AN ORDINANCE OF TIlE CITY COIDWIL, CITY OF ARCADIA,
CALIFORNIA, SUS?ENDING THE PROVISIONS OF SECTION 2 AND SECTION
3 OF ORDINANCE NO. )8 OF THE CITY OF ARCADIA, AND M~NDING SAID
ORDINANCE NO. )8 BY ADDING THERETO T~O NEW SECTIONS TO BE ~-
BERED SECTIONS 2A and 2B RE-ESTABLISHING THE SALARIES OF THE
CITY CLERK AND THE CITY TREASURER OF THE CITY OF ARCADIA FOR A
LIMITED PERIOD OF TD.lE.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES ORDAIN AS ]~OLLOWS:
SECTION h That the provisions of Section 2 and
Section 3 of Orclinance No. )8 of the City of Arcadia entitled:
"An Ordinance of the Board of Trustees of the City of Arcadia
fixing the salaries to be paid to the City Clerk, City Treasurer,
City Marshall, Gity Engineer, Street Superintendent, City Attorney,
and City llecordElr of said City of Arcadia adopted December 21, 1943,"
be, and the same are, hereby suspended for the period co~nencing upon
the effective date of this Ordinance, continuing until six months
after hostil1tiE1S terminate in each of the wars in which the United
States is now engaged, whichever last terminate, as proclaimed by
the President of the United States.
That upon the termination of said suspension, the provis-
ions of said Sections 2 and 3 of said Ordinance shall again be in
full force and effect.
SECTION 2. That said Ordinance No. )8 of the City of
Arcadia be, and the same is, hereby amended by adding thereto two
new sections to be numbered Section 2A and Section 2B, respectively,
and which shall read as follows; to-wit:
ttSECTION 2A. That commencing upon the effective date of
this Ordinance, and continuing until six months after hostilities
terminate in each of the wars in which the United States is now en-
gaged, whichever last terminate, as proclaimed by the President of
the United States, the salary of the City Clerk of said City of
Arcadia shall be, and the same is, hereby fixed at the sum of Three
Hundred and Sixty-five Dollars ($36).00) per month; said salary shall
be paid by warrant drawn upon the City Treasurer of said City of

Arcadia, in the same manner as other salary warrants of the officers
of said City arl3 drawn and paid, said salary shall be in full compen-
sation for all duties by him required to be performed by law or by
direction of said City Council or any Ordinance of said City.
"SECTION 2B. That comn:encing upon the effective date of
this Ordinance, and continuing until six months after hostilities
terminate in eal~h of the wars in which the United States is now en-
gaged, whichever last terminate, as proclaimed by the President of
the United Statl3s, the salary of the City Treasurer of said City of
Arcadia shall b<3, and the same is, hereby fixed at the sum of Two
Hundred and Sixty-five Dollars ($265.00) per month; said salary shall
be paid by warrant drawn upon the City Treasurer of said City of
Arcadia, in the same manner as other salary warrants of the officers
of said City are drawn and paid, said salary shall be in full compen-
sation for all duties by him required to be performed by law or by
direction of sa:ld City Councilor any Ordinance of said City."
SECTION ~. This Ordinance is required for the immediate
preservation of the public peace, health and safety, and shall take
effect immediatllly. The folloYling is the statement of facts consti t-
uting sue-b "".urgency:
This Council has made a survey of living costs in the City
of Arcadia resu:.ting from conditions created by the United States
being at war, ar~ has found that said livIng costs have increased
materially SinCE! the date the City Clerk and City Treasurer of this
City were electEld to their respective offices;
That this Council has found it necessary to materially
increase salaries of all appointive officers and employees of said
City in order that they may provide themselves with the necessities
of life at the increased costs now prevailing;
That ty reason of such increased costs of living, it is
necessary that the compensation of said City Clerk and City Treasurer
be increased in a similar proportion to that heretofore granted to
other appointive officials and employees.

SECTION 4. The City Clerk shall certify to the
adoption of this Ordinance and prior to the expiration of fifteen
(15) days from the passage thereof, shall cause the same to be
published once in the Arcadia Tribune and Arcadia News, a news-
paper of general circulation, published and circulated in the City
of Arcadia. This Ordinance shall take effect on the date of its
final passage and thereafter shall be in'force.
I hereby certify that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia,

least four councilmen, to-wit:
