engaged in, which

contributes to the physical, mental, or moral development of
the individual or group participating therein, and includes any
activity in the fields of music, drama, art, handicraft, science,
literature, nature study, nature contacting, acquatic sports,
and athletics, or any of them, and any informal play incorporat-
ing any such activity.
SECTION 8. The City Council of ne City of Arcadia may
cooperate with the governing body of any other city, city and
county, county of any class, school district or with the Federal
Government or any department thereof, to carry out the purposes
of this Ordinance and to that end may enter into agreements with
such governing bodies and may do any. and all things necessary
or convenient to aid and cooperate in carrying out the purposes
of this Ordinance.

SECTION 9. No expense of any kind shall be incurred by

said Commission unless first authorized and approved by said
City Council.

SECTION 10. The City Clerk shall certify to the
adoption of this Ordinance and prior to the expiration of
fifteen (l5) days from the p'assage thereof, shall cause'
the same to be published once in t he Arcadia Tribune and
News, a newspaper of general circulation, published and
circulated in the City of Arcadia, and thirty (30) days
from and after the final passage thereof said Ordinance
shall take effect and be in force.
I HEREBY CERTIFY that the foregoing Ordinance was
adopted at a regular meeting of the City Council of the
City of Arcadia, held on the ?1",t: day of .r"nll"",y,l947,
by the affirmative vote of at least three Councilmen,
to wit:
