SUBJECT: Recommendation to Adopt Resolutions No. 6097, 6098, and 6099
Electing Health Plan Enrollment
SUMMARY
Adoption of Resolutions Nos. 6097, 6098, and 6099 is required by the Government Code
relative to the Public Employees' Medical and Hospital Care Act (PEMHCA). The
resolutions authorize participation in the Ca1PERS Health Program and provide for the
minimum allowable employer contributions for employee and annuitant enrollment.
DISCUSSION
The City is currently self-insured for its employee medical coverage with Pacific Mutual
as the insurance carrier. An employee survey indicating dissatisfaction with the current
plan led to the formation of an Insurance Study Group. This group reviewed options and
recommended participation in the Ca1PERS Health Program,which is authorized by
PEMHCA. As agreement with each represented employee group (AFFA, AFSCME and
APOA)was reached,resolutions have been prepared to authorize participation. The three
resolutions covered by this report authorize participation for APOA unit members,
members of City Council enrolled in the Public Employees' Retirement System, and
members of City Council not enrolled in the Public Employees' Retirement System.
FISCAL IMPACT
None. The City benefit allowance will not change from its current level and there is no
additional City cost.
RECOMMENDATION
It is recommended that the City Council adopt Resolutions No. 6097, 6098, and 6099 to
elect PEMHCA coverage for employees represented by APOA and for City Council
members enrolled in the Public Employees' Retirements System and for City
Council members not enrolled in the Public Employees' Retirement System.
