SECTION 1. INTERFEREI\CES \7ITH HEALTH OF FICER: No person
sh~ll refuse, rosist or attempt to resist the entrance of the Health
Officer into ll.IlJ' rail\7o.y car, vehicle, buildlne;, room, lot or other
place. or portion or room thereof in the City of Arcadia, in the
performance of his duties. or shall refuse to obey any lawful order
of the Health Officer made in the performance of nis duties vlith-
in the poneI' conferred upon him
by the Ian or by this Ordinance.
SECTIm; ~~. RAT PROOFING FOR GRAD! STORAGE: No person shall
use any building or structure or portion thereof for the storage,
handling, preparation or sale of any (5rain or grain prOducts,
uhich in the op~nion of the Health Officer, is or is likely to
become infested with rats unless such building or structure or
portion thereof be ratproofed.
SECTION 3. NOTICE TO RAT PROOF STRUCTURES OR PORTIOKS THEREOF:
~fuen determined by the Health Officer, or his duly authorized rep-
resentative. that any building or structure as mentioned in Sections
2. 4 and 6 of this Ordinance constitutes a rat harbora,3e. he may
serve upon the person in charge or control thereof a notice in
writing to ratproof such building or structure as set forth in
Section 7, vllth:Ln a reasonaJle time, as stated in such notice.

or structure in its entirety, he may specify in such notice that

or for the manufacture, preparation, storage, handling, or display
of any food or food product for human or animal consumption, which
in the opinion of the Health Officer is or is likely to become in-
fested \"li th rata unless such building or structure or portion
thereof be ratpI'oofed.
SECTION fi. RATPROOFING rlEQUIrli':i,iE,ffS: Ratproofing, as
required in Sections 2, 4 and 6 of this Ordinance, shall be in-
terpreted to mean a continuous masonry foundation of the size and
depth required by the Building Code Ordinance, and the other
requirements for a nev building of the same occupancy as regards
clearance beneath wood joists, wall coverin~ adjacent to the top
foundation and ~Totection of roof and foundation openings.
SECTION 6. RODENT OR PEST HARBORAGE: It shall be =lavlful
for any person to maintain any buildin~, lot, premises, vehicle,
or any place in such an insanitary condition as to permit the
breeding or harborin0 therein or thereon of flies, rats, bedbugs,
cockroaches, lice, fleas or any vermin. It shall be unlawful for
any person to permit an accumulation of rubbish material that may
serve as a harborage for rats unless such material be elevated not
less than eighteen (18") inches above the ground with a clear
intervening space thereunder.
SECTION 7 ~ RATPROOFHG-GENERAL: In addition to the other
requirements set forth in this Ord:nance, any buildin~ or structure
or portion thereof used for the storage or handling of any grain
or grain product" or of any food or food product for human or
animal consumption, except dwellings or apartments, shall be rat-
proofed as hereinafter provided.
SCREE~ING: All underfloor vents, openings in foundation,
roof vents and s~~liehts shall be screened by use of screening
of at least one-talf (1/2) inch mesh hardware cloth.
FOUNDATIONS: All foundations except as otherwise provided
in this ordinance shall be continuous foundations as specified for
Type V. buildings in Section 2204 and Table 22-A of the Appendix

of the Uniform Buildin3 Code of the City of Arcadia.
Buildin~s erected without a continuous foundation and
u
upon a slab of cement or asphaltic concrete not less than three
(3") inches in thiokness need not be ratproofed as required if
a concrete curb not less than one foot (1') in depth belou
finished Grade is run continuously around and under the outside
edges of such slab.
~ALLS: A tuelve inch (12") strip of non-corrodible metal
lath \1eighing no~ less than 3/4 pounds per square yard shall be
placed under wall coverings on both inside and outside of all
exterior stud ualls at the floor level except that said strip
need not be placl3d on the outside face \'Then there is maintained
a clearance of eighteen inches (18") under the floor joists, or
\'Ihen the exterio:r Viall covering is stucco.
SECTION 8,~ That any person, firm or corporation violating
any of the provi:3ions of this Ordinance shall be deemed guilty of
a misdemeanor and upon conviction thereof shall be punishable by
a fine not exceedinG THREE HUNDRED (0300.00) DOLLARS, or by im-
prisonment in tho City Jail of said City of Arcadia, or in the
County Jail of said County of Los Angeles, State of California,
at the discretion of the Committing ;,;usistrate, for a period not
exceeding three (3) months, or by both such fine and imprisonment;
and each such person, firm or corporation shall be deemed guilty
of a separate offense for each day during any portion of which the
violation of or failure, neglect or refusal to comply uith any of
the prOVisions of this Ordinance is committed, continued or per-
mitted.
SECTI01\ 9. Ordinance Ho. 282, entitled "An Ordinance pro-
viding for the destr~ction of rat h&roorases, and for the rat-
proofing of certain buildings and structures in the City of Arcadia,"
adopted Sep1e~ber 5, 1933, and all Ordinances or parts of Ordinances
in conflict \'lith this Ordinance are hereby repcaled, except as
to offenses co_~tted before this Ordinance takes effect, and as

to such offenses and for the punishment of parties guilty thereof,
the repealing pr~visions shall continue in force.
SECTION 10. That this Ordinance is an emergency Ordinance
affec ting, and f,)r the protection and preservation of, the public
peace, health, s~fety, comfort, convenience and ~eneral welfare of
said City, and t:.1e same shall therefore take effect im::lOdiately
upon its publication. The facts constituting its urgency are as
follows:
The City Council is informed and it is a fact that there
are large numbers of rats and certain types of vermin within
said City, \'1hich are a menace to the publiC peace, health, safety,
comfort, convenil~nce and general nel:1'are of said City, and \7hich
are increasing in !!lumber. It is therefore essential that this
menace be combatl~d and removed at the earliest possible moment,
and this Ordinance is therefore urgently required.
SECTION 1:. The City Clerk shall certify to the adoption of
this Ordinance and shall cau.se the same to be p blished in one
regular issue of the Arcadia Tribune and Arcadia Hens, a newspaper
of general circulation published and circulated in said City of
Arcadia, and thereupon and thereafter the same shall take effect
and be in force.
The foregoin3 Ordinance nus adopted at a re3ular meeting
of the City Council of the City of Arcadia, held on the 4 th day
of December, 1945, by the affirmative vote of at least four Council-
