SUBJECT: Recommendation to Adopt Resolution No. 6078 Establishing
Compensation and Related Benefits for the Positions of Police Sergeant,
Police Agent, and Police Officer for the Fiscal Years
1997-98 and 1998-99 (Arcadia Police Officer Association)
SUMMARY
Resolution No. 6078 establishes terms of employment and compensation for City
employees represented by the Arcadia Police Officer Association. Pursuant to the
Meyers-Milias-Brown Act,the City has met and conferred in good faith concerning
wages, benefits and working conditions with the Arcadia Police Officer Association
(APOA). City Council ratification of the agreed upon Memorandum of Understanding is
required.
DISCUSSION
City staff and the labor negotiator representing the City Council have completed
discussions with the negotiating committee of the APOA. Listed below is a summary of
the substantive changes to the terms and conditions of employment. Other issues not
presented below shall remain in full force and effect as set forth in the new Memorandum
of Understanding. The proposed term of the contract is through June 30, 1999.
Retirement Contribution
The City shall continue the current practice of paying the 9% employee contribution to
the Public Employee's Retirement System for APOA represented employees.

Salary
Each represented employee shall receive a one-time payment equal to 1.1% of annual
gross salary less applicable deductions, as specified in the Resolution.
Overtime
Overtime shall be earned for work required in excess of regularly scheduled work time
effective July 1, 1998. All other overtime provisions are as specified in the Resolution.
FISCAL IMPACT
Funding for the proposed salary and overtime charges is available in the medical reserve
account, as previously approved by City Council in closed session. Ongoing costs of
overtime will be a general fund expense.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 6078 ratifying the
proposed agreement with the APOA and authorize the City Manager to execute the
Memorandum of Understanding outlining the terms and conditions of settlement,
and make the necessary budget adjustments to implement the contract.
