of Arcuuiu, entitled "An Ordinance of the City Council of the City
of Arc&dia creatin3 and establisDin3 a personnel system for said

p'.1r.;oses of this Ordinance, rules shall be formulated by the
Person~el Board, and shall be adopted by the City Council estsblish-
inG specific procedures to 30vern the follouinG phases of the
Personnel pro:;ram:
(a) The preparation, installation, revisions and maintenance
of a position classification plan coverinG all positions in the com-
petitive service.

(b) The .formulation of minimum standards and qualifications
for e,-';;l class 01' position, provided horlever that said standards and
qualifications shall require that any applicants for any of the
classes of position shall: (1) Have an education equivalent to that
represonted by conpletion of the tnelfth Grede; (2) Be a qualified
,',\ ,~"\'. voter of the State of California in order to be eligible for exam-

").:i4~inatiOn for said co;,lpetitive service; (3) In order to be eliGible
for appointment to corrlpetitive service e:nployee must be a resident

said City, and in order to reoain eli3ible for said employment, shall
continue to be a resident of said City durin3 the term of e~ployment;
(4) The minimum ase for app~intment as policeman or fireman shall be

States during any period in which it has been enGaged in war, the
maximum age for appointment of such applicant shall be extended beyond
forty years for a period of time equal to that so served by such
applicant in said ~Iilitary Forces; provided that said maximum aGe
shall not apply to pro~otional examinations or appointments within
tQe respective departments.
(c) The public announcement of vacancies and eXffininations
and the acceptancl~ of applications for emplopent.
(d) The )reparation and conduct of eX~ninations and the
estaolis~~ent and use of employment lists containing names of p3rsons
eliGible for appo:Lntment.
(e) The eertifica tion and appointuent of persons from
er;lploJT.lent lists to fill vacancies and the making of tempora:::>y and
er:ler::;ency appoint~lents.
(f) The evaluation of e~ployees during the probationa~y
period.
(G) The transfer, promotion, der:lotion and reinstate:i1ent of
e;nployees in the competitive service.
(h) The separ:<tion from the service of employees throu[5h
layoff, suspension, dis:01issal and for incapacity to perform required
duties.
(i) The standardization of hours of work, attendance and leave
reGulations, vorking conditions and the development of euployee morale,
welfure and tr~ining.
(j) The Inaintenance and use of necessary records and foms.
SECTION 2. That Section 1 of Ordinance No. 493 of the City
of Arcalia, heretofore adopted on October 20, 1942, be and the same
is hereby repealed.
SECTIOl: 3. The City Clerk shall certify to the adoption of
this Ordinance and prior to the expiration of fifteen (15) days from
the passa::;e t:1er'eof, shall cause the S8C1e to be published once in the

published ancl circul::.ted in t11e City 0; ..<rcadia, and thirty (30) days
from and after the final p~ssa~e thereof said Ordinance shall take
effect anu be in force.
