HomeMy WebLinkAbout5875 RESOLUTION NO. 5875 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ESTABLISHING COMPENSATION AND RELATED BENEFITS FOR THE POSITIONS OF POLICE SERGEANT, POLICE AGENT AND POLICE OFFICER FOR THE FISCAL YEARS 1995-96, AND 1996-97. (ARCADIA POLICE RELIEF ASSOCIATION) THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. Effective December 1, 1995, a one-time payment of $200, less applicable deductions shall be made to employees in the classifications of Police Sergeant, Police Agent and Police Officer. Effective June 23, 1996, the Salary Schedule shall be improved by 2% for the classifications of Police Sergeant, Police Agent, and Police Officer, Effective December 22, 1996, the Salary Schedule shall be improved by 2% for the classifications of Police Sergeant, Police Agent and Police Officer, unless either of the following occurs: a.} At the end of fiscal year 1995-96 the actual combined revenue of the four {41 major General Fund revenue sources (i.e. Sales Tax. Utility Tax, Property Tax, and Motor Vehicle In Lieu Fees) does not exceed the prior year revenues by 3%, in which case the parties shall meet and confer for the purpose of determining what salary increase, if any, is appropriate for implementation under these circumstances, or b.} there is a State revenue take back or reallocation enacted between July 1, 1996 and December 31, 1996, that reduces budgeted City revenue sources referred to in subparagraph a for the 1996-97 fiscal year below the 1995-96 revenue levels, in which case the parties shall meet and confer for the purpose of determining what salary increase, if any, is appropriate for implementation under these circumstances. SECTION 2. Effective July 1, 1996, for the classifications listed in Section 1 above, the City shall provide sufficient health and dental insurance to meet the employees' needs such that employees without dependents shall receive coverage for themselves with contributions not to exceed $275/month. Employees with one dependent shall receive coverage for themselves and their dependent with premiums not to exceed $51 a/month. Employees with two or more dependents shall receive up to $654/month toward the cost of premiums. No employee shall receive any refund or rebate as a result of the cost of the premium being less than the City contribution. SECTION 3. Effective January, 1996, a 3/12 work schedule for Patrol as developed by Police Management and representatives of the APRA shall be implemented on a trial basis, SECTION 4. Effective June 25, 1995, for the classifications listed in Section 1, the City shall reimburse up to $125.00 per year for boot replacement, and up to $75.00 per year for designated optional uniform and safety equipment, SECTION 5. Effective August 15, 1995, when the classifications listed in Section 1, are required by the City to report to court to testify during off-duty time, the officer shall receive a minimum of two (2) hours of straight time or the actual time in court at the appropriate rate, whichever is greater. If the officer reports during the morning session, is released by the court but ordered to return after a significant break in time to testify during the court's afternoon session, the off.duty officer shall be entitled to receive an additional two (2) hours at straight time or the actual time in court, whichever is greater. SECTION 6. Effective August 15. 1995, if the classifications listed in Section 1 are required while off duty to report back to work on a callout, they shall receive a minimum of two (2) hours pay at straight time or the hours actually worked at the appropriate rate of compensation, whichever is greater. An officer must arrive at the station or the scene of the event to be compensated. SECTION 7. Effective August 15, 1995, for the classifications listed in Section 1, the compensatory time off bank shall be increased to allow accumulations up to a maximum of sixty (60) hours. SECTION 8. The City's regulations regarding security during filming for commercial films or television shall be amended to provide that, upon approval by the Chief of Police, a police officer shall be required to be in attendance during any such filming event that a firefighter is required to attend by the City. 5875 SECTION 9. Effective December 22, 1996, for the classifications listed in Section 1, for the purposes of overtime calculation, holidays and paid vacation shall be regarded as hours worked. SECTION 10. Effective July 1, 1996, classifications listed in Section 1, with the exception of temporary appointments, shall accumulate vacation beginning with the first full pay period of employment at the following rates: YEARS OF SERVICE 0-5 6-10 11-15 16 + ACCRUAL RATE 4.61 Hours 6,15 Hours 6.77 Hours 7,69 Hours SECTION 11. The salary and benefits set forth herein are predicated on a lYIemorandum of Understanding (MOUI by the City and the Arcadia Police Relief Association (APRAI. At the time of this Resolution, the MOU is not in final written form. The terms of this Resolution shall be of no force and effect if the MOU referred to herein is not signed by September 18, 1995, SECTION 12. Except as to specific changes set forth in this Resolution, all other benefits provided in Resolution No, 5596 shall remain in full force and effect. SECTION 13. That the City Clerk shall certify to the adoption of this Resolution.
